This text is a draft of Carl Sonnenschein (1876–1929) biography. He was a German Catholic priest, theologian, philosopher, social reformer, charismatic social activist, founder of the Catholic social movement in Germany, the creator of new forms of metropolitan pastoral ministry, the apostle of Berlin, after his death he was called Saint Francis of Berlin. In Poland, his figure is almost unknown. The aim of this article is to bring closer his profile, the climate accompanying his activities and to contribute to the understanding of the aura of fascination and uniqueness, which surrounds not so much his work as a person, so important in the history of the German and universal Catholic Church and also for followers of other religions.

W artykule przedstawiono ideowe i moralne inspiracje chrześcijańskiego miłosierdzia oraz zasady działalności charytatywnej w społecznej nauce Kościoła, a także wynikające stąd założenia i zadania katolickiej pracy społecznej. Praca stanowi przede wszystkim przyczynek do ukazania działalność charytatywnej Pier Giorgia Frassatiego (1901–1925) – włoskiego charyzmatycznego działacza społecznego, błogosławionego Kościoła katolickiego, patrona studentów, młodzieży, ludzi gór i Akcji Katolickiej – oraz Jego model pomocy zinstytucjonalizowanej na zasadzie samorzutnych inicjatyw o różnym stopniu sformalizowania, zwany także modelem pracy socjalno-charytatywnej w środowisku lokalnym

This article contains the moral and ideological influences for the idea of Christian charity. It highlights the principles of charitable activity within the social teachings of the Church and the results of this teaching through Roman Catholic social work. The paper amis to show the charitable activities of Pier Giorgio Frassati (1901–1925); the Italian, charismatic, social activist. Blessed by the Catholic Church, he is the patron of students, young people, people of the mountains and the Catholic Action charity. His model of institutionalized help is based on spontaneously formed initiatives with varying degrees of formality, which is also referred to as the model of social-charitable work in the local community.

The article analyzes art. 9 of the Law on Public Benefit and Volunteer Work, in which there are indications that cause pursued by the competent body of consideration of public benefit becomes a business. Such a change in the classification of business is extremely aggravating for NGOs, so it is important to carefully analyze these premises. The article contains the author's demands regarding the appropriate interpretation of the legislation and proposals for legislative solutions.

В публикации анализируется ст. 9 закона об общественно-полезной деятельносит и волонтерской работе, в которой есть предпосылки того, что проведённая оплачиваемая общественно-полезная деятельность становится экономической деятельностью. Такое изменение в классификации бизнеса крайне отягощающее для не правительственных организаций, поэтому важно тщательно проанализировать эти вопросы. В статье представлены авторские пожелания относительно надлежащего толкования положений и предложения по законодательным решениям.
