Although community organizing as a method of social work began to develop in Ukraine in the 1990s, but unlike individual and group social work, the attempts to introduce it into the activities of social welfare institutions and non-governmental organizations were unsystematic and not very successful. The aim of the article is to determine the possibilities of Polish experience of community social work implementation in Ukraine, taking into account the ongoing reform of local self-government. The study, the results of which are presented in the article, was designed as a so-called desk research and based on the results of the comparative analysis of Ukrainian and Polish scientific publications, documents, official websites, etc. The historical background of community social work development in Ukraine is outlined, the analysis of Ukrainian legal acts regarding norms and principles on community organizing is conducted. The article provides an overview of Ukrainian concepts and models of community social work. Particular attention is paid to the possibilities of Polish experience’ application, while implementing community organizing into practice of social welfare institutions as well as of NGOs. Possible structural and institutional changes related to the implementation of community organizing in social work practice and its benefits for the revitalization programs were analyzed. Polish experience of establishing a nationwide circle of community social work professionals was described. The author concludes that the challenges and barriers arising before community social work in both countries are quite similar and assumes that it is reasonable to take into account Polish experience, while implementing community organizing in Ukrainian realities.

Celem artykułu jest opis metody oraz zaprezentowanie śląskiej społeczności lokalnej, zaktywizowanej dzięki tej metodzie. Praca ze społecznością lokalną w Katowicach-Szopienicach stanowić może przykład dobrego wykorzystania metody organizowania społeczności lokalnej.

The paper discusses a method of working with local communities labelled “community organizing”. It intends to describe its features and to present the case of a Silesia-based local community activated with this tool. The work done with the local community from Katowice-Szopienice urban district may be used as an example of a good practice in community organizing.

Celem zaprezentowanych w artykule badań, zrealizowanych przez zespół pracowników Studium Pracy Socjalnej Uniwersytetu Śląskiego, była ewaluacja skuteczności jednego z nowych instrumentów integracji społecznej jakim są Programy Aktywności Lokalnej. W badaniach przeprowadzonych w trzech miastach województwa śląskiego – Bytomiu, Katowicach i Rudzie Śląskiej – poszukiwano odpowiedzi na podstawowe pytanie, czy i w jakim zakresie w analizowanych Programach Aktywności Lokalnej wykorzystywane są metody aktywizujące środowiska i osoby zagrożone wykluczeniem społecznym? Zaprezentowane studia przypadków – Programy Aktywności Lokalnej realizowane w dwóch dzielnicach Katowic – Nikiszowcu i Kolonii Bagno, w dwóch dzielnicach Bytomia – Bobrek i Rozbark oraz osiedlu Kaufhaus w Rudzie Śląskiej, ukazały słabe i mocne strony tych projektów, warunki, które miały i mają wpływ na ich przebieg oraz ich skuteczność jako instrumentu aktywnej integracji i rozwiązywania problemów społeczności.

The aim of research, led by Social Work Unit, University of Silesia, was an attempt to evaluate the efficiency of the new social integration instrument – Local Activity Programs. The focus of the research, effectuated in three towns of Silesian Voivodship-Bytom, Katowice and Ruda Śląska was to get an answer to the fundamental question: are the actions addressed to the excluded populations, undertaken in Local Activity Programs making use of methods of community organizing and what is the impact of these actions on the larger communities? Presented case studies: Local Activity Programs led in two communities in Katowice-Nikiszowiec and Bagno, in two communities of Bytom-Bobrek and Rozbark and one in Ruda Slaska-Kaufhaus – showed the weakness and strengths of these Programs, the conditions which had and still have impact on their course and the efficacy of Local Activity Programs as a tool for active integration and community problem - solving.
