The area of public administration activities related to widely understood citizens protection has been in detail audited by NIK several times already. That is why the last audit, whose results have been discussed in this article, was aimed, to a large extent – with regard to several areas – to verify the way in which the previously indicated weaknesses were eliminated. While the area dedicated to crisis management processes was extended, since during the audit, in some regions exercises were conducted to assess the organisation of the activities and decision making process on the part of crisis management bodies, directly after information was provided on a crisis situation.

The common self-defense is an important tool for the implementation of tasks related to civil protection in the conditions of military threats, but also for various types of cataclysms. In the light of international law, it is an important element of civil defense, and its scope and character are regulated by internal legal regulations. The aim of the article is to draw attention to the scope and nature of legal regulations of the institutions of the common self-defense in Poland. The author analyzed the inclusion of the above issues in laws, governments ordinances and acts of local law.

Ochrona bezpieczeństwa publicznego to konstytucyjny obowiązek instytucji państwa narodowego, które zakreśla granice bezpieczeństwa i wypowiada się, co jest niezgodne z bezpieczeństwem, a co zakłóca lub może utrudniać normalne funkcjonowanie państwa. Dlatego tak ważnym elementem zapewnienia bezpieczeństwa obywatelom danego państwa jest utworzenie systemu zarządzania kryzysowego. Artykuł zajmuje się problemami związanymi z zarządzaniem kryzysowym w Polsce. Ocenie poddano system: powiadamiania ratunkowego, krajowy system ratowniczo gaśniczy oraz strukturę i organizację obrony cywilnej w Polsce. W roku 2013 Najwyższa Izba Kontroli dokonała krytycznej oceny systemu zarządzania kryzysowego w Polsce. Autorzy opracowania postarają się przybliżyć czytelnikowi problemy występujące w wybranych elementach systemu zarządzania kryzysowego.

Protecting public safety belongs to the state, which outlines the boundaries of safety and speaks which is inconsistent with the safety and interferes or may interfere with normal functioning of the state. That is why such an important element in ensuring the security of citizens of the State concerned is to set up crisis management system. The article deals with the problems associated with crisis management in Poland. We evaluated the systems: emergency notification, a national system of rescue and fire-fighting and the structure and organization of civil defense in Poland. In 2013, the Supreme Chamber of Control made a critical assessment of the crisis management system in Poland. Authors of the study will try to bring the reader to the problems of the selected elements of the crisis management system.

On the basis of existing normative and legal acts, as well as historical sources, the functioning of Civil Defense in Poland has been presented, with particular emphasis on the civil defense formation operating in the Polish Oil Corporation ORLEN SA. The article is an analysis of the activity and functioning of the FOC in the aspect of the effects of armed intervention with emphasis on duties in the area of protection of civilians and civilian facilities located in the deep hinterland of the Polish State. Historical experiences have determined the necessity of creating a defense system throughout the entire territory of the state, which has been indicated in the article. In summary, Civil Defense means fulfilling all humanitarian tasks aimed at protecting the civilian population from the dangers resulting from military actions or natural disasters, overcoming their consequences and providing conditions necessary for survival.

W oparciu o istniejące akty normatywno-prawne, a także źródła historyczne przedstawiono funkcjonowanie obrony cywilnej w Polsce, ze szczególnym uwzględnieniem formacji obrony cywilnej, działających w Polskim Koncernie Naftowym ORLEN SA. Artykuł jest analizą działalności i funkcjonowania FOC w aspekcie skutków oddziaływania zbrojnego, z uwypukleniem obowiązków w obszarze ochrony ludności cywilnej i obiektów cywilnych, znajdujących się na głębokim zapleczu państwa polskiego. Doświadczenia historyczne przesądziły o konieczności tworzenia systemu obronnego na całym terytorium państwa, co zostało zasygnalizowane w artykule. Podsumowując, obrona cywilna oznacza wypełnianie wszystkich zadań humanitarnych, mających na celu ochronę ludności cywilnej przed niebezpieczeństwami, wynikającymi z działań zbrojnych lub klęsk żywiołowych, przezwyciężanie ich następstw i zapewnienie warunków koniecznych do przetrwania.
