Przedmiotem artykułu jest krytyczna dyskusja z kilkoma szeroko podzielanymi poglądami na temat rozwoju regionalnego oraz możliwości jego stymulowania przez politykę regionalną. Przedstawiono argumentację, iż w obecnej fazie rozwoju nie jest możliwe – a więc i nie jest celowe – dążenie do wyrównywania różnic międzyregionalnych, co powinno prowadzić do nowego ujęcia polityki spójności UE. Nie jest skuteczne opieranie rozwoju regionów słabo rozwiniętych wyłącznie na napływie środków zewnętrznych, w tym związanych z budową infrastruktury, a szczególnie infrastruktury związanej z organizowaniem okazjonalnych imprez (wystaw, mistrzostw sportowych). Analizie poddano jeden z częściej stosowanych modeli ewaluacji ex ante – model HERMIN.

The article is devoted to a critical discussion of several widely accepted principles of regional development and regional policies. It is argued in the current development paradigm that it is impossible to achieve regional convergence, which should lead to a deep change in understanding the very assumptions of the EU's Cohesion policy. It is indicated that external impulses do not lead to an accelerated growth in lagging regions, which is especially true in the case of infrastructural projects, and in particular those which are related to incidental events, like expositions of sport championships. One of the most broadly used models for an ex-ante evaluation - the HERMIN model - is also discussed.

The objective of the paper is presentation of innovativeness in regional development in the aspect of the regional development concept. Under current conditions, the development conditions of individual regions on the basis of which the directions of development of particular voivodeships should be based become significant. Moreover, the development concepts are important for individual regions, on the basis of which the directions of development of particular voivodeships should be based. This paper presents development factors found in the literature of the subject matter in the context of innovativeness. At the same time, special attention has been paid to the development concepts related to innovativeness. Innovativeness as a factor of regional development is differently analysed in the given concepts and theories. It is commonly believed that its role will increase due to the fact that this factor is perceived as the centre of competitive edge of the region.

Celem artykułu jest przedstawienie innowacyjności w rozwoju regionalnym w aspekcie koncepcji rozwoju regionalnego. W obecnych warunkach istotnego znaczenia nabierają uwarunkowania rozwojowe poszczególnych regionów, na podstawie których powinny opierać się kierunki rozwoju danych województw. Ponadto istotne są koncepcje rozwojowe dla poszczególnych regionów. W niniejszej pracy zaprezentowano czynniki rozwojowe spotykane w literaturze przedmiotu na tle innowacyjności. Równocześnie szczególną uwagę zwrócono na koncepcje rozwojowe związane z innowacyjnością. Innowacyjność jako czynnik rozwoju regionalnego jest różnie rozpatrywana w danych koncepcjach i teoriach. Powszechnie uważa się, iż jej rola będzie wzrastać ze względu na to, że w tym czynniku upatruje się przewagi konkurencyjnej regionu.

Jako cel artykułu przyjęto określenie zakresu i systematyzację współczesnej redefinicji czynników rozwoju regionalnego zachodzącej pod wpływem uwarunkowań globalnych. Postępowanie badawcze objęło trzy etapy: (1) syntetyczne uporządkowanie podstaw teoretycznych oraz przemian koncepcji czynników rozwoju regionalnego; (2) przedstawienie wyników ustaleń określających kierunek i zakres oddziaływania współczesnych megatrendów procesów rozwoju społeczno-gospodarczego na przemiany czynników rozwoju regionalnego oraz (3) zasadniczy etap analizy dotyczący identyfikacji i charakterystyki specyfiki zmian sposobu i zakresu postrzegania czynników rozwoju regionalnego odbywających się w konsekwencji współczesnych uwarunkowań globalnych.

The paper aims to identify the scope and propose a systematisation of the contemporary redefinition of regional development factors, influenced by global conditions. The research process comprised three stages: (1) a brief review of the theoretical foundations and changes in the understanding of regional development factors; (2) presentation of the findings relating to the directions and impact of contemporary socio-economic megatrends on changes of regional development factors, and (3) the main body of the analysis, which identifies and describes the nature of changes in the perception of regional development factors as a consequence of contemporary global conditions.

The article deals with the issues of local and regional development factors from the theoreticalperspective and considers airport infrastructure as an important factor leading to development in the environment in which it occurs. Its purpose is to present the concept of development factors and indicate their types, as well as to characterize the airport infrastructure on the example of the Central Communication Port (CPK) project. According to the adopted goal, the main research problem was formulated: How does critical infrastructure affect local and regional development? Obtaining an answer to the above question required the use of qualitative methods, including a critical analysis of legal acts and selected items of literature on the subject. The analysis of the indicated areas shows that the establishment of the CPK will contribute to increasing the mobility of people, the development of tourism, and new opportunities for business (e.g. availability of attractive investment areas or the use of very good communication for more efficient transport of goods). An increase in the attractiveness of the areas around the CPK is also expected, which will certainly attract new investments, and these will translate into an increase in jobs and a real improvement in the quality of life of the local residents

Celem artykułu było przedstawienie wpływu infrastruktury lotniskowej na rozwój lokalny i regionalny na przykładzie projektu Centralnego Portu Komunikacyjnego (CPK). Realizacja tego celu wymagała scharakteryzowania czynników rozwoju lokalnego i regionalnego, wskazania ich rodzajów oraz określenia, czym jest infrastruktura lotniskowa. Stosownie do przyjętego celu sformułowano główny problem badawczy: Jak infrastruktura lotniskowa wpływa na rozwój lokalny i regionalny? Uzyskanie odpowiedzi na powyższe pytanie wymagało zastosowania metod jakościowych, w tym dokonania krytycznej analizy aktów prawnych i wybranych pozycji literatury przedmiotu. Analiza podanych obszarów wskazuje, że powstanie CPK przyczyni się do zwiększenia mobilności ludzi, rozwoju turystyki, nowych możliwości dla przedsiębiorców (np. dostępność atrakcyjnych terenów inwestycyjnych czy wykorzystanie bardzo dobrego skomunikowania dla efektywniejszego przewozu towarów). Przewiduje się także wzrost atrakcyjności terenów wokół CPK, co z pewnością przyciągnie nowe inwestycje, a te przełożą się na wzrost miejsc pracy i realnie podniosą jakość życia okolicznych mieszkańców.
