Problematyka rozwoju miast i mieszkalnictwa jest przedmiotem zainteresowania Unii Europejskiej. Problem prawa do mieszkania znalazł się w Karcie praw podstawowych UE 2008. Celowa staje się budowa europejskiego systemu monitoringu mieszkaniowego, ponieważ rzetelna i aktualna informacja o sytuacji mieszkaniowej społeczeństwa jest elementarnym wymogiem w nowoczesnym państwie i w polityce unijnej. Badania w dziedzinie mieszkalnictwa, prowadzone obecnie w poszczególnych krajach UE przez ONZ oraz inne organizacje międzynarodowe, zawierają olbrzymią ilość danych, jednak do chwili obecnej nie powstał zbiór informacji charakteryzujących w sposób uporządkowany szeroko rozumianą problematykę mieszkalnictwa krajów Unii. Problem ten stał się przedmiotem Koncepcji europejskiego monitoringu zagadnień mieszkalnictwa. Głównym narzędziem monitoringu będzie Bank Danych o Mieszkalnictwie – aktualizowana, rozbudowywana, doskonalona baza informacyjna kompatybilna z systemami statystyki międzynarodowej oraz z głównymi systemami statystycznymi krajów UE.

Urban development and housing issues are the objects of interests in the European Union. The issue of the right to housing was included in the EU 2008 Charter of Fundamental Rights. It is justified to build a European Housing Monitoring System because reliable and current data about the housing matters constitute elementary requirements in modern states and EU policies. Housing research conducted presently in particular EU countries and by the UN and other international organizations contains huge quantities of data, although nodata bank has been created for the information relating to broadly understood EU countries’ housing matters in a well-ordered manner. That problem became an object of a Conception of the European Housing Monitoring System. A Housing Data Bank will become the main monitoring tool. It will be an updated, expanded, and improved database, compatible with the systems of international statistics and main national statistical systems of the UE countries.
