The paper looks at the regional policy (also referred as co-hesion policy) of the EU. Its aim is to improve the economic well-being of regions in the EU and to remove economic and social disparities across the EU. The author discusses its origins, priorities and objectives. Particular attention is given to the evolution of regional policy and its reforms intruduced as a result of the EU enlargement. The author also discusses the objectives of new architecture of cohesion and structural funds for next multiannual financial framework.

Celem artykułu jest analiza i ocena, w jaki sposób regiony zagospodarowały środki powracające z inwestycji wspartych w formie zwrotnej w ramach wybranych regionalnych programów operacyjnych w okresie 2007-2013. Autor zbadał to zagadnienie w okresie, w którym – co do zasady – projekty unijne z zakresu instrumentów inżynierii finansowej powinny być wygaszane, a uwalniane środki stopniowo zwracane do dysponentów (samorządu województw), tj. po 2015 roku. Artykuł w szczególności skupia się na instytucjach oraz rozwiązaniach stworzonych w ramach obowiązujących regulacji krajowych. Dokonana została ocena wykorzystania ww. środków pod kątem realizacji celu, na rzecz którego powinny one pracować. Wykazano, że krajowy system instytucjonalny nie był przygotowany na przejęcie zadań związanych z nowym strumieniem środków rozwojowych, które pozostały w regionach w wyniku decyzji o wdrażaniu instrumentów inżynierii finansowej w okresie 2007-2013. Badanie ma charakter diagnostyczny, na podstawie przeprowadzonych analiz empirycznych autor formułuje także wnioski aplikacyjne.

The aim of the article is to examine and assess how regions managed the funds returning from investments supported under selected regional operational programs for the period 2007-2013. The author has carried out an analysis of the use of the reflows in a period when – generally speaking – the EU projects concerning financial engineering instruments should have been faded, and the gradual reflows returned to their holders (regional self- -government) – i.e. beyond 2015. The article focuses in particular on institutions and solutions created under the current national regulations. An assessment was made of the use of the abovementioned measures to achieve the goal for which they should work. It is proved that the national institutional system was not prepared to take over the tasks related to the new stream of development funds remaining in the regions as a result of the decision to implement financial engineering instruments in the period 2007-2013. The study is of a diagnostic nature, based on the empirical analyses. The author also formulates recommendations.
