Artykuł porusza problem zapobiegania przestępczości w wymiarze lokalnym przy wykorzystaniu filozofii community policing, opierającej się na partnerstwie policji, jako służby odpowiedzialnej za ochronę bezpieczeństwa i porządku publicznego, z lokalną społecznością. Obecnie w Polsce można zauważyć wyraźny zwrot policji ku społeczeństwu, wynikający z dostrzegania jego znaczenia w zapobieganiu i zwalczaniu przestępczości. Przykładem jest interaktywne narzędzie w postaci Krajowej Mapy Zagrożeń Bezpieczeństwa; mieszkańcy mogą tu zgłaszać anonimowo informacje o występujących w ich okolicy zagrożeniach, które wymagających reakcji właściwych służb. Istotny element stanowi również radykalna zmiana koncepcji pracy dzielnicowego, polegająca na uczynieniu go osobą bliższą obywatelom.

The article touches on the issue of local crime prevention with the use of community policing philosophy according to which the police is responsible for protecting the society and the public order cooperating with local community. At present, Polish Police has noticed the importance of society in preventing and fighting crime. The example is a National Safety Risk Map interactive tool where inhabitants can anonymously report information about threats appearing in their neighbourhood forcing appropriate service to react as also radical change of a constable’s work by bringing it closer to citizens.

In the article one can find an analysis of the state of security in respect of the reorganised communes of the Province of Masovia province after the restoration of the police stations. The restoration of police stations is a switch towards a creative model of Policing bringing it closer to the problems of society. It is the model of functioning of the Police based on the philosophy of community policing. Therefore, the article is also an attempt to address the question as to whether the solutions applied have proved to be effective. During the period 2010–2013 in the area of the Masovian garrison 70 police stations were decommissioned in 70 communes. As a consequence of extensive public consultations and as a result of an analysis of recommendations reported concerning reconstruction of Police structures in communes, it was decided to create 9 police stations in the years 2016–2017. In order to evaluate the effectiveness of the police stations created, the data analysed referred to the number of investigated crimes, the crime detection rate, the number of police officers in the patrol service and a response time in the supervised area. The statistical data dating from 2013–2016, so from the time when in the area of aforementioned communes police stations did not exist and from the first half-year of 2017 when police stations were functioning again, have been correlated and analysed. The analyses revealed that the state of security has improved. It has been demonstrated that the structural changes implemented in the functioning of Police are very effective in the communes researched. The improvement in the statistical data is not the only positive result of the changes. The most significant improvement is the increased sense of security among the local residents who have an easier access to Police.

One of the prominent advantages of the new dispensation in South Africa is the increase in research undertaken in rural and deep rural communities. The article presents results of the research in one of rural provinces — Venda. The substance abuse patterns in two selected secondary schools were compared as well as the influence it had on delinquent behaviour. The study is a self-report survey with 120 participants of both genders in grade 11 and 12. The questionnaire that was used comprised multiple choice questions such as the types of substances and also Likert scale type questions. The data was analysed by using the Statistical Package for The Social Sciences. Being the first ever research of this nature conducted at the selected schools, the study is exploratory in nature but nonetheless is also at the applicative levels as it attempts to arrive at knowledge that will assist in controlling substance abuse at the schools in the area. The school as an instrument of development and socialization should play an enormously important role in preparing the youth for their future and how that is used to the benefit of society at large. At the same time it is commonly known the abuse of substances in all types and levels of schools is increasing tremendously amongst learners in South Africa.

Muchipisi Village is situated in the deep rural area of the South African Low Veld near Giyani. The study of partnership policing in this rural area has been performed by interviewing three core stakeholders, namely a focus group from the community, members of the Community Policing Forum and police officers deployed in the area. The methodological approach of using a narrative cross-correlation was used to test the reliability of respondents’ reactions to interview questions. The research, for a Magister Artium degree in Criminal Justice was conducted to see if there indeed exists a partnership between the police and the community and therefore issues such as regular meetings, feedback, information supplied to the community on crime and community members giving information about perpetrators and planned crime to the police were taken as indicators of an existing partnership. The findings are presented in tabular form, representing the responses of all three groups and then these are cross-correlated and deductions made to answer the research objectives.

In many countries, the police, as a part of public administration, have witnessed many changes during the last few years. This article explores the process of the reform of the Polish police force, which took place between 2015 and 2017. Doing so examines in detail the process of implementing an IT tool – The National Security Threat Map – by paying particular attention to the mechanism of engaging external stakeholders. This study is conceptual but empirically focused. The paper posits that, despite the hierarchical nature of the police administration structure, it is possible to build an engagement of external stakeholders.

The article discusses the security problem on the local scale. The writer presents basic assumptions related to shaping local security and definitions that refer to public security. He also turns attention to the growing problem of the disappearance of social bonds. In the article a concept of community policing is pointed out, which constitutes a model of shaping security in local circles.

Zwraca także uwagę na rosnący problem zaniku więzi społecznych. W artykule przedstawiona jest koncepcja community policing, która stanowi model kształtowania bezpieczeństwa w środowiskach lokalnych.

The article presents modern approach to the concept of community policing, taking into account the need to meet the diverse needs of communities in theoretically homogeneous societies. The author presents situation of Poland in the context of political and economic changes, including a historical perspective, focusing on the factors which condition the diversity of needs resulting in the modern community policing concept. In the paper, the author compares the levels of crime in the countries of Central and Eastern Europe, following their transformation process, and also indicates significant similarities in the policies of crime prevention and control. In addition, a pertinent analysis of the reasons for the increase in crime in these countries is presented, as well as important guidelines for police executives on the use of proactive and reactive strategies in the context of differences in theoretically homogeneous societies. Based on the business and system model, the correct approach to these issues is presented, characterized by a novel recognition in the area of market segmentation characteristics for product strategy. The article indicates that the identification of segments in society and their needs fulfilment should be based on policing practices moderated by scientific reasoning. The proposed trends apply both to the officers and the entire police organization, while the changes require that the role of police in society be determined as perceived by the police themselves and the public. In the context of the suggested model, the guidelines of legal, human and scientific nature are presented.

Members of local communities can play an active role in assuring their own security and public order. One of the forms of such civic activity is the institution of civil guard, which is closely in line with the philosophy of community policing. It is based on the assumption that the police and society are partners in ensuring security. In this aspect a very important role is played by the non-governmental sector. Civil guards can be organized as an association or following resolutions of a municipal council. The experience of other countries shows that these forces can contribute to the improvement of public safety and order of local communities. Such initiatives are also to be found in Poland. They were created as a response to increased crime rate which gave rise to the feeling of anxiety among citizens. However, in Poland civil guards still bear negative historic connotations, predominantly with ORMO (Voluntary Reserves of the Citizen’s Militia). Although Polish law does not contain rules strictly governing the functioning of the civil guards, the Interior Ministry has developed some principles for creation of such forces. These principles can be found in the Penal Code, the Police Act or the Associations Act. The paper presents detailed analysis of these regulations.

The paper analyses the problem of security and order in relation to the security of a person, a group and the state. The author discusses the rules of law which strictly refer to the subject of security and public safety, the definitions of security and order used by the Polish doctrine of criminal justice, as well as the range of actions performed by idividual persons, groups of people and the state in order to preserve the order and security. In the conclusion the author proposes certain ways of improving both the social sense of safety and the security status, drawing attention to the commonly undervalued role of the Church, the Family and the School. The paper also deals with the question of private policing and a change of the image of the police (community policing).

Police reforms have been a major issue for the past 40 years. Initiatives in order to reform the very centralised French system, in which the police and the gendarmerie have always prioritised state security, have not been successful. In spite of attempts to implement community policing in the 1990s and, to a lesser extent, under the presidency of François Hollande, French police still have a predominantly aggressive style of policing, which relies mostly on arrests and stops and searches. Another problem is the lack of evaluation of safety policies, with institutions which professional culture is reluctant towards academic research and external insight. President Macron announced reforms aiming at addressing those issues, but it is too early at this point to say if they have reached their objective.
