Local government units more often nowadays see the need to undertake joint action. One form of such a cooperation is through an association. However, an association is frequently treated as providing limited possibilities. Nonetheless, practice has shown that the main objectives for which such associations are created are not limited exclusively to support of the idea of local government and protection of common interests. This form cooperation may also be useful on other levels, such as public services, which are the essence of local government.
