Po transformacji ustrojowej i gospodarczej w naszym kraju w latach 1989 –1990 górnictwo węgla kamiennego poddawane jest ciągłym procesom restrukturyzacyjnym. W artykule przedstawiono proces restrukturyzacji zatrudnienia w zakładach górniczych w okresie drugiej fazy restrukturyzacji przypadającej na lata 2004 – 2014. Zatrudnienie w branży zaprezentowano w poszczególnych spółkach węglowych, województwach oraz według płci. Szczególną uwagę zwrócono na podział według miejsca pracy.

Since the fall of communism in Poland, coal mining is subjected to constant restructuring processes. This article describes the process of restructuring of employment in mining Restrukturyzacja zatrudnienia w górnictwie węgla kamiennego w latach 2004 – 2014 50 companies during the second phase of their restructuring between 2004 and 2014. Employment in this branch has been described based on the numbers recorded in particular mining companies, in particular provinces and for both sexes. Particular attention has been paid to the breakdown by place of work.

The authors have analyzed the documents containing legal regulations directly related to the coal mining sector. They referred to a number of both national laws and laws set by the authorities of the European Union (EU). The authors pay attention to the special role of coal in resource policy of Poland. They show the conditions under which state aid was granted to the coal mining industry based on the specific directives, laws and regulations in the previous years. Moreover assumptions of national aid programs are described, and the possible restructuring actions that might be accomplished with the help of this financial assistance are demonstrated. Also the authors hold a discussion on the legitimacy of the use of publicly-legislated aid in the coal mining industry.
