The article presents the role of information technologies in the process of development of the economically weak regions of Poland. The state and the dynamics of the process of information technologies, in relation with the digitization, mobility and cloud computing processing trends in the areas of public administration and economics as well as functioning of individual households show vast diversification in those areas. The aim is formulating an answer to the question concerning the efficiency of the solutions being introduced in the area of public administration and the level of the IT implementation within the range of the basic economic activities, as well as the services provided to the inhabitants. The state of completion of the regional programs, the national strategies for IT implementation, the Digital Agenda for Europe as well as infrastructural investments are subject to assessment with use of the Analytic Hierarchy Process method. An important part of the process is the factor of user willingness to adopt the technologies, skills and competences necessary for their effective use and that problem was assessed with utilization of the comparison method.

Artykuł omawia rolę technologii informacyjnych w rozwoju słabych gospodarczo regionów Polski. Stan i dynamika procesu informatyzacji w powiązaniu z trendem cyfryzacji, mobilności i przetwarzania w chmurze, zarówno w obszarach administracji publicznej, gospodarki jak i funkcjonowaniu gospodarstw domowych wykazuje znaczne zróżnicowanie tych obszarów. Celem jest uzyskanie odpowiedzi na pytanie o skuteczność wdrażanych rozwiązań w administracji publicznej i poziom informatyzacji podstawowych działań gospodarczych oraz usług świadczonych mieszkańcom. Zarówno stopień realizacji programów regionalnych, strategii krajowych dotyczących informatyzacji oraz europejskiej Agendy Cyfrowej jak i inwestycje infrastrukturalne są celem poddanym ocenie z wykorzystaniem metody analizy hierarchicznej problemu (AHP ). Istotną rolę, jak wykazała analiza porównawcza spełnia w tym procesie element gotowości użytkowników do adaptacji technologii, umiejętności i kompetencje do efektywnego ich wykorzystania.

Assessing/ranking the innovative advantages of countries is a problem of current interest. However, the set of tools used for this purpose are very narrow and often prone to criticism. The aim of this study is to somewhat extend the arsenal of methods used to this end. For this purpose, based on a data set from the Global Innovation Index, this study develops a special multi-objective decision-making problem, the aim of which is to identify the “best countries” in the sense of their innovative advantage. Moreover, applying ranking methods (in our case the Markov-chain method and analytic hierarchy process) to this multi-objective decision-making problem, we obtain new alternative ratings/rankings of the innovative advantages of countries.

After conducting an extensive analysis of both the specialised literature and practice and identifying three types of corporate social entrepreneurship in my PhD thesis titled “Corporate social entrepreneurship - the new paradigm of reshaping and rethinking business”, I decided to determine which of the three approaches is mostly suited for the Romanian market. The three types of corporate social entrepreneurship: corporate social entrepreneurship as local development tool, corporate social entrepreneurship as market development tool, and corporate social entrepreneurship as transformational innovation tool were organised as the alternatives of a carefully constructed hierarchy having as criteria: return on investment (which does not necessarily refer to the money that the company invests in the strategy; the term is derived from sustainability and scalability), degree of novelty, pre-entry knowledge and interest in solving the communities’ social problems. The questionnaire constructed based on the hierarchy using analytic hierarchy processes was distributed to experts (business developers) coming from the following industries or sectors: beverages, IT, banking, furniture, and automotive. The research reveals which is the approach most likely to be employed by Romanian business developers. The results may be inferred to the sum of businesses represented by the expert business developers who were part of the research.

Countries’ defence industries are the leading indicator of their global power. The warehouse is the place where the materials are kept until the customer order arrives so that the companies are viable and can respond appropriately to internal/external customer demands. In this regard, warehouse location plays a vital role in the defence industry in terms of storage options with increased flexibility, a simplified supply chain with cost management and optimal positioning according to deployment locations. In this study, the decision on the location of warehouses for logistic support during the warranty period of military vehicles manufactured and supplied to the armed forces by a defence company was made. It is aimed to propose the best solution to a real-life problem with high complexity, containing many data and constraints. In this context, the criteria that are thought to be most relevant to this problem have been determined by taking expert opinions. Having determined the order of importance of the requirements by the analytical hierarchy process (AHP) with the Super Decisions V 2.10, their weights were included as a coefficient of the objective function in the goal programming (GP) model. As a result of solving the GP model using GAMS (general algebraic modelling system), it was decided to select the warehouses that provided the optimal results among the alternative warehouse locations in 9 different locations. Furthermore, to see the impact of changes in criterion weights, sensitivity analysis has also been included. The significance of this research lies within the integrated usage of AHP and GP in the defence industry when determining warehouse locations by the experts’ opinions. With this study, not only a solution strategy was developed, but also a basis for the warehouse location decision in the defence industry projects already signed or to be signed was given.

Background: Today, both researchers and practitioners have many methods for supporting the decision-making process. Due to the conditions in which supply chains function, the most interesting are multi-criteria methods. The use of sophisticated methods for supporting decisions requires the parameterization and execution of calculations that are often complex. So is it efficient to use sophisticated methods? Methods: The authors of the publication compared two popular multi-criteria decision-making methods: the Weighted Sum Model (WSM) and the Analytic Hierarchy Process (AHP). A simulation study reflects these two decision-making methods. Input data for this study was a set of criteria weights and the value of each in terms of each criterion. Results: The iGrafx Process for Six Sigma simulation software recreated how both multiple-criteria decision-making methods (WSM and AHP) function. The result of the simulation was a numerical value defining the preference of each of the alternatives according to the WSM and AHP methods. The alternative producing a result of higher numerical value was considered preferred, according to the selected method. In the analysis of the results, the relationship between the values of the parameters and the difference in the results presented by both methods was investigated. Statistical methods, including hypothesis testing, were used for this purpose. Conclusions: The simulation study findings prove that the results obtained with the use of two multiple-criteria decision-making methods are very similar. Differences occurred more frequently in lower-value parameters from the "value of each alternative" group and higher-value parameters from the "weight of criteria" group.

Wstęp: Obecnie teoretycy i praktycy dysponują wieloma metodami wspomagającymi proces podejmowania decyzji. Z uwagi na warunki, w jakich funkcjonują współczesne łańcuchy dostaw najbardziej interesujące wydają się metody wielokryterialne. Wykorzystanie skomplikowanych metod wymaga jednak wieloetapowej parametryzacji i przeprowadzenia rozbudowanych obliczeń. Czy zatem efektywne jest stosowanie skomplikowanych metod? Metody: Autorzy publikacji porównali dwie popularne wielokryterialne metody wspomagające proces podejmowani decyzji: metodę punktową ważoną (WSM) oraz metodę hierarchiczną (AHP). W modelu symulacyjnym odzwierciedlono funkcjonowanie obu tych metod. Dane wejściowe do symulacji stanowiły wartości parametrów: ocena alternatywy oraz waga kryterium. Wyniki: Model symulacyjny opracowano w oprogramowaniu iGrafx Process for Six Sigma. Odzwierciedlono w nim funkcjonowanie dwóch wielokryterialnych metod wspomagania procesu decyzyjnego: WSM oraz AHP. Wynikami symulacji były wartości liczbowe odzwierciedlające preferencję każdej z alternatyw według każdej z metod. Za wybraną przez daną metodę alternatywę uznawano tą, której wartość wskaźnika preferencji była wyższa. W analizie wyników poszukiwano zależności pomiędzy wartościami parametrów oraz różnicą wyników przedstawioną przez obie metody. Wykorzystano w tym celu metody statystyczne w tym testowanie hipotez. Wnioski: Przedstawione rezultaty badań symulacyjnych wskazują, że wyniki uzyskane dwiema wielokryterialnymi metodami wspomagania decyzji są do siebie bardzo zbliżone. Różnice wyników pomiędzy nimi miały miejsce częściej w warunkach niższych wartości parametru ocena alternatywy oraz w wyższych wartości parametru waga kryterium.

Celem artykułu jest ranking województw Polski ze względu na poziom wykorzystania technologii informacyjno-telekomunikacyjnych w przedsiębiorstwach, w 2010 r. W badaniach wykorzystano metody wielokryterialnego wspomagania decyzji: AHP (ang. Analytic Hierarchy Process) i ANP (ang. Analytic Network Process). Uzyskane, za pomocą dwóch metod, wyniki porównano i na tej podstawie wykazano różnice pomiędzy zastosowanymi podejściami. Wykorzystane algorytmy pozwoliły na analizę położenia województw z uwagi na różne zaawansowanie obszarów w przestrzeni teleinformatycznej.

The article ranks Polish voivodships in terms of utilization of information and telecommunication technologies in enterprises during the year 2010. In the research, there have been used multi-criteria decision support methods: AHP (Analytic Hierarchy Process) and ANP (Analytic Network Process). Results, obtained through the two methods, have been then compared, which gave us a clear picture of differences between approaches applied in the process. The algorithms which have been used, enabled the analysis of voivodships’ positions in the ranking with regard to varying advancement of specific areas in the ICT area.

In this paper, we examine key factors that influence the risks of investment in the development of human capital of a firm in the IT sector and estimate their weight in the overall risk. In particular, we single out the risk of premature voluntary termination of an employee, the risk of ineffective training, and the risk of a firm’s incorrect employee development strategy. Moreover, to support management of the mentioned kinds of risks, we enumerate the factors that influence them and classify those factors into three main groups: related to the employee, related to the firm, and related to the external environment. Based on this division, we build a model for estimating the risks of investing in the development of personnel using the Analytic Hierarchy Process (AHP).
