Autorka analizuje związek między prawem międzynarodowym a koncepcją bezpieczeństwa ludzkiego, które pojawiła się w latach 90-tych XX wieku. Artykuł jest podzielony na trzy części. Część 1 przedstawia pojęcie bezpieczeństwa ludzkiego, jego genezę i treść. Część 2 analizuje relacje między bezpieczeństwem ludzkim a prawem międzynarodowym i krótko rozważa najbardziej reprezentatywne aspekty prawa międzynarodowego, w tym międzynarodowego orzecznictwa, które w opinii autorki odzwierciedlają imperatywy bezpieczeństwa ludzkiego. Wreszcie wnioski końcowe dostarczają odpowiedzi na postawione pytania i wskazują na wartość dodaną koncepcji bezpieczeństwa ludzkiego. Pytania brzmią następująco: W jaki sposób bezpieczeństwo ludzkie może wzmocnić działania międzynarodowe (działania oparte na prawie międzynarodowym)? Gdzie w prawie międzynarodowym odzwierciedlone jest bezpieczeństwo ludzkie? Jaka jest rola prawa międzynarodowego dla bezpieczeństwa ludzkiego? Biorąc to wszystko pod uwagę, jaka jest wartość dodana przyjęcia koncepcji bezpieczeństwa ludzkiego? Artykuł ten jest nieuchronnie interdyscyplinarny, ponieważ łączy perspektywy prawa międzynarodowego i stosunków międzynarodowych.

The author examines the nexus between international law and the concept of human security that emerged in the 1990s. The article proceeds in three parts. Part one outlines the concept of human security, its genesis and contents. Part two examines the nexus between human security and international law and briefly considers the most representative aspects of international law, including international jurisprudence, that, in the author’s opinion, reflect human security imperatives. Finally, conclusions provide answers to the questions posed and indicate the increased value of the human security concept. The questions read as follows: How can human security strengthen international actions (actions based on international law)? Where in international law is human security reflected? In other words, what aspects of international law reflect a human security-centered approach? What is the role of international law in human security? Taking all this into account, what is the added value of adopting the concept of human security? This article is inevitably interdisciplinary, as it combines the perspectives of international law and international relations.

Artykuł bada, czy podejście Human Security jest paradygmatem unijnej polityki bezpieczeństwa. Koncentruje się on na dwóch ostatnio opublikowanych dokumentach: Europejskiej agendzie bezpieczeństwa oraz Globalnej strategii UE. W pierwszej kolejności została wyjaśniona koncepcja Human Security. Następnie zaprezentowano założenia metodologiczne procesu badawczego, w ramach którego postawiono trzy pytania w celu zidentyfikowania w omawianych dokumentach podejścia Human Security: Czy są one skoncentrowane na bezpieczeństwie ludzkim? Czy zagrożenia są w nich rozlegle zidentyfikowane? Czy podmioty realizujące politykę bezpieczeństwa są szeroko zdefiniowane? Przeprowadzona analiza pokazała, że Europejska agenda bezpieczeństwa oraz Globalna strategia UE zostały oparte na perspektywie Human Security. Oznacza to, że bezpieczeństwo ludzkie jest paradygmatem unijnej polityki bezpieczeństwa. W konkluzjach autor zastanawia się, czy owo podejście pasuje do nowych wyzwań dla bezpieczeństwa, które narastają w Europie po rosyjskiej agresji na Ukrainę.

This paper examines whether or not the Human Security approach is a paradigm of EU security policy. It focuses on two recently published EU documents: the European Agenda on Security (EAS) and the EU Global Strategy (EUGS). First, the concept of Human Security is explained. Next, the methodology of the research is presented, in which three questions are posed to identify the presence of the Human Security approach: Are they concerned with the security of people? Are threats broadly defined? Are entities that execute the EU’s security policy broadly defined? Analysis conducted within this paper shows that the EAS and EUGS have been built on the Human Security approach, meaning that it is a paradigm for EU security policy. In the conclusion, the author wonders whether the Human Security approach is well-suited to new challenges for security that have arisen in Europe after Russian aggression in Ukraine.

Celem niniejszej publikacji jest potwierdzenie, że schemat działania, opracowany w oparciu o system walki Krav Maga i zarządzanie kryzysowe zapewnia bezpieczeństwo jednostce wobec zagrożenia, jakim jest atak uliczny. Na początku artykułu omówiono problematykę samoobrony, przedstawiono system walki Krav Maga oraz wprowadzono najważniejsze elementy teorii zarządzania kryzysowego. W dalszej części dokonana została analiza każdej z faz zarządzania kryzysowego, w odniesieniu do zagrożenia atakiem ulicznym. Autor szczegółowo odpowiada na pytania badawcze: Jakie jest najlepsze źródło, dzięki któremu można nauczyć się skutecznej samoobrony? Jak powinna zachować się jednostka w poszczególnych fazach zarządzania kryzysowego wobec zagrożenia atakiem ulicznym, aby zapewnić sobie bezpieczeństwo? Przeprowadzona w pracy analiza w oparciu o dostępne źródła, obserwacje oraz zdobyte doświadczenia autora daje jednoznaczne potwierdzenie, że systemy walki są najlepszym źródłem, dzięki któremu można nauczyć się skutecznej samoobrony, ponieważ biorą pod uwagę wszystkie elementy, które towarzyszą atakowi ulicznemu. Postępując zgodnie ze schematem zawartym w publikacji, każda osoba, bez względu na wiek, płeć czy posturę fizyczną może efektywnie zwiększyć własne bezpieczeństwo personalne.

The goal of this publication is to confirm that the pattern of operation, developed based on the Krav Maga combat system and crisis management, provides an individual with safety against the threat of a street attack. At the beginning of the article, the issues of self-defence were discussed, the Krav Maga combat system was presented and the most important elements of the crisis management theory were introduced. Later in the paper, an analysis of each of the crisis management phases was carried out in relation to the risk of a street attack. The author answers the research questions in detail: What is the best source through which you can learn effective self-defence? How should an individual behave in particular phases of crisis management against the threat of a street attack to ensure its own safety? The analysis made in the paperwork based on available sources, observations and the author’s experience gained gives an unambiguous confirmation that combat systems are the best source through which one can learn effective self-defence, because they take into account all the elements that accompany a street attack. Following the scheme included in the publication, every person, regardless of age, sex or physical posture can effectively increase their own personal safety.
