This article analyses the position of European Parliament (EP) in the question of the lasting from 2010 association process of the South Caucasus countries with the EU. The process is aimed at the establishment of close, extensive political and economic cooperation of the countries with the EU. The author stresses the importance attached by EP to the association negotiations, which according to the Parliament should have a crucial impact on the democratization process in Azerbaijan, Armenia and Georgia. It should be underlined that the development of democracy in those EU’s partner countries is of special interest to EP, which in recognition of their geopolitical importance with its numerous resolutions requires making closer relations with them and even providing the countries with a potential European perspective (Georgia). However the more extensive cooperation of the EU with the countries is made dependent by EP on the incorporation by Azerbaijan, Georgia and Armenia of the values defined as European (democracy, rule of law, protection of human rights etc.). That is why so important for EP are the questions of human rights observance, observance of the rules of democracy and law, including transparency and fairness of the processes in the countries. In case of violating rules constituting foundations for democratic and lawful country’s functioning, EP responds in a determined way and usually takes un unambiguous stand quite often contrasting with more “weighted” opinions of other Union institutions.

The main goal of the article is to perform an analysis of the economic relations between the European Union and South-Mediterranean countries, and – based on this analysis’ outcomes – formulate an opinion concerning the future developments of these relations. The deliberations conducted in the article are focused on identifying factors both legal (bilateral agreements) and empirical (state of relations measured by values of indicators), specific to relations between the EU and each analyzed SMED country. Within the framework of the article, two main hypotheses have been formulated: • relations between the EU and each analyzed SMED country are specific, • these relations to a significant degree result from the geographical location of each country and the history of its relations with European colonial metropolises. The main scientific methods used in the article are analysis of legal agreements and values of empirical indicators, as well as synthesis of results and formulation of conclusions. These methods were preceded by research of scientific literature and utilization of statistical techniques of data analysis.

Unia Europejska jest największym ugrupowaniem integracyjnym w świecie, obejmuje 28 państw, z czego 19 posługuje się wspólną walutą – euro. UE jest ważnym rynkiem i aktorem na scenie międzynarodowej. Wyzwaniem dla ugrupowania jest kilka poważnych problemów, takich jak kryzys UGiW, Brexit, polaryzacja interesów, wybór między poszerzaniem i pogłębianiem. W artykule omawia się możliwe rozwiązania w każdej z wymienionych dziedzin, przedstawiając je w ramach pięciu scenariuszy dla Europy, które zostały zaprezentowane w Rzymie w 60. rocznicę ugrupowania. Scenariusze te przedstawia się na tle wniosków sformułowanych podczas szczytu G-7 w Taorminie dotyczących polityki pomocy, uchodźców z Afryki i konfl iktu syryjskiego. W zakończeniu pojawia się Polska ze swymi interesami w głównych kwestiach dyskutowanych w rozdziale i możliwościami ich realizacji.

The European Union is the biggest integration grouping in the World, which embraces 28 states, 19 of which use common currency – euro. EU is an important market and international actor. The EU is challenged by a number of internal problems, such as crisis of EMU, Brexit, polarization of interests, choices between deepening or widening. The article discusses possible solutions in each area presenting them in the context of 5 scenario for Europe presented in Rome on the 60th anniversary of the grouping. The scenarios are shown on international background with G-7 summit conclusions in Taormina concerning aid policy, refugees from Africa and the Syrian confl ict. Finally it talks also about the Polish place and interests in the main matters, discussed in the article.
