The subject of this article are issues connected with normative points of fighting against terrorism based on example of national and interna-tional solutions. The main point of this researchis the analysis of the le-gal systems, which are core elements in the process to fighting against terrorism. The author analysed the most important parts of the counter-terrorism legal and instutional system of the Third Republic in Poland and also few international organisations. The author also represents how important the legal and instutional system is in the process of detecting, countering and fighting against terrosim in today's world.

The security environment in the 21st century is dynamic. The tools that the state uses to ensure its own security, its and citizens’ interests must be adapted to the current challenges. Preparation of counter-terroristic sub-units of the Police, both in terms of their organization, their place in the wider structure of security and public order services, as well as and legal basis for action, is one of the most important among these tools. The article is devoted to the analysis of the preparation of counterterrorism subunits of the Polish Police to the challenges posed by tactics used by terrorist organizations, posing a threat to national and international security.

In the article the origins of G7 and G8 were briefly presented. The author also char-acterized the ways of functioning (called the system) of these groups. The main stress was put on the numerous issues of international security. Therefore the different dimen-sions of this were emphasized, and the commitments made by the leaders during yearly summits to solving the problems in this area were analyzed. At the end of the paper the author tried to answer the question if such a specific international institution is still able to act effectively to influence the different dimensions of international security in the new political situation (especially as a result of Russia’s foreign policy in 2014) .

W tekście przedstawiono przykładowe platformy (mechanizmy) antyterrorystycznej współpracy multilateralnej unijnych państw członkowskich, w których wykorzystano potencjał i doświadczenia kooperacji multiagencyjnej na rzecz bezpieczeństwa obszaru UE – rozumianej jako formę wielostronnej międzynarodowej współpracy służb specjalnych i policyjnych oraz innych instytucji państwowych i unijnych odpowiedzialnych za zapewnienie bezpieczeństwa wewnętrznego. Kluczowym elementem tekstu jest kompleksowy opis modelu przeciwdziałania zagrożeniom terrorystycznym opracowanego przez Europol wraz z jego stanem prawnym oraz ujęciem strukturalnym. Europol został zaprezentowany jako przykład nowoczesnej sieciowej współpracy antyterrorystycznej opartej na węzłach (centrach) koordynacji i wsparcia kooperacji multiagencyjnej.

The article presents examples of anti-terror platforms for cooperation of EU Member States, which use the potential and experience of multiagency cooperation for the security of the EU area, understood as a form of multilateral international cooperation of national police forces, special services and other state and EU institutions responsible for internal security. The paper offers comprehensive description of the model of counterterrorist actions carried out within Europol covering aspects of its legal status and organizational structure. Europol is presented as an example of counterterrorism cooperation network based on nodes (centers) of coordination and support of multiagency cooperation.

In this article the author analyzes the activities of the European Union in the area of preventing and combating international terrorism. The article presents examples of anti-terror platforms for cooperation of the EU Member States, which use the potential and experience of multiagency cooperation for the security of the UE area, understood as a form of multilateral international cooperation of police forces and other state and EU institutions responsible for internal security. The activities included among others arenew normative instruments as Conventions, Protocols, Plans of Action and multilateral bodies and institutions.

Przedstawiono przykładowe mechanizmy antyterrorystycznej współpracy multilateralnej unijnych państw członkowskich, w których wykorzystano potencjał i doświadczenia kooperacji multiagencyjnej na rzecz bezpieczeństwa obszaru UE – rozumianej jako formę wielostronnej międzynarodowej współpracy służb policyjnych oraz innych instytucji państwowych i unijnych odpowiedzialnych za zapewnienie bezpieczeństwa wewnętrznego. Działalność obejmującą wymiar prawny, instytucjonalny i multiagencyjny.
