Background: The paper presents the theoretical basis for the proposal of modeling of the dynamics of the modern cities' development by the use of a properly constructed synthetic indicator. Additionally to the possibility of the quantification of the development of social and economic systems of cities, its implementation allows the identification of nonlinear processes as phase transitions, which occur e.g. under influence of technological and social innovations. The economic and physical approach to this allows to learn more about the nature of these processes and to set new instruments supporting the management of urban areas in conditions of an increasing competiveness. Methods: The mathematical modeling of social and economical processes and economical and physical approach to dynamics of systems of nonlinear development. Results and conclusions: Based on conducted simulation researches, it can be concluded that the synthetic measure of the development of urban areas can be a good tool supporting the city management by local authorities. The economical and physical approach to the nonlinear dynamics of urban systems marks out new areas for further researches, the determination of minimum required conditions (the necessary level) for stimulation of the phase transition and the analysis of factors allowing to avoid the negative consequences of a phase transition, especially in smaller cities areas, seems to be the most important ones.
Research background: An efficient and effectively functioning transport of a city is of great importance both for people who reside within it, as well as companies doing business there. It is an integral part of modern economy and society in the dimension of production and consumption. However, apart from having a positive impact, transport also carries many social costs including congestion, traffic accidents and a negative influence on the natural environment. Consequently, urban transport is an increasingly important area of city management. Purpose of the article: The aim of this study is to assess the technological effectiveness of transport in selected Polish cities. The author created a ranking of cities and identified ways of improve efficiency. Methods: The test procedure used the non-parametric method of Data Envelopment Analysis (DEA). The data for analysis was drawn from the Local Data Bank of the Central Statistical Office defining expenses in the transport section as well as data on the condition and use of transport infrastructure. Calculations were made using Frontier Analyst Application software dedicated to the DEA method. Performance results were determined using the BCC model. The analysis was con-ducted for 18 cities with district status from 150 to 500 thousands inhabitants. Findings & Value added: The main result is the author's ranking of transport effectiveness in Polish cities. The analysis showed that urban transport is characterized by a rather low technological effectiveness. Full technological efficiency has been shown by five cities: Białystok, Sosonowiec, Bielsko-Biała, Olsztyn and Rzeszów. An average of the urban transport efficiency reached 51.1%. The lowest effectiveness was only 2.77%. This means that a substantial number of cities do not use optimal inputs. The DEA method enriches the methodology used by scientists to study transport effectiveness.
The content of this article refers to the determination of the relationship between knowledge management and the competitiveness of the city. To this end, the author described the concept of knowledge, discussed its importance and closer knowledge management process. Then, the article discusses issues related to the management of local development and the city, and also explains the concepts of usable value of the city, the products of the city, and the competitiveness of the city. In order to manage knowledge, the city, and also to raise the competitiveness of the city, models of knowledge management in the areas of usable value of the city, products of the city, and indicated engagement model were built. The author also singled out the most important usable values of the city, which should be used for knowledge management: social, residential, institutional, economic, touristic, logistics, spatial and ecological. The article also indicated tool for managing the city: knowledge management, human capital management, financial management and project based on procedures that may contribute to the formation of the products of the city and effectively raise the level of competitiveness of the city, C-Competitiveness.
An important component of planning activities of the city self-government is the implementation of the concept of sustainable development through the preparation and implementation of arrangements contained in studies on spatial planning. The paper attempts to evaluate ways to implement the idea of sustainability in spatial management of cities using the correspondence analysis. It has identified the cities which are characterised by a low degree of implementation of the concept of sustainability based on the criterion of planning coverage. The results of the investigation include such cities as Hel, Krynica Morska, Łeba and Nieszawa.

Istotnym elementem działań planistycznych samorządu miejskiego jest wdrażanie koncepcji zrównoważonego rozwoju poprzez sporządzanie i realizację ustaleń zawartych w opracowaniach dotyczących zagospodarowania przestrzennego. W artykule podjęto próbę oceny sposobów wdrażania idei zrównoważonego rozwoju w zarządzaniu przestrzennym miast z wykorzystaniem analizy korespondencji. Bazując na kryterium pokrycia planistycznego, zidentyfikowano miasta charakteryzujące się niskim stopniem realizacji koncepcji zrównoważonego rozwoju, jak Hel, Krynica Morska, Łeba, Nieszawa.
Jakość życia w mieście determinowana jest przez wiele różnorodnych czynników. Jednym z nich jest zarządzanie miastem. W artykule przedstawione zostały wyniki prowadzonych od 2014 roku badań dotyczących jakości życia w miastach. Zebrane opinie respondentów z obszaru województwa śląskiego dostarczyły wniosków związanych z oceną poziomu zadowolenia z życia w mieście oraz skutków dla zarządzających miastem.

Quality of life in the city is determined by many different factors. One of them is the management of the city. The article presents the results of the 2014 study on the quality of life in cities. The gathered opinions of respondents from the area of the Silesian Voivodeship provided conclusions related to the assessment of the level of satisfaction with life in the city and implications for authorities managing the city.

W takim kontekście zaprezentowana jest kondycja Szczecina jako miasta stanowiącego regionalne centrum społeczno-ekonomiczne. Rysem charakterystycznym jego oblicza, widzianego z perspektywy jakości procesów społecznych i gospodarczych obecnych w innych dużych aglomeracjach Polski, są znaczące dysproporcje kluczowych potencjałów rozwojowych związanych z jakością życia, kapitałem ludzkim, zapleczem instytucjonalnym i technicznym oraz infrastrukturalnym, atrakcyjnością inwestycyjną, sprawnością w pozyskiwaniu środków finansowych na realizowane inwestycje i przedsięwzięcia, jak również kulturą i wizerunkiem miasta. The paper contains an analysis of the dynamics of the basic markers for the West Pomeranian labour market compared to other regions. This context allows for a presentation of the situation of Szczecin as a city which constitutes for a regional social and economic centre. Its distinctive trait, from the perspective of the quality of social and economic processes also present in other large agglomerations in Poland, is the signifcant disparity of the key potentials for development, related to: the quality of life, human capital, institutional and technical infrastructure, investment attractiveness, the effciency of acquiring the funds for investments and projects, as wells as culture and the image of the city. The results of the analysis presented in this paper provide a framework for the review of the issues related to the social perception of the capital of West Pomerania.
Sprawne zarządzanie rozwojem miasta wymaga wielu informacji. Jednym z najbardziej kompleksowych sposobów ich pozyskania może być audyt miejski. Jest to nowoczesny instrument zarządzania rozwojem miasta uwzględniający konteksty polityki lokalnej, który identyfikuje i ocenia ryzyko zaangażowania zasobów miejskich w tworzenie produktów przyczyniających się do jego rozwoju. Obejmuje on czynności zorientowane na badanie cech miasta w odniesieniu do szczególnie rozumianych norm audytowych, jakimi mogą być: wytyczne polityki lokalnej, teorie rozwoju miejskiego, preferencje społeczne, popyt na produkty miejskie i dane statystyczne identyfikujące poziom wskaźników stanowiących mierniki rozwoju lokalnego.

The paper presents considerations about the ways of acquisition the information, which could be useful in increasing the efficiency of city management. Celem artykułu jest pokazanie strategii działania na rzecz budowania inteligentnego miasta (smart city). Artykuł stanowi case study rozwiązań z sukcesem zastosowanych w zarządzaniu rozwojem miasta i Aglomeracji Montpellier, jednego z europejskich liderów we wdrażaniu tej idei. Wskazuje kompleksowe i komplementarne narzędzia oraz przedsięwzięcia realizowane przez władze miasta na rzecz kreowania inteligentnego rozwoju. Działania podjęte w Montpellier potwierdzają sens i efektywność wdrażania przedsięwzięć wynikających z koncepcji smart city. Ich realizacja przyczyniła się do dynamizacji rozwoju gospodarczego i poprawy pozycji konkurencyjnej miasta, wzrostu jakości życia mieszkańców, przy jednoczesnym zmniejszeniu kosztów funkcjonowania aglomeracji. The purpose of this paper is to present the strategy for building a smart city. It is a case study of successful solutions applied in the process of managing the development processes of the city and agglomeration of Montpellier, one of the European leaders in the implementation of this idea. It provides comprehensive and complementary tools and undertakings, implemented by the city authorities in order to stimulate smart growth. Actions taken in Montpellier confirm the meaning and effectiveness of the implementation of Project referring to the smart city concept. Their accomplishment has contributed to more dynamic economic development, improvement of the competitive position of the city, and increase of the quality of life, while reducing the costs of function the agglomeration as a whole. Montpellier is a good example of public-private partnership and provides a valuable practice for improving the efficiency and effectiveness of urban management– in accordance with the idea of a smart city.
In last few years, the concept ofa Balanced Scorecard has been the object ofliteraturę discussions in regards to management. Hus performance management tool becomes an instrument, supporting city management and the process of customizing its strategy. The BSC is a management system which enables city management to clarify their vision and strategy and translate them into action. The ideas presented in this article focused on overall improvement of effective performance in existence of polish cities.

Stąd zasadne wydaje się przedstawienie propozycji wykorzystania koncepcji BSC jako narzędzia wdrażania strategii dla miasta. W artykule zostanie zaprezentowana idea BSCoraz możliwości wdrożenia tego narzędzia w celu poprawy efektywności funkcjonowania polskich miast.
Artykuł odnosi się do aktualnych procesów odpływu migracyjnego, które w sytuacji największego miasta Pomorza Zachodniego – Szczecina, prowadzą do istotnych ubytków kapitału ludzkiego. Autorzy przedstawiają wyniki badań prowadzonych od 2009 do 2013 roku, odnoszące się do społecznej percepcji i oceny warunków życia w mieście. Sposób postrzegania Szczecina jako miejsca „dobrego do życia”, a właściwie dostrzeganie istotnych deficytów w tym zakresie, rozpatrują jako jeden z elementów składających się na siły „wypychające” na emigrację. The article refers to the current migration outflow processes, which in the biggest city of Western Pomerania – Szczecin lead to a significant loss of human capital. The article presents the results of research conducted from 2009 to 2013, focused on the social perception and evaluation of the quality of life in the city. The perception of Szczecin as a place of “good life”, and actually noticing significant deficits in this aspect, is considered to be an element of the force “pushing” to emigration. The analyses of results focus on the relationship between the assessment of the opportunities for the fulfillment of life goals in Szczecin and plans related to the labor market, where the college graduates from Szczecin want to start their professional career.
Senior-friendly urban information system - case study Increasing urban population, ageing and growing importance of the elderly - those are three independent trends which are currently observed in urban areas. Place of a senior person within society is changing. Overlapping with above trends is inefficient city management as a consequence of growing and denser city population in big agglomerations. It is a common practice that seniors are perceived as second-class citizens. This is reflected by city politics which overlooks measures facilitating day-to-day existence of the elderly in urban space to the benefit of younger generations. City council is allocated a predetermined budget to cater for needs of various age groups. Those resources should be split in a just way, equally between all citizen groups. The evidence the city governing body is doing just that is assurance of mobility to all groups - including seniors. Bearing in mind their health, fitness, access to infrastructure should be facilitated by customising urban information systems to fit perception of the elderly. This way city management shapes city space, thus providing the space in question with new functions, enabling new bahaviours within the framework of the space that has been available so far. Creating a new system of urban information is therefore a management related problem that has to be dealt with taking city related factors into consideration. Decision makers have to solve a conflict that is observed between different groups of interest.
Jednym z istotnych uwarunkowań kształtowania się wizerunku miasta jest skuteczność procesów komunikacji. Wynika to z faktu, że poprzez komunikację następuje przełożenie tożsamości miasta na jego wizerunek. Jakiekolwiek niedociągnięcia w treści, kanałach czy formach komunikacji spowodują, że wizerunek miasta będzie odmienny od zakładanej tożsamości. Celem opracowania jest ocena roli procesów komunikacji w aktywnym kształtowaniu pożądanego wizerunku miasta. Zwrócono tu też uwagę na znaczenie treści i kanałów komunikacji, które można wykorzystać w strategii tożsamości. Zauważono, że w kontaktach władz miasta z odbiorcami coraz ważniejsza jest komunikacja dwukierunkowa. Przybierać ona może różne formy, przy czym w dzisiejszych czasach szczególnego znaczenia nabiera komunikacja z wykorzystaniem mediów, a zwłaszcza Internetu, oraz możliwości, jakie te nowoczesne rozwiązania dają nadawcy komunikatów.

One of the important conditions of shaping the image of the city is the effectiveness of the communication. This is due to the fact that communication takes place through translating the city’s identity on its image. Any shortcomings in the content, channels and forms of communication will make the image of the city will be different from the assumed identity. The aim of this study is to evaluate the role of communication in the active shaping of the desired image of the city. Attention was also here the importance of content and channels of communication that can be used in identity strategies. It was noted that the city authorities dealing with customers increasingly important communication is two-way. It can take various forms, but nowadays is particularly important to communicate with the use of the media, especially the Internet and the opportunities that these new solutions provide the sender’s message.
Cities are an important element of the functioning of the state and fundamentally determine its potential. The purpose of this review is to present how the issue of management and development of urban agglomerations, in theoretical and practical aspects, is analyzed by the authors of the articles contained in the book ‘Cities of the future. In search of a new management and development paradigm’. Its editors – Alfred Lutrzykowski, Robert Musiałkiewicz and Fabian Nalikowski – undertook with the authors of the texts to define new determinants in the development of urban structures.

Jej redaktorzy, Alfred Lutrzykowski, Robert Musiałkiewicz i Fabian Nalikowski, podjęli się wraz z autorami tekstów określenia nowych wyznaczników w rozwoju struktur miejskich.
The purpose of the article is to identify the approach of mayors of cities of the Great Poland voivodeship to the civic participation in public management processes. An attempt is made to determine the relationship between the identified type of leadership (transformational, transactional) and the declared attitude of mayors of cities towards the civic participation. To solve the research problems and achieve research goals, questionnaire surveys were carried out using the standardized MLQ questionnaire (Multifactor Leadership Questionaire). The survey was conducted with mayors of cities of Great Poland voivodeship. 61 people were examined (55%). The results of the research indicate the dominant role of transactional leadership with simultaneous openness and a positive attitude towards the participation of residents in management processes. The results of the conducted research provide input to the discussion on the possibilities of optimizing public management in Poland, including, in particular, the use of available institutional and legal instruments to improve the quality of public services provided.

Celem artykułu jest identyfikacja podejścia włodarzy miast województwa wielkopolskiego do partycypacji obywatelskiej w procesach zarządzania publicznego. Podjęta zostaje próba określenia zależności pomiędzy identyfikowanym rodzajem przywództwa (transformacyjne, transakcyjne) a deklarowanym podejściem prezydentów i burmistrzów miast do kwestii partycypacji. Dla rozwiązania postawionych problemów badawczych i realizacji określonych celów przeprowadzone zostały badania ankietowe z wykorzystaniem standaryzowanego kwestionariusza MLQ (Multifactor Leadership Questionaire). Badanie skierowane było bezpośrednio do włodarzy wielkopolskich miast. Objęto nim 61 osób (55%). Wyniki badań wskazują na dominującą rolę przywództwa transakcyjnego z jednoczesną otwartością i pozytywnym stosunkiem wobec udziału mieszkańców w procesach zarządczych. Wyniki przeprowadzonych badań stanowią głos w dyskusji nad możliwościami optymalizacji zarządzania publicznego w Polsce, w tym w szczególności nad wykorzystaniem dostępnych instrumentów instytucjonalno-prawnych do podnoszenia jakości dostarczanych usług publicznych.
The article presents the problem of participatory budgeting in Poland, as a popular form of cooperation between the administration and citizens. The study describes the influence of participatory budgeting on people’s awareness and commitment to local issues. The author considers the legal, organizational, economic and social results of putting the procedure of participatory budgeting into practice. The aim of this article is to present the concepts of civic participation. The author describes the model of a participatory budget and the process of its evaluation.

Artykuł koncentruje się na funkcjonowaniu budżetu obywatelskiego w Polsce, którego popularność jako narzędzia współpracy władz samorządowych z mieszkańcami stale rośnie. Uwzględniono rolę mieszkańców w realizowaniu tego budżetu, a także jego wpływ na pobudzanie aktywności i świadomości społecznej w sprawy lokalne. Poddano dyskusji prawne, organizacyjne, ekonomiczne i społeczne skutki wprowadzenia budżetu obywatelskiego w życie. Celem artykułu jest przedstawienie pojęcia partycypacji obywatelskiej oraz opisanie modelu budżetu obywatelskiego i procesu jego ewaluacji. Podjęto również próbę zaprezentowania stanu rozwoju budżetów obywatelskich w Polsce. Skomentowano proces ich wdrażania i dylematy z tym związane.
Wobec ujawniających się potrzeb odnowy poszczególnych miast regionu kujawsko-pomorskie przygotowało i obecnie wdraża regionalną politykę rewitalizacji. Mając na względzie zachowanie zintegrowanego, spójnego systemu, zdecydowano się na podejście zmierzające do uruchomienia i kontynuowania procesów rewitalizacyjnych we wszystkich 52 miastach, uwzględniając ich zróżnicowanie. Prócz dotacji położono nacisk na merytoryczne wsparcie miast w opracowywaniu lokalnych programów rewitalizacji poprzez liczne indywidualne konsultacje i spotkania w Forum Rewitalizacji Województwa Kujawsko-Pomorskiego. Region istotnie angażuje się także w ponadregionalne partnerskie przedsięwzięcia odnowy – rewitalizację dróg wodnych.

In view of the regeneration needs of individual cities in the region, Kujawsko- Pomorskie voivodeship prepared and is currently implementing regional revitalization policy. Taking an integrated, coherent system into account, regional authority decided on the approach to start and continue the revitalization process in all 52 cities, concerning their diversity. In addition to grants, regional authority placed significant emphasis on substantive support to cities in formulating local revitalization programmes, through a series of individual consultations and meetings during the Kuyavian-Pomeranian Revitalization Forum. The region is also involved in the trans-regional, partnership regeneration projects – the revitalization of the waterways.
The term economy of social responsibility appeared in the context of the concept of 'sustainable development economics'. The starting point was R. E. Smith's statement that sustainable development is synonymous with the doctrine of corporate social responsibility. This means that social responsibility is an important aspect of the organisation's economy and its political and legal as well as administrative environment. Social responsibility requires knowledge of the directions of the state's economic policy. Also important is the social and cultural environment defined by the lifestyles and values system of societies, their traditions, consumer patterns, cultural preferences and religions. The ecological environment, however, expresses the state and quality of nature. The analysis of the theory and practice of applying the doctrine of the social responsibility of the organisation led to a definition of the corporate social responsibility, including cities as business centres. It also led to the conclusion that the doctrine of the corporate social responsibility has constitutional power in Poland. Contrary to popular belief about the voluntary approach to social responsibility of the organisation, a thesis was put forward that social responsibility is a constitutional norm in Poland. In the context of cities' social responsibility, the aspects of research were indicated by: the implementation of social responsibility in cities as organisations important for the state, practices that cities develop, developing cities and indicating the best indicators of measuring cities' social responsibility. A further thesis was put forward that social responsibility applies to the entire state. On the other hand, from the point of view of barriers to sustainable development, an important goal is to look for measures and conditions that ensure long-term preservation of social responsibility, which relates to three aspects: ecological, social and economic.

The emergence and growth of cities was a consequence of the development of society, which led to increased needs and expectations of city inhabitants. They obviously varied over the centuries, but city-dwellers expected a higher standard of living. This generated the need for appropriate city management. The management and therefore the city management are defined in various ways. Irrespective of the definition, however, the city management is handled by city authorities, in particular by the executive authority. Its aim is to satisfy collective needs of the local community, i.e., to shape the living conditions meeting city inhabitants’ expectations and to improve them where they do not meet those expectations. However, the city management is not easy due to a very complex social structure. One of the instruments facilitating it is spatial planning and development. The aim of this article is to analyse how the space was shaped by city authorities and discuss the instruments with which they could and can currently shape the space and living conditions for city inhabitants.

Powstanie miast i ich rozrastanie było następstwem rozwoju społeczeństwa, który prowadził do zwiększenia się potrzeb i oczekiwań mieszkańców. Oczywiście były one zróżnicowane na przestrzeni wieków, niemniej jednak mieszkańcy miast oczekiwali podnoszenia poziomu życia. Skutkowało to koniecznością odpowiedniego zarządzania miastem. Zarządzanie, a tym samym zarządzanie miastem jest różnie definiowane. Niezależnie jednak od definicji zarządzania miastem jest to proces prowadzony przez organy miasta, w szczególności przez organ wykonawczy. Ma on prowadzić do zaspokojenia zbiorowych potrzeb wspólnoty samorządowej, co oznacza kształtowanie warunków życia zgodnych z oczekiwaniami mieszkańców i podnoszenie ich na wyższy poziom tam, gdzie one tych oczekiwań nie spełniają. Proces zarządzania miastem nie jest jednak zadaniem łatwym ze względu na bardzo złożoną strukturę społeczną. Jednym z instrumentów go ułatwiających jest planowanie i zagospodarowanie przestrzenne. Celem niniejszego artykułu jest analiza tego, jak kształtowane przez organy miasta były przestrzeń oraz instrumenty, dzięki którym mogły i mogą one obecnie kształtować przestrzeń i warunki życia mieszkańców.
