Artykuł przedstawia genezę powstania koncepcji VCC (Vocational Competence Certificate), jej rozwój w kontekście wyzwań dostosowania sektora edukacji do potrzeb rynku pracy w ramach polityki edukacyjnej Unii Europejskiej oraz zasady konstytuujące system VCC w aspekcie walidacji efektów uczenia się. W związku z trwającymi pracami nad wdrożeniem systemu walidacji kwalifikacji w oparciu o Ustawę o Zintegrowanym Systemie Kwalifi kacji z dnia 22 grudnia 2015 r. dokonuje się także analizy możliwości implementacji systemu VCC w zakresie walidowania tzw. kwalifikacji rynkowych.

This article presents the genesis of the concept of the VCC (Vocational Competence Certificate), its development in the context of the challenges of the adaptation of the educational sector to the needs of the labour market within the European Union’s education policy and the principles that constitute the VCC system for validation of learning outcomes. In light of the ongoing work on the implementation of the system for validation of competences based on the Act on the Integrated Framework of Qualifi cations of 22 December 2015, the authors analyse the possibility of implementing the VCC system as an example of the validation so-called market qualifi cations.

This article discusses the concept of value chain in the education sector illustrated with an example of VCC (Vocational Competence Certificate) System within which formal and non-formal education institutions are connected with entities operating on the labour market.  The first part of this paper introduces not only the concept of the VCC learning outcomes validation system tailored to employers' needs, but also principles underlying this idea.  In the second part, the author of this article creates a concept of value chain based on a modified framework established by Hans Jørn Hansen. Further in this part, processes generating added value are analysed.

Artykuł przedstawia model łańcucha wartości dodanej w sektorze edukacji na przykładzie systemu VCC (Vocational Competence Certificate), która łączy podmioty sektora edukacji formalnej i pozaformalnej z podmiotami rynku pracy. W pierwszej części pracy prezentowana jest sama koncepcja VCC jako system walidacji efektów kształcenia dostosowany do potrzeb pracodawców oraz zasady ją konstytuujące. W drugiej części natomiast dokonuje się próby budowy modelu łańcucha wartości w oparciu o zmodyfikowany model Hans Jørn Hansena, a także dokonuje się analizy procesów w nim zachodzących w aspekcie generowania możliwej wartości dodanej.
