The article presents a normative approach to the research of the strategic culture. It consists in taking into account the analysis of the contents of the UE strategy and three strategic concepts of the most important state actors – Great Britain, France and Germany. Common and different elements resulting from the applied perspective on the safety problem by analysed states were distinguished. It was shown that each participant of the EU contributes their characteristic values, which are advantageous to the entirety, whereas their disintegrational features are mostly not so strong and crucial for the consistency of the Union. They are based on the disappearing way of perceiving security assurance.

W artykule przedstawiono normatywne podejście do badania kultury strategicznej. Polegało ono na uwzględnieniu analizy treści strategii Unii Europejskiej (UE) oraz trzech koncepcji strategicznych najważniejszych aktorów państwowych – Wielkiej Brytanii, Francji i Niemiec. Wyodrębniono elementy wspólne oraz elementy rozłączne wynikające z zastosowanego spojrzenia na problematykę bezpieczeństwa przez analizowane państwa. Wykazano, że każdy uczestnik UE wnosi swoje charakterystyczne korzystne dla całości wartości, natomiast jego cechy dezintegracyjne najczęściej nie są tak silne i istotne dla spójności Unii oraz bazują na zanikającym sposobie postrzegania zapewnienia bezpieczeństwa.
