The concept of urban mining, whose main postulate is to complement (or even to replace) natural raw material resources with deposits of anthropogenic origin, has been present in the scientific debate since the late 80s of the XX century. Despite a noticeable increase of interest in the implementation of the waste management hierarchy among the whole society - from the authorities of the European Union, through representatives of national authorities, large corporations and small businesses, and ending up at consumers, there is no circumstantial evidence indicating current use of the idea in a wide range in Poland. This is evidenced by, inter alia, still a very high percentage of municipal waste coming to local landfills every year (52.6% of the collected municipal waste in 2014) and a very low level of selective collection (19.8% of the collected municipal waste in 2014) [12]. The aim of the article is to review the evidence of an environmental-economic-legal nature justifying the implementation of the concept of urban mining in Poland and to analyse the possibilities and potential benefits from the use of the strategy for the Polish economy and society.

Koncepcja urban mining, której głównym postulatem jest uzupełnianie (a wręcz zastępowanie) złóż surowców naturalnych pokładami pochodzenia antropogenicznego, obecna jest w debacie naukowej od końca lat 80. XX wieku. Pomimo zauważalnego wzrostu zainteresowania wdrażaniem hierarchii postępowania z odpadami wśród całego społeczeństwa – począwszy od organów Unii Europejskiej, przez przedstawicieli władz krajowych, duże korporacje i małe przedsiębiorstwa, a kończąc na konsumentach, brak jest poszlak wskazujących na obecne zastosowanie idei w szerokim zakresie w Polsce. Świadczy o tym m.in. wciąż bardzo duży odsetek odpadów komunalnych co roku trafiających na rodzime składowiska (52,6% zebranych odpadów komunalnych w 2014 r.) oraz bardzo niski poziom selektywnej zbiórki (19,8% wśród zebranych odpadów komunalnych w 2014 r.) [12]. Celem artykułu jest przegląd przesłanek natury środowiskowo-ekonomiczno-prawnej uzasadniających wdrożenie koncepcji urban mininig w Polsce oraz przeanalizowanie możliwości i potencjalnych korzyści płynących z wykorzystania strategii dla polskiej gospodarki i społeczeństwa.
