The study indicates that the regionalism of the Baltic Sea states is a vision and a political declaration, established by the institutions of the European Union. The strengthening of regionalism is not a foreign policy priority of the Baltic Sea states. The trends towards fulfilling the political formula "Dominium MarisBaltici" are not revealed, but they are in favour of strengthening security and cooperation in the world space. Cultural and civilizing identity of 10 states of the Baltic Sea is very diverse. In the process of its integration, the creation of syncretic order, an important role is played by a scientific and technical progress, international legal solutions and education oriented towards awareness of the directions of development of modern civilization. The pace of today's civilisation changes, including a focus on generating a participating unit, as an entity that generates the image of the cultural life causes weakening of the value of local, regional, state, and at the same time causes the unification of human life; an important force shaping this reality is a scientific and technical progress, the all-powerful technifi-cation of a cultural life.
