Los cambios vividos a nivel sistémicos permitieron a algunos países surgir como potencias medias. Brasil es uno de ellos. Este artículo se propone analizar aquellos elementos que confirman a Brasil como potencia emergente y aquellos que lo niegan a partir de operacionalizar el concepto mediante tres variables: capacidades materiales, liderazgo en su región, y papel activo en sucesivas y simultáneas negociaciones globales. La primer variable será analizada a partir de tres indicadores: las Inversiones Extranjeras Directas/internacionalización de las empresas brasileñas; la capacidad militar; y, más escuetamente, los recursos energéticos. La segunda variable mediante el sentimiento de sudamericanidad y la profundización o no de los esquemas integracionistas (principalmente Mercosur y UNASUR), haciendo hincapié en la relación con Argentina. La tercera y última variable será estudiada a partir de la creación de coaliciones sobre todo para aumentar los márgenes de poder negociador en foros multilaterales (se utilizarán como ejemplo los siguientes grupos: G-4 en la ONU, G-20 y G-4 en la OMC, y BRICS.

The systemic level changes helped some countries emerge as middle powers. Brazil is one of them. This article analyzes those elements that confirm Brazil as an emerging power and those that deny it from operationalizing the concept using three variables: material capabilities, regional leadership, and active role in successive and simultaneous global negotiations. The first variable will be analyzed from three indicators: direct foreign investments / internationalization of Brazilian companies; military capacity; and, more succinctly, energy resources. The second variable through the sense of sudamericanidad by deepening or not integrationist schemes (mainly Mercosur and UNASUR), emphasizing the relationship with Argentina. The third and last variable will be studied from the creation of coalitions for increasing margins of bargaining power in multilateral forums (will be used as an example the following groups: G-4 at the UN, G-20 and G-4 at the WTO, and BRICS).
