In the 18th century, in the south­‑eastern voivodeships of the Polish­‑Lithuanian Commonwealth, the state, commune and private administration had to face many problems. One of them was banditry, known on this territory as haidamaky banditry, and the threat of a Ukrainian people revolt linked with it. The last time the anxiety concerning that issue was visible was at the session of the Great Sejm. There was fear that, just like in 1768, Russia would push peasants against nobility in order to sow chaos in south­‑eastern voivodeships of the Polish­‑Lithuanian Commonwealth, and in consequence break the parliamentary debate and restore its sovereignty over the country. Orthodox priests, Russian merchants, Cossacks and even Greek Catholic priests were perceived as agitators.

Jednym z wielu problemów z jakim w XVIII wieku zmagały się struktury administracji państwowej, samorządowej i prywatnej w południowo­‑wschodnich województwach Rzeczypospolitej Obojga Narodów było rozbójnictwo, występujące na tamtych terenach pod określeniem hajdamaczyzny, oraz związane z nim zagrożenie buntem ludności ukraińskiej. Po raz ostatni obawy z tym związane dały o sobie znać w czasie obrad Sejmu Czteroletniego. Obawiano się, że podobnie jak w 1768 roku Rosja popchnie chłopstwo przeciwko szlachcie, w celu wywołania chaosu w południowo­‑wschodnich województwach Rzeczypospolitej, a tym samym doprowadzi do przerwania obrad sejmowych i przywróci swoje zwierzchnictwo nad krajem. Za agitarorów uważano duchowieństwo prawosławne, rosyjskich kupców, kozaków, a nawet księży grekokatolickich.
