Liczne wady prawne oraz brak instrumentów ekonomicznych utrudnia realizację polityki przestrzennej na wszystkich poziomach zarządzania. Najostrzej występującymi mankamentami są decyzje WZ, które w praktyce dezintegrują przestrzeń, częsty brak zgodności planów miejscowych z polityką przestrzenną gminy formułowaną w studium, brak bilansowania potrzeb terenowych z nakładami na infrastrukturę transportową i techniczną.

Numerous legal defects and lack of economic instruments impede the implementation of spatial policy on all levels of management. The most serious shortcomings include planning permissions, frequent lack of conformity of local area development plans with the spatial policy of the commune as formulated in the land use plan, as well as the lack of balance between local needs and expenditures on transport and technical infrastructures.

The aim of this paper is to evaluate the activity of local governments’ planning and investment service in the environmentally valuable areas of Podlaskie Voivodeship. Spatial planning at the local level is extremely important, especially in the environmentally valuable areas. It makes it possible to preserve the natural environment for future generations and to maintain ecological processes. However, protective measures should not disturb municipal investments. One of the appropriate solutions is the introduction of local land development plans – a framework of rational management of natural resources and of marketing development. This is particularly important in the areas of municipalities which, beside ecological functions, play an important role in the development of tourism and transport, and are situated in suburban areas.

Celem artykułu jest ocena aktywności planistycznej samorządów gminnych i ruchu inwestycyjnego na cennych przyrodniczo obszarach należących do województwa podlaskiego. Planowanie przestrzenne na poziomie lokalnym ma szczególnie duże znaczenie na terenie gmin obejmujących obszary cenne przyrodniczo. Pozwala zachować naturalne środowisko dla przyszłych pokoleń i utrzymać procesy ekologiczne. Jednak ochrona nie może ograniczać rozwoju inwestycyjnego. Gminy z obszarami cennymi przyrodniczo powinny posiadać miejscowe plany zagospodarowania przestrzennego, w których określa się sposób racjonalnego gospodarowania zasobami naturalnymi i wznoszenia zabudowy. Dotyczy to zwłaszcza gmin, które oprócz funkcji ekologicznych odgrywają ważną rolę w rozwoju turystyki, transportu i znajdują się w strefach podmiejskich.
