The aim of the study is to discuss the impact of bilateral international treaties concluded by EU Member States with third countries on jurisdiction and recognition of judgments in matters of succession from Polish perspective. The author discusses the main problems in the interpretation of Article 75 of Regulation 650/2012 and the possible conflict of this solution with the Treaty on the Functioning of the EU. The article indicates also practical problems related to the collision of bilateral treaties and Regulation No 650/2012 regarding, for example, the possibility of concluding choice-of-court agreements, recognition of foreign judgments in matters of succession and the possibility of issuing the European Certificates of Succession.

Environmental policy has changed dramatically over the past fifty years. The process of initiating actions to protect the natural environment was associated with the development of awareness of the effects of pollution on humans and nature. It is worth establishing whether the activity of democratic states, both in the area of political activities and the influence of public opinion, was transferred to countries that did not have to take public opinion into account. The actions of a neutral state - Austria perceived by communist countries as a potential partner were taken into account. A comparative method was used to determine the interactions between the variables in terms of decisions made and their effects - adopted legal acts. These studies were aimed at explaining the principles of the mechanisms for making optimal political decisions, and at the same time shaping the political awareness of citizens. Additionally, the institutional and legal method was used, and in relation to media messages, the method of content analysis. Taking into account the effects of the Austrian "neighborhood policy", I would like to explain how repetitive was what Western countries did towards communist countries in relation to the topic of environmental protection, how this phenomenon was defined, what were the similarities and differences in the perception of pro-ecological activities and how cooperation in this area was understood. The presented research problems focus on the results of Polish-Austrian activities in the field of environmental protection. For this purpose, both post-war Polish-Austrian bilateral relations have been analyzed, and in particular bilateral treaties relating to environmental issues.

The Polish domestic law on the protection of personality rights is regulated by Ustawa – Prawo prywatne międzynarodowe (the Private International Law Act). However, in international relations priority is given to Poland’s bilateral international treaties. Personality rights are protected under the conflict of law rules for non-contractual obligations defined in these treaties. Their content differs significantly from the regulations in the Polish domestic conflict of law act for the protection of personality rights. Identifying situations in which bilateral treaties should be applied may cause difficulties, which entails uncertainty as to which law is applicable.

Prawo właściwe dla ochrony dóbr osobistych zostało uregulowane w ustawie – Prawo prywatne międzynarodowe. Pierwszeństwo przed nim mają postanowienia wiążących Polskę dwustronnych umów międzynarodowych. Do ochrony dóbr osobistych zastosowanie znajdują zawarte w nich normy kolizyjne dotyczące zobowiązań pozaumownych. Ich treść znacząco odbiega od regulacji prawa właściwego dla ochrony dóbr osobistych w polskiej ustawie kolizyjnej. Wyznaczenie sytuacji, w których umowy dwustronne mają zastosowanie, może powodować trudności, co wiąże się z niepewnością co do prawa właściwego.

Artykuł omawia traktaty i deklaracje handlowe oraz nawigacyjne zawarte przez Rosję carską z Anglią, Holandią oraz Toskanią w latach czterdziestych XIX wieku. Pokazane też zostały przekształcenia wewnętrzne i międzynarodowe uwarunkowania prawne dotyczące prowadzenia handlu i żeglugi z Rosją przed podpisaniem rzeczonych traktatów i deklaracji. Dalsza część artykułu skupia się na treści umów rosyjsko-angielskich, holenderskich i toskańskich. W podsumowaniu poddano ocenie gospodarcze szanse rozwojowe, jakie mogło nieść ze sobą podpisanie omawianych w artykule traktatów dwustronnych.

The present article focuses on commerce and navigation treaties and declarations concluded by Tsarist Russia with England, the Netherlands and Tuscany in the 1840s. Following a presentation of the main transformations in internal and international legal conditions governing the conduct of trade and shipping with Russia which took place before the signing of said treaties and declarations, the subsequent sections of the article detail the content of the agreements. The final part of the article discusses the economic opportunities for growth that could arise from signing the bilateral trade and shipping treaties discussed earlier.
