The methodological principles of formation of agricultural sectors in Ukraine have been studied. The essence of agricultural clusters, their functions and the possibility of applying cluster policy in the globalized world has been specified.

The article presents the concept of cluster policy in Poland and European Union. At the beginning the author presented models of clusters policy and implementation in the most important document written by European Commission. Cluster policy for the period 2014–2020 show effective tools for government to support for cluster development. The analysis of the actions taken to support clusters shows clusters as a tool of policy and the fundamental conditions for economic success.

Celem artykułu jest przedstawienie polityki wspierania klastrów gospodarczych prowadzonej w Polsce oraz w Unii Europejskiej. W pierwszej części pracy zaprezentowano pojęcie oraz klasyfikację polityk klastrowych, a także możliwości wdrożenia opisane w najważniejszych dokumentach Komisji Europejskiej dotyczących wspierania klastrów. Dalsza część artykułu zawiera opis efektywnych narzędzi polityki klastrowej oraz kierunków jej rozwoju. Analiza podjętych działań na rzecz rozwoju klastrów wskazuje na ich istotną rolę jako narzędzia rozwoju gospodarczego.

This article presents the role of clusters in the Polish innovation system. This role has evolved in recent years due to maturing of cluster organisations and the expansion of their ability not just to provide services for cluster members but also to perform selected public tasks. This study aims to provide a better understanding of the nature and extent to which clusters can contribute to the objectives of development policies and thus to the economic development of the Polish economy and answer the question what role clusters can play in the innovation system. Based on a survey of 44 cluster organisations in Poland and interviews with cluster managers, the study explores the possibility of engaging Polish cluster organisations in the implementation of public policies. The results confirm that many of the Polish clusters achieved such a level of development that they themselves see the possibility of engaging in public tasks, for example education and specialised training, helping enterprises in digital transformation, monitoring technological trends, and so on. Therefore, it is justified pursuing a dual cluster policy. This duality means focus on two objectives: supporting cluster organisations on the one hand and implementing cluster-based development policies on the other hand.

Clusters have proved to be an important source of competitiveness for the economic development of regions within the European Union. One of the main goals of cluster development is to stimulate cooperation between companies in one or a few related sectors. The stakeholders of a cluster, as well as the local economy, can derive many benefits from such cooperation. However, there are numerous barriers, which make it difficult for the companies within clusters to cooperate. This article addresses the need to develop a cluster-specific approach to inter-company cooperation. The aim of the article, on which this article is based, was to analyse the current co-operation efforts of Polish cluster initiatives and identify the main challenges that arise from organising such cooperation within clusters. The significance of cooperation between companies, for the strategic development of a cluster, is discussed and a set of tools to enhance this cooperation is proposed. Furthermore, reflecting the outcomes of the study, cluster policy actions are recommended.

The article presents the results of management quality survey in Russian clusters that reveals specifics of cluster support policy in Russia. We compare 22 Russian clusters, supported by the Government, using series of indicators measuring cooperation intensity of cluster participants and activity of cluster management teams. We introduce a description of the typical Russian innovative territorial cluster, based on the average values of the indicators. Our analysis revealed that international communications, information about funding and training courses are highly useful tools to improve collaborations among cluster participants. This paper proposes a methodology for measuring cluster performance by the cluster scale index, cluster development index and cluster management efficiency index. In conclusion, we formulate recommendations for cluster policy improvement in Russia, based on our analysis of indicators’ correlations and comparison between the results of our research and the similar researches in other countries. This analysis will be useful for researchers and policymakers from countries, where cluster policy has recently become a popular topic.

This article focuses on clusters and the role they play in the innovation system in Poland. The first section examines theoretical background of the concept of clusters and cluster policy, which is emerging as an important element of governmental actions. Next, the author explores the role of clusters in innovativeness of the economy. From that perspective, cluster structures, understood as elements of innovation systems based on knowledge flows, create conditions that facilitate the development and transfer of technology, enabled by intense and constant co-operation between the creators and the beneficiaries of innovative solutions. Empirical part of the article examines the level of innovativeness of Polish clusters on the basis of data obtained from the surveys on innovation activity of industrial and service enterprises conducted by the Central Statistical Office.

In the second part, they distinguish and describe five stages of cluster policy in Russia. In the third part, they present basic quantitative data describing clusters in Russia, including their spatial diversification, the number of entities creating clusters, employment, etc. A particular role of the state in creating clusters and subsequent cluster policy programs is described, paying attention to their low efficiency.
