The article concerns a frontier neighborhood, which is part of the development of Polish-Russian borderland (on the example of Warmia and Mazury and Kaliningrad region of Russian Federation). The neighborhood is interpreted as building appropriate relationships between countries and regions, in various areas of developed and developing cooperation. In the period under review 40% of municipalities had established cooperation with foreign partners. The estimates indicate that only more than 30% of them have actively collaborated with the Kaliningrad region. Municipalities noticed in turn the benefits of collaboration in border tourism and border infrastructure development, the increase in incomes of the local community, particularly living next to the border, and in the efficient protection of environment. In addition, 36% of total proved much better display or better effect on the activation of neighborhood socio-economic situation in the municipality. This is reflected above all in the organization of promotional events and so called frontier fairs supporting local entrepreneurship, business networking by local manufacturers, cooperation between chambers of commerce and industry, activities of NGOs and applying for EU funding for the joint venture. Multifaceted co-operation between neighboring areas belonging to the separate states, and even political and economic systems, eliminates the problems that divide peripherally located regions.
