The purpose of the paper is to discuss the evolution of India’s assistance programmes for economic development of partner countries. The recent rejuvenation of India’s aid is in line with the broader phenomenon of the re-appearance of so called ‘emerging donors’. The bulk of publicity is on China and there are still gaps in scholarly writings on India. The paper herein aims to address those gaps, providing insight on the scope and geographical reach of India’s aid activities, the selection of modalities and sectors supported as well as changing patterns of aid administration. The literature review and interviews were conducted to fulfill this goal. The re-appearance of India as a development assistance donor was the consequence of a decade of rapid economic growth. The rejuvenated programmes are more diverse, focused not only on Nepal and Bhutan but also on other countries within India’s extended neighborhood. The point of gravity was moved from infrastructure support towards capacity building. There are continuous attempts to centralize aid administration. India’s foreign aid programme is still growing and seeking strategic long-term orientation.

The article encompasses an analysis of non-uniformly concept of joint venture, which is located in co-operative issues, taking Polish and European regulations under consideration. The considerations present three aspects - joint venture as a type of co-operation, the general foundation and the specified form of co-operation. As a type of entities co-operation means co-operation, which aims to attainment a common target under conditions, which ensures common and individual benefit. In this case entities usually incur common risk. As the general basis of the cooperation is the agreement whereby the parties take up cooperate, taking into account the elements relevant to this type of co-operation. As a form of co-operation is a new common structure or non institutional connection. This study has also raised the issue of „joint venture company", which is the only appropriate term for a type of entities co-operation based on the use of elements of construction for companies.

There are some typical relations that can be observed in public administration, including management, supervision, control, co-ordination and co-operation. The latter two are seldom subject to scrutiny by administration law academics. The purpose of this article is to initiate a discussion on filling this gap. In most cases, co-ordination is performed in connection with management, supervision or control. This type of co-ordination can be described as functional. However, independent co-ordination also exists. Due to the limited number of positive law regulations regarding this type of co-ordination, it is usually limited to the co-ordinating body applying non-executive measures. The co-ordination relationship in administration law is an unusual type. At least three entities are necessary for such a relationship to exist, namely a co-ordinator and two co-ordinated parties. The analysis of co-operation in public administration is possible upon considering the principle of general co-operation as a separate one. This principle could have the status of a general administration law principle, but the positive law does not currently formulate this principle directly. However, it can be derived from various applicable rules, including rules of constitutional importance. This principle dictates that all public administration entities must co-operate with each other. The article attempts to define forms of co-operation, indicating their diversity. Many issues related to co-ordination and co-operation in administration still require scientific explanation. A further stage should involve regulating these activities within the framework of the positive law. This could be implemented by future act – the “General Provisions of Administrative Law”.

Where do the rules of critical discussion get their normative force? What kinds of norms are involved? Unreasonable behaviour in the critical discussion - e.g., continuing to assert the contradictory of a proven standpoint, performing some action pragmatically inconsistent with a proven standpoint, or the same with regard to the starting-points agreed to in the opening stage - is liable to moral sanction. Thus, a moral/ethical norm is involved and the rules must have a moral force. Pragma-dialectics as it stands does not seem to account for this moral force. I will attempt to fill this gap in pragma-dialectical theory.

Eastern Cycle Trail Green Velo has a tremendous potential to become a recognizable brand tourism product for Polish and foreign tourists which will present a strong competition against a wide variety of cycling trails already existing in Poland and Europe. In order to achieve this goal, however, one has to implement an effective management model of Green Velo Trail in the years 2016-2020. A recommended management system for Green Velo trail is the tourism cluster. By implementing a proper management model one will avoid the risk of potential coherence loss, both in marketing and operational aspects of the trail. Moreover, it will allow to introduce competitive tourism offers and sales packages to the market and ensure the so called “project durability”. In developing Green Velo product one should benefit from the experience of the existing clusters which have already achieved a significant marketing and PR success, such as Tourism Tropical North Queenisland. Fully functional tourism product based on the idea of a cluster will fully enhance tourism economy of Eastern Poland.

The authors present the diagnosis of the results of the social and economic transformation in Polish industrial enterprises in the view of paradigms connected with information management and ICT. The diagnosis is based on the results of the research conducted in Pomorskie Voivodeship in relation to the national research of the Central Statistical Office (CSO) on the innovativeness in the industry. The results show that the paradigms leading at the turn of the twenty-first century, i.e. information society, knowledge management, innovativeness etc. are of the secondary importance in the observed struggle to survive in the unfavourable conditions. The study constitutes the base to justify the need to undertake activities taking the cultural and historical reasons into consideration.

In the paper the author raises the issue of challenges resulting from euro zone crisis for shaping new role and partnership of Germany and Poland in the EU. The paper consists of three parts, in which one by one the following problems has been presented: Germany’s role in the stabilization of the euro zone (1); implications of the crisis for Poland seeking new role within the EU (2); and challenges for developing of a permanent Polish-German partnership in the EU (3). The principal thesis of the article is as follows: during 2010-2013 Germany, due to its significant economic and financial potential as well as successively implemented domestic reforms, assumed the key role in actions aimed at stabilizing the euro zone. Because of questionable effectiveness of former German strategy for saving the euro area its gradual modification towards substitution of cuts and sanctions policy with activities for economic growth and reduction of unemployment in the EU cannot be excluded. The progressing euro zone crisis with accompanying divisions within the EU led to Poland seeking to enter the first integration circle by development of Polish-German partnership among other things. The successive accomplishment of the above-mentioned goal is a giant challenge for Poland, demanding on its part to unambiguously determine of its interests and aims within activities for accession to the euro area. It also entails providing the public opinion with deepened and thorough analysis of real benefits and threats resulting from Poland’s accession to the euro zone.

Estonian educational life is at a crossroad. Schools and their educational functions have become the focus of public discussion because of the worrisome tendencies in childhood and adolescent life (dropping out of school, deteriorating mental and physical health, increase in self-destructive behaviour, etc.). Many teachers are overtaken by tiredness and apathy. To the amazement of colleagues, even the best teachers are suffering from burnout and leaving school. What are the reasons for these phenomena? The general context of this article is the problem of sustainability in education and, consequently, the sustainability of society. This paper focuses on how teachers perceive themselves as subjects and how they can promote learners' becoming subjects and is based on 48 narrative essays. The author has interpreted the outcomes relying on the works of A. Maslow, L. Vygotsky, V. Peavy, and M. Fullan. The most significant conclusion is that there is a contradiction between the teachers' strong feeling of mission and responsibility which contrasts with the diminishing possibilities of implementing these priorities in their real work. Teachers assume they are accepted as decisive and responsible professionals. Furthermore, they expect other participants of educational processes to share responsibility.

The article provides an analysis of executive orders of the Prime Minister issued on the basis of Article 12 para. 1 subpara. 3 and para. 2 of the Act of 8 August 1996 on the Council of Ministers. These are acts of internal law, modeled on Article 2, Article 7 and Article 93 of the Constitution. In order to get the right perspective, it is necessary to establish the substance of such orders and, in their case, a broader analysis of the legislative activity of the Prime Minister (which covers more than 20 randomly selected orders of the Prime Minister issued in different years). Among the tasks of councils and teams specifi ed in the orders of the Prime Minister, are those that go beyond tasks typical of advisory and advisory bodies and are of an imperative nature. This proves the existence of an established practice of treating the councils and teams created on the basis of Article 12 para. 1 subpara. 3 of the Act on the Council of Ministers as subsidiary bodies of the Prime Minister or the Council of Ministers, to whom certain powers of the Prime Minister or the Council of Ministers have been delegated. This is acceptable for subsidiary bodies. This is an evidence of understanding of the role of councils and teams based on Article 12 para. 1 subpara. 3 of the Act on the Council of Ministers in a way which goes beyond the linguistic interpretation of that article and recognizes primacy of other methods of interpretation.

Outsourcing relationships are an important element of creating the value chain, determining new conditions and challenges of business cooperation. Despite the widespread use of outsourcing, many agreements end in failure and the search for a new partner. The development of mutual attachment deepens the quality of the relationship not only in terms of financial benefits, but also those of an intangible nature. The aim of the article was to indicate features of affective, duration and moral commitment, depending on the shaping tendencies of outsourcing costs, that have the strongest influence on the stability and long-term nature of relationships. The study was conducted among randomly selected enterprises from the Opole region automotive industry. On the basis of the obtained results, a multivariable regression morel was built. It presents the costs changes of the use of outsourcing due to the organisation's level of commitment to the contractor.

The paper presents partial results of research on the presence of the question of regional development activities in the strategic documents of higher education institutions in Poland. Using a non-reactive method: content analysis, the author explores the available missions and strategies of universities in terms of the direction and the scope of pledged actions for regional development.

The aim of the paper is to provide an evolutionary explanation for co-operation and altruism in the animal world, together with other forms of intra- and inter-species relationships, which bring benefits for both sides involved in it. Concepts of individual selection, group selection, and kin selection were used. The work emphasises the relevance of intra-specific and inter-species relations, in shaping the image of nature. During the analysis of intra-specific interactions, it is explained how the degree of kinship affects the relations between relatives, and what are the results of it, regarding the degree of kinship. The article discusses the notion of kin selection, providing numerous examples in this area. Furthermore, it explains the concept of Hamilton’s rule, which covers these phenomena in a quantitative way. Whilst analysing the possibility of co-operation between non-related individuals of the same species, the authors introduce the notion of reciprocal altruism, and explain a particular way of thinking about the above problems, called the ‘prisoner’s dilemma’. Possible changes that may appear during co-evolution between different species, have also been considered. Examples of co-operation between species that rely on the construction of ecological niches were provided.  It has especially been wondered if co-evolution can lead to increased intensity of positive relations between species, up to the manifestations of inter-species altruism inclusive.

Celem pracy jest przedstawienie ewolucyjnych wyjaśnień współpracy i altruizmu w świecie zwierząt oraz takich form relacji międzygatunkowych, które przynoszą korzyści stronom biorącym w nich udział. Przy wyjaśnianiu posługiwano się pojęciem doboru indywidualnego, doboru grupowego i doboru krewniaczego. W pracy podkreślono istotność relacji wewnątrz- i międzygatunkowych w kształtowaniu obrazu przyrody. Analizując interakcje wewnątrzgatunkowe, skupiono się na wyjaśnieniu tego, jak stopień pokrewieństwa wpływa na relacje pomiędzy krewniakami i jakie są tego skutki w zależności od stopnia pokrewieństwa. Wprowadzono pojęcie doboru krewniaczego, przedstawiono liczne przykłady z tego zakresu oraz wyjaśniono regułę Hamiltona, która w sposób ilościowy ujmuje te zjawiska. Omawiając możliwość nawiązania współpracy między osobnikami niespokrewnionymi tego samego gatunku, wprowadzono pojęcie altruizmu odwzajemnionego i wyjaśniono schemat myślenia zwany dylematem więźnia. Rozważano także możliwe zmiany, jakim w trakcie koewolucji mogą podlegać relacje między gatunkami. W szczególności zastanawiano się, czy koewolucja może prowadzić do wzrostu natężenia pozytywnych relacji między gatunkami aż do przejawów międzygatunkowego altruizmu włącznie. Podano przykłady takiej współpracy, która polega na wzajemnym tworzeniu nisz ekologicznych.

У статті проаналізовано громадсько-просвітницьку діяльність теоретика, кооператора та економіста Карла Коберського та його вплив у розвиток фінансово-економічної та кооперативної освіти. Даний діяч посідає важливе місце у історії розвитку освіти та економіки, завдяки його завзятій громадській позиції та дослідженню історії ко-оперативного шкільництва. Дослідження діяльності Карла Коберського, як свідчить практика, описують здебільшого або з точки зору історії або з позиції педагогіки. Наша мета характеризувати діяльність вченого та його економічну думку з економічної сторони та її значення на фінансово-економічну та кооперативну освіту. Активна пропагандистська та організаційна діяльність К. Коберського вагомо вплинула на піднесення сільської культури, поширення кооперативного руху, торгівлю, банківську справу та розвиток підприємництва. Вагомий етап економічного та суспільного становлення Західної України відбувся після воєнних дій, коли з’явилася необхідність відновлення господарств та навчання фахових спеціалістів на селі. Інтелігенція краю прагнула залучити селянство до економічної самоорганізації. Педагоги того часу розглядали професійну освіту як чинник соціального розвитку та незалежності. В умовах жорстких заборон та утисків почало формуватися кооперативне шкільництво. Досить поширеними були різноманітні громадські організації, об’єднання та спілки, що сприяли формуванню національної свідомості населення. Подальшого поглибленого дослідження вимагає праця Карла Коберського та його місце у кооперативно-економічній сфері, яке дасть змогу вдосконалювати управління навчальними закладами та ефективно розвивати фінансово-економічну та кооперативну освіту. На сьогодні, коли має місце процес розвитку ринкових відносин, ідеї освітньо-економічної спадщини Карла Коберського набувають актуальності, бо вони можуть використовуватися з метою покращання напрямків економічної освіти та наукової і методичної роботи в установах економічного спрямування. Карл Коберський як відомий громадський діяч зміг багато досягти у фінансово-економічній сфері, зокрема шляхом написання статей про кооперацію та пропагування даних ідей на селі.

The article analyses the public-elucidative activity of theorist, co-operator and economist Carl Koberskyi and his influence on the development of financial-economical and co-operative education. This figure occupies an important place in the history of education and economy, due to his zealous public position and research of history of co-operative schooling. As practice testifies, research of Carl Koberskyi’s activity is described mostly either from the point of view of history or pedagogic. Our aim is to characterize the activity of the scientist and his economic ideas from the point of view of economics and to define their value for finance-economics and co-operative education. Carl Koberskyi’s active propagandist and organizational activity influenced the development of rural culture, distribution of co-operative motion, trade, banking and development of enterprise greatly. Weighty stage of economic and public establishment of western Ukraine took place in the after-war time, when the necessity of proceeding in economies and studies of professional specialists appeared in rural districts. Intelligent workers of the region strived to involve the peasantry into economic self-organization. At that time teachers considered trade education as a factor of social development and independence. Co-operative schooling began to be formed in the conditions of hard prohibitions and oppressions. Various public organizations, associations and unions that assisted the formation of national consciousness of population were quite widespread. Carl Koberskyi’s labour activity and his place in the co-operatively-economic sphere require further deep research, which will enable to improve the management of educational establishments and to develop finance-economics and co-operative education more effectively. Today, in the time of market relations development, Carl Koberskyi’s ideas of educationally-economic inheritance acquire special actuality, as they can be used with the aim of improvement of economic education directions, scientific and methodical work in establishments, connected with the sphere of economics. Carl Koberskyi as a well-known public figure managed to achieve much in the finance-economics sphere, in particular by writing articles about co-operation and promoting these ideas in villages.

In the first part of the article the author mentions the Churches and religious associations whose representatives visit prisoners serving their sentences in the Lublin district. Among them there are chaplains of the Catholic Church, the Orthodox Church, numerous Protestant Churches and Jehovah's Witnesses. Further, he describes the legal foundations of prison pastorate and the principles of the functioning of chaplain's ministry in prisons. In the next part there is information concerning mutual ecumenical chapels, organizing academic-pastorate conferences, transmitting ecumenical values in the form of religious press. In the last part profits are mentioned for the Prison Service resulting from ecumenical co-existence of the prison pastorate in the cognitive dimension, in the dimension of understanding, closeness, tolerance, acceptance and spiritual development. Also, the author cites subject literature, including Orthodox literature.

One of the main conditions for the effectiveness of each conscious and purposeful action, especially long-term and complex one, is the ability of programming. Whoever takes into consideration catechetical programming decides for a certain process requiring consideration and organisation of actions with reference to particular people and situations. In contemporary catechetical programming, an important premise is the revalorisation of diagnostic elaborations prepared with the participation of specialists in human arts and theology. Reliable assessment of reality leads to the indication of key issues with which the contemporarily catechised deal in Church and in the world. To solve them, detailed programmes which indicate the most vital decisions concerning means, methods and time of activity are necessary. The effectiveness of catechetical programming considerably depends on the ability to work as a team. Therefore, catechetical programming requires commitment of various groups and units, both educational and church ones. Participation and joint responsibility in Church do not only arise from good organisation indications. Most of all, they are the expression of the existence and activity of Church as a community.

W podjętej pracy badawczej Autor analizuje problemy integracji Chin ze światowym systemem handlowym i wzrost ich roli w biznesie międzynarodowym. Ważność i innowacyjność podjętych badań naukowych polega na przedstawieniu nowych uwarunkowań rozwoju gospodarki globalnej i handlu globalnego gdzie Chińska Republika Ludowa widziana jest jako super siła produkcyjna będąca zdolna do zmiany handlu światowego. W wielu dziedzinach Chiny posiadają przy tym przewagi komparatywne. Chiny zamierzają kontynuować swój dynamiczny rozwój specjalizując się w elektronice i wzroście roli usług. Wraz z zawieraniem przyszłych porozumień handlowych lub bez nich usługi będą odgrywać coraz większą rolę w handlu zagranicznym Chin i w ich polityce handlowej dostosowując zmiany organizacyjne do zmian globalnych. Równocześnie coraz bardziej podnoszoną kwestią jest pytanie czy Zachód będzie widział dynamiczny wzrost roli Chin jako sposobność do współpracy czy też do konfliktu. Generalnie wzrost gospodarczy w Chinach jest bardziej preferowany niż szeroka ekspansja militarna. Wraz z nowymi inwestycjami kraj może zmieniać swoją pozycję gospodarczą poprzez wewnętrzną ekspansję przemysłową i dostosowywanie jej do wymagań światowych w efekcie handlu międzynarodowego. Chiny są szczególnie wrażliwe na uzyskiwanie korzyści z intensywnego wzrostu i nie życzyłyby sobie przerwania tego korzystnego trendu będącego kluczem ich ogólnego sukcesu rozwojowego. Głównym celem artykułu jest przedstawienie integracji Chin ze światowym systemem handlowym i wzrostu ich roli w biznesie międzynarodowym.

In this research, the author focuses on an analysis of the integration of China into the World Trade System and the increase in its role in international business. The importance and innovativeness of the research is indicated by the presentation of the new circumstances for the development of the global economy and global trade, where the People's Republic of China seems to be a production superpower, able to change world trade. In many areas it possesses comparative advantages. China may continue its development, to specialise in electronics and increasingly in services. With or without further trade agreements, services will be traded more and Chinese trade policies will have to adjust to changes in the global organisation. The question that arises is whether the West will see China’s rise as an opportunity for co-operation or for conflict. Economic growth in China is generally more preferable to its extensive military expansion. With new investment, a country can transform its position through industrial expansion at home and sustain it through international trade. China is especially sensitive to the advantages of intensive growth and will not wish to disrupt the essential economic arrangements that have been crucial to its success. The main aim of the paper is to present the integration of China into the World Trade System and the increase in its role in international business.

Artykuł, po krótkiej prezentacji problemów w relacjach między żydami i chrześcijanami w ciągu dwusetletniej historii, omawia najważniejsze wydarzenia i dokumenty, które do tej pory tworzyły dialog katolicko-żydowski. Dialog ustanowiony formalnie za pontyfikatu świętego papieża Jana XXIII zbiegł się z celebracją II Soboru Watykańskiego i nasilił w okresie posoborowym. Piękno i rosnąca głębia przedstawionych dokumentów oraz rzeczywistość wspólnej pracy na rzecz dzieł miłości w wielu krajach świadczą o tym, że ten dialog i zbliżenie między narodem żydowskim a Kościołem Chrystusa ma ogromne znaczenie dla ludzkości.

The article, after a short presentation of the problems in Christian – Jewish relation in last two hundred years of history, touches on the most important events and documents dedicated to the Catholic-Jewish dialogue. Such dialogue has been formally established during the pontificate of Pope John XXIII, and coincided with the celebration of the Second Vatican Council and has been intensified in the post-conciliar period. The beauty and growing depth of the presented documents and the reality of the common work towards the love and charity in various countries are the testimony that the above dialogue and rapprochement between Jewish nation and Catholic Church has been of great significance to the humankind.

El artículo, después de una breve presentación de la problemática en las relaciones entre judíos y cristianos a lo largo de su historia bimilenaria, hace un recorrido por los principales acontecimientos y documentos que hasta ahora ha producido el diálogo católico-judío. Un diálogo que se instituyó de forma oficial en el pontificado del santo papa Juan XXIII, que se consolidó con la celebración del Concilio Vaticano II y se ha intensificado en el tiempo postconciliar. La belleza y creciente profundidad de los documentos producidos, y la realidad de una vida compartida a favor de obras de caridad en muchos países, dan fe de que este diálogo y acercamiento entre el pueblo judío y la Iglesia de Cristo es de suma importancia para la humanidad.

The organisation of the work system in the dalton plan is based on the three main rules: the study of freedom (responsibility); the study of independence; the study of cooperation. It was described by Helen Purkhaurst, the American teacher, at the beginning of the twentieth century. She introduced her ideas in the book entitled: „Education on the Dalton Plan. According to her assumptions, the Dalton Plan enables to adapt the speed of learning to the real child’s possibilities, it teaches to depend on yourself, developes initiative and indepen-dence both in doing and thinking, inspires to search for the best and the easiest ways of working, it teaches the sense of responsibility for doing the taken exercise, it initiates child to self learn and to compatible education between the teacher and student. The child doing the Dalton education chooses the way of performing, which he or she wants to, he or she can learn alone or in a group, and can adjust the speed of learning to his/her abilities. Helen Purkhaurst thought that in order to start to work with a child, one need to know him/her very well and precisely look at his/her progress in education. That is why the pro-posed by Helen Purkhaurst model of the Dalton education is flexible, it is changed and can be fit according to place and time. It does not marginalize the individual features of a child, but leads them to form and develop. The Dalton Plan and so relies on the individuation of the work with every child. On taking action, rather than appealing to ready, of solutions, for the search and the drawing of inferences already for the youngest years.
