Pojęcie demokracji w kulturze czy demokracji kulturalnej zostało upowszechnione w krajach Europy Zachodniej w okresie welfarestate i łączone było z koncepcją budowania kapitału społecznego. Współcześnie to jedna z funkcji polityki kulturalnej, zakładająca kreowanie przestrzeni autentycznego uczestnictwa społeczeństwa w różnorodnych procesach, które łączą się z szeroko pojmowaną kulturą. Koncepcja demokracji w kulturze może stanowić znaczące wsparcie dla upowszechniania podejścia animacyjnego w działalności społeczno-kulturalnej. Współcześnie kierunek ten ewoluuje w stronę idei partycypacji w kulturze, ekologii kulturowej oraz „uspołeczniania” instytucji kultury. Przykładem takich miejsc mogą być instytucje społecznościowe, w tym domy kultury, realizujące założenia demokracji w kulturze.

The concept of democracy in culture or cultural democracy was disseminated in the countries of Western Europe during the welfare state and it was connected with the concept of building social capital. Now it is one of the functions of cultural policy, which is concentrated on the creation of the space of authentic public participation in various cultural processes. Democracy in culture can support dissemination of an animation approach in socio-cultural activities. Nowadays, this concept is evolving towards the idea of active participation in culture and cultural ecology. An example of places where this idea can really exist are community institutions.

In the article, adopting the democratic transformation perspective, the author focuses on art as a specific area of civil society. With an eye on Poland, various forms of artistic activism are analyzed and compared, from artistic vanguard and protest art of the communist period, to the practices of cultural democracy and social art of the present day. In particular, the concept of social art is explained and exemplified with three model projects, each set in a different context - of an open public space, local community and minority group, and each representing a different set of social functions.

Straipsnyje, laikydamasi demokratinės transformacijos perspektyvos, autorė susitelkia į meną kaip specifinę pilietinės visuomenės sritį. Analizuojamos ir lyginamos įvairios meninio aktyvumo formos, pasitaikančios Lenkijoje - nuo komunistinio laikotarpio meninio avangardo ir protestinio meno iki šių dienų kultūrinės demokratijos bei socialinio meno praktikos. Daug dėmesio skiriama socialinio meno sampratai, kuri čia aiškinama pateikiant trijų modelių pavyzdžius ir kiekvieną iš jų tiriant skirtinguose kontekstuose - atviroje viešojoje erdvėje, vietinėje bendruomenėje ir mažumos grupėje. Visi šie kontekstai straipsnyje pristatomi kaip skirtingų socialinių funkcijų visumos.
