This article consists of two parts. The first part is based on the theoretical analysis of the concept of safety and prevention measures in road traffic, described in the existing literature and statistics. Whereas the second part focuses on the analysis of vehicle insurance as a financial instrument of economic safety of road traffic participants. In the 21st century, one of very important problems, not only socially but also economically, referring to Poland and other EU countries is the ongoing development of motorisation and, consequently, the progress in transportation. Unfortunately, this development sometimes leads to the growing number of road accidents and their effects.

Road accidents and collisions are very common in Poland and, although for the last several years their number has been constantly decreasing, it is still one of the highest in Europe. This article attempts to provide an answer to the question whether drivers’ overrating the changes in the Polish road transport infrastructure might contribute to the status quo – the factor that has so far been left uninvestigated. In [21] the authors demonstrate that drivers take notice of the changes and perceive them as changes for the better.

Employing systematic document analysis and other methods, this article analyses a long-standing and still relevant issue related to the interpretation and application of the law regulating relationships in the field of European Union criminal justice within the framework of the national criminal proceedings that are taking place in EU member states. The article places special emphasis on the explanation and application of the principle of mutual recognition within the framework of one of the newest instruments of international cooperation in the European Union criminal proceedings meant to prevent conflicts of exercise of jurisdiction and to solve issues arising between two or more member states. The analysis of conflicts of exercise of jurisdiction provided in this paper is not limited to a mere explanation of the concept as such, but includes an essential analysis of other related issues, such as the principle of mutual recognition, its influence on the recognition of criminal proceedings as parallel proceedings, and including other aspects related to the matching of the form of national criminal proceedings with the criminal proceedings taking place in another member state. Finally, significant attention is given to one of the objectives in terms of prevention and solution of conflicts of exercise of jurisdiction, namely, the ne bis in idem principle and its application in case of parallel criminal proceedings taking place in two or more member states. One of the key conclusions offered here is that in order to eliminate conflicts of exercise of jurisdiction, positive law in the process of conflicts of jurisdiction must become an effective measure in criminal justice; however, only on the condition that at least a minimum likelihood in the form of criminal proceedings adopted by different EU members states is ensured as a precondition necessary to enable a smooth application of the principle of mutual recognition.

This paper covers an analysis in the cross section of sword fencing and the field of analytical mechanics and computer analysis. It aims to get answer to following questions in case of a normal blow with a feder on another feder: where are critical cross section/sections, where is the biggest stress, might the feder maybe break or not? To inspect this question a model for the feder was created in a reliable, realistic, simple and closed form. Modeling a single blow acceleration and speed state at the chosen time will be calculated. Based on this input data equations and conclusions from the analytical mechanics were applied, where D’Alamberts principle is used. Results will be validated by finite element computer aided modeling and also applied on specified real life cases.

The study aims to explore the spectral properties of flow and antiflow states. 20 young male participants played a collision-avoidance computer-game while their spectral EEG activity have been measured. Flow, boredom, and anxiety conditions were differentiated with the help of personal adjustment of the game speeds. Personal baseline values were obtained with an objective and a subjective preliminary skill measurement on the same computer-game. The spectral activities of the subjects through the three conditions showed that generally under the flow condition the activity is lower than in the anxiety condition, but higher than in the boredom condition regarding delta, theta, beta, and gamma spectra. More importantly the temporal dynamics shows, that initially in flow and anxiety conditions an ascending activity can be observed, whereas after a climax in the activity graph a strong decline appears in the flow condition (beta and gamma), while this is weakly or not at all present in the anxiety condition, and an increase appears in the boredom condition. Our results support the hypofrontality hypothesis of flow and points out the importance of measuring flow in its temporal dynamics. The behavioural data does not support the idea of flow as a mechanism for effectance-optimalisation, but rather as a mechanism for optimalising for the maximalisation of gaining information and/or experience.

The article focuses on the standards of health care and their mutual relationship. Firstly, the article deals with different types of standards, i.e. with the medical standard, civil law (liability) standard and with the standard for the purposes of public health insurance law. The second part of the paper is aimed at their mutual relationship, primarily with an emphasis on the relationship between the civil law standard and standard for the purposes of public health insurance law, where there could evidently exist tension between them.

Článek je zaměřen na problematiku standardů při poskytování zdravotních služeb a jejich interakci. Nejprve se v článku pojednává o jednotlivých druzích standardů, tedy o standardu medicínském, civilněprávním (deliktním) a standardu zdravotních služeb pro účely práva veřejného zdravotního pojištění. Druhá část článku se věnuje jejich vzájemnému vztahu, a to s důrazem na vztah standardu civilněprávního a standardu práva veřejného zdravotního pojištění, kde může docházet k jejich vzájemné kolizi.

The Road Traffic Department of the Municipal Police Headquarters in Białystok conducts numerous activities to improve road safety. Various types of actions are carried out on the roads of Białystok County on regular basis, in order to reduce the number of road crimes and driving offences, in particular: to eliminate driving under the influence of alcohol, to report on pedestrian-car accidents, speed limit violations, especially in built-up areas.

Wydział Ruchu Drogowego Komendy Miejskiej Policji w Białymstoku prowadzi wiele działań na rzecz poprawy bezpieczeństwa w ruchu drogowym. Regularnie na drogach powiatu białostockiego i miasta Białystok, są realizowane różnego rodzaju akcje, które mają na celu zmniejszenie liczby przestępstw i wykroczeń drogowych, a w szczególności: eliminowanie z ruchu drogowego kierujących pod wpływem alkoholu lub środków działających podobnie do alkoholu, ujawnianie wykroczeń osób pieszych oraz wykroczeń popełnianych przez kierujących wobec pieszych, represjonowanie kierujących, którzy nie stosują się do ograniczeń prędkości, zwłaszcza w rejonie miejsc zagrożonych. Są to główne przyczyny zdarzeń drogowych, w tym także wypadków śmiertelnych.
