The primary aim of this study was to assess the degree of Poland’s convergence in terms of price stability, both at the stage of the country’s candidacy to the euro area and in relation to the euro convergence criteria (the so-called Maastricht criteria), and in the broader context of the ECB’s unified monetary policy. The time frame for this study covers the period of 2004– 2017. The starting point marks Poland’s accession to the EU, which is a pre-requisite for application to access the euro area. The closing time was chosen due to the availability of data, mainly from the Eurostat database. This was studied in view of the critical analysis of methodology and the method used to establish the Maastricht criterion for the dynamics of the general price level. The methodology of determining the inflation criterion is flawed and not matched to today’s economic conditions, including the definition of price stability applied in the practice of central banking, as well as in the context of the phenomenon of deflation commonly occurring in the last decade. As a consequence, the value of the criterion for a candidate country may turn out to be very low, and may unjustifiably increase the costs of accession to the euro area, also in the long-term perspective. Such a problem should be taken into account in the discussion on Poland’s accession to the euro area, which is usually of a political, as well as social and economic nature. This economic aspect, however, should be key in practice.
The subject of the article are currency reforms that were carried out after the Second World War in the Polish state. The first legal regulations from 1944 - 45 concerned the unification of the money circulation, which in practice meant the exchange of occupation money for the new currency. However, the repayment of financial claims made before the outbreak of the war was regulated by a decree of 1949. Another monetary reform concerned the new, socialist economic policy of the Polish state. The basis for it was the Act of October 28, 1950 on the change of the monetary system. After this reform, periodic changes in prices and wages were introduced, which were not based on strictly legislative solutions. In practice, these ordinances were in the nature of new monetary reforms. The Act of 1950 was repealed by the Act of 7 July 1994 on the denomination of the zloty.
The purpose of this article is to develop the concept of R. C. Higgins sustainable corporate growth to the form applicable under conditions of unstable prices (inflation/deflation) and increasing assets to sale ratio. According to the proposed formulas, the level of sustainable growth rate is not only depending on a level of return on sales, intensity of asset management, capital structure and solutions in the field of net profit distribution, but also on price level changes, assets structure and comparative increasing expenditure on fixed assets.
Japanese economy is one of the largest economies in the world, but its share in the global GDP is decreasing steadily. Relative weakness is caused by both internal and external factors. Internal factors derive from a socio-economic model that was successful after World War II, but became less effective in the 21st century. On the other hand, external factors include: the growing competition from China and South Korea (the countries that initially emulated the Japanese model) and also the impact of natural disasters, which after several decades of relative seismic calm, have increasingly begun to affect the weakened economy of the Land of the Rising Sun. In addition, companies of the Silicon Valley have emerged on the market. When the software era arrived, Japan was still stuck to the production of hardware. In the face of the aforementioned challenges, successive governments in Tokyo have tried to break the unfavorable trend, which usually ended up with growing the public debt only. At the turn of 2012 and 2013 Shinzō Abe, an experienced politician, became the head of the Japanese government and announced a reform program named after his name – abenomics. The purpose of this article is the attempt to evaluate this program from the perspective of over four years from the time of its announcement.
W artykule zawarto charakterystykę zarządzania oczekiwaniami inflacyjnymi w warunkach niskiej inflacji i deflacji. W pierwszej części zaprezentowano rozwiązania teoretyczne proponowane, by uniknąć albo opuścić pułapkę deflacyjną. Związane są one z zarządzaniem oczekiwaniami: w momencie gdy bank centralny osiągnie granicę nominalnych stóp procentowych, kanał oczekiwań pozostaje najskuteczniejszym kanałem oddziaływania na gospodarkę. Niektóre z sugerowanych rozwiązań zostały zastosowane w czasie ostatniego kryzysu: instrumenty nadzwyczajne, forward guidance i deprecjacja. Działania te nie podważyły ram strategii celu inflacyjnego. W drugiej części artykułu przedstawiono zastrzeżenia dotyczące pomiaru oczekiwań w warunkach niskiej inflacji i zaburzeń. Informacja o poziomie oczekiwań, ich dyspersji, zmienności i stopniu zakotwiczenia jest kluczowa dla banków centralnych właśnie ze względu na znaczenie kanału oczekiwań. Ostatnia część artykułu zawiera porównanie oczekiwań skwantyfikowanych standardową metodą probabilistyczną Carlsona i Parkina oraz zmodyfikowaną wersją tej metody. Ta ostatnia przystosowana jest do okresów, gdy czynnik skalujący jest niedodatni. Materiał empiryczny obejmuje Polskę (lipiec 2014 – grudzień 2015) i Szwecję (listopad 2012 – grudzień 2015). Oba kraje doświadczały deflacji, przy czym Bank Szwecji operuje w warunkach ujemnych stóp procentowych. Alternatywna metoda kwantyfikacji wygładza oczekiwania i zmniejsza ich zmienność. Kwestie zarządzania oczekiwaniami i ich pomiaru w warunkach deflacji i niskich stóp procentowych są w przedmiotem intensywnej debaty. Stąd czas na ostateczne konkluzje jeszcze nie nadszedł.

The paper focuses on inflation expectations management in a low inflation or deflation environment. Firstly, it presents theoretical findings on avoiding and escaping the deflation trap. They are closely related to expectations management as expectations become the main transmission channel in the zero lower bound (ZLB) environment. In response to the recent economic crisis some of the following solutions have been applied by central banks: quantitative easing, forward guidance and depreciation. Their use is not detrimental to the framework of inflation targeting strategy. Secondly, some remarks about the difficulties of measuring expectations during the occurrence of ZLB and in a crisis situation are made. The information on expectations levels, their distribution, volatility and the degree to which they are anchored is crucial for central banks, especiallywhen the expectations offer the most effective way to affect the economy. Finally, a comparison of the expectations quantified with the Carlson and Parkin probabilistic method and its version adjusted for non-positive scaling factor periods is made. The empirical part of the research covers Poland (July 2014 – December 2015) and Sweden (November 2012 – December 2015). Both countries experience deflation, and (additionally) Sweden operates under ZLB. An alternative method of quantification smoothes the expectations and reduces their volatility. The subject dealt with in this paper is still under theoretical and empirical examination. No conclusion as to the optimal solution for expectations management is made.
Celem artykułu było przedstawienie i omówienie poglądów szkół ekonomicznych na zagadnienie spadku cen w gospodarce. Ekonomiści znacząco różną się co do przyczyn i skutków deflacji. Przez większość przedstawicieli głównego nurtu oceniana jest ona negatywnie. Wskazują, że wynika ze spadku popytu globalnego. Ograniczenie wydatków prowadzi do pogorszenia sytuacji ekonomicznej przedsiębiorstw, a w konsekwencji do kryzysu gospodarczego. Natomiast szkoła austriacka twierdzi, że spadek cen dóbr konsumpcyjnych jest normalną, pozytywną tendencją charakteryzującą rozwój gospodarczy. Wynika ze wzrostu produktywności czynników wytwórczych, który jest skutkiem postępu technicznego i inwestycji.

The aim of this article was to present and discuss the views of schools of economic thought on the issue of decline in prices in the economy. Economists differ considerably as to the causes and effects of deflation. By most representatives of the mainstream economics deflation is considered to be bad. They point out that it results from a decrease in aggregate demand. Reducing spending leads to the deterioration of economic situation of enterprises and consequently to the economic crisis. According to the Austrian school, by contrast, a decline in consumer prices is a normal, positive tendency characterizing economic development. Deflation results from an increase in productivity of production factors due to technological progress and investments.
Celem artykułu jest identyfikacja uwarunkowań skuteczności realizacji celu inflacyjnego przez banki centralne we współczesnym świecie. Weryfikacji poddano następującą hipotezę badawczą: przyjęcie strategii nakierowanej wyłącznie na realizację celu inflacyjnego umożliwia skuteczną jego realizację z uwagi na to, że nie ma wówczas sprzeczności zadań, jakie stoją przed bankami centralnymi. Biorąc pod uwagę obowiązujące uwarunkowania prawno-instytucjonalne, hipotezę tę można postawić w przypadku większości banków centralnych w Europie. Postawiona hipoteza, na przykładzie strefy euro oraz Polski, zweryfikowana została negatywnie. W artykule omówiono hipotetyczne problemy utrudniające skuteczną realizację celu inflacyjnego przez banki centralne. Zaliczono do nich m.in.: różne przyczyny inflacji, zmiany szybkości obiegu pieniądza, różnorodność czynników kreacji pieniądza, opóźnienia wewnętrzne i zewnętrzne polityki pieniężnej, nadpłynność sektora bankowego, zbyt ekspansywną politykę fiskalną, dezintermediację, globalizację oraz granicę zerowych stóp procentowych. Współcześnie szczególne utrudnienie dla banków centralnych stanowiły trzy ostatnie spośród ww. problemów.

The article aims to identify some determinants associated with the implementation of inflation targeting by central banks in the contemporary world. The following hypothesis was verified: the adoption of the strategy of focusing exclusively on achieving the inflation target allows to meet the target due to the fact that there is no contradiction among tasks faced by central banks. Taking into account the existing legal and institutional conditions, that hypothesis can be put forward for most central banks in Europe. The proposed hypothesis was negatively verified, based on the example of the euro zone and Poland. The article discusses hypothetical problems hindering the effective implementation of inflation targeting by central banks. They included among others: various causes of inflation, changes in the velocity of money, variety of money creation factors, internal and external monetary policy delays, excess liquidity of the banking sector, too expansionary fiscal policy, disintermediation, globalization, as well as zero interest rates boundary. Nowadays special difficulties for central banks are connected with the last two of the above-mentioned problems.
One of the dangers to economic safety comes from the disturbances in nominal economy. Subsequent, aft er the crisis of 2008, decrease of prices indicators in advanced economies as well as the troubles in implementing interest rates policy by the central banks, encourage to analyse the phenomenon of defl ation. Defl ation, contrary to infl ation, has much more modest explanation in economic literature. Th e main thesis of this text is that defl ation is not strictly monetary phenomenon but results from global and country economic situation. Th e central banks should not be responsible so much to fi ght defl ation up. Defl ation should not be appreciated only negative since the drop of CPI or HICP down to -1%, if is not accompanied by GDP and employment decrease and speculation bubble, do not is dangerous to economic safety.

Istotnym zagrożeniem dla bezpieczeństwa ekonomicznego mogą być zaburzenia sfery nominalnej gospodarki. W związku z ponownym, od kryzysu 2007+, pojawieniem się obniżek wskaźników cenowych w krajach wysokorozwiniętych, jak i powstałych w związku z tym trudności z realizacją polityki stóp procentowych przez banki centralne, uzasadnione jest podjęcie analizy czynników wpływających na pojawienie się defl acji, zwłaszcza w jej uporczywej i powodującej koszty, „złej” postaci. O ile infl acja jest szeroko opisana w literaturze, a banki centralne wypracowały skuteczne instrumentarium w celu jej obniżania, o tyle defl acja doczekała się skromniejszej liczby opracowań, a pozbycie się jej jest nadal trudne. Główną tezą artykułu jest stwierdzenie, że defl acja nie jest zjawiskiem ściśle pieniężnym, lecz wynikiem oddziaływania wielu elementów globalnej i krajowej sytuacji gospodarczej, zaś banki centralne nie powinny być obarczone nieproporcjonalnie dużą odpowiedzialnością za jej zwalczanie. Od kilku lat banki centralne krajów wysokorozwiniętych stosują niekonwencjonalne instrumenty polityki i usiłują pobudzić akcję kredytową oraz wpłynąć na oczekiwania infl acyjne, aby osiągnąć cel infl acyjny na poziomie około 2%. Defl acji nie można oceniać wyłącznie negatywnie, a spadek CPI lub HICP do -1%, któremu nie towarzyszy obniżenie się PKB, zatrudnienia, wzrost złych długów ani bańka spekulacyjna, nie stanowi zagrożenia bezpieczeństwa ekonomicznego.
Opracowanie przedstawia spójny system ekonomiczny, inny niż monetaryzm. Ten system wyróżnia uznanie pracy za podstawę teorii ekonomicznej, stąd nazwa laboryzm. W tym systemie pieniądze powstają jako należności za pracę, a nie tworzą je upoważnione instytucje. Studium nawiązuje do cząstkowych wyników już wcześniej opublikowanych. Natomiast znamiona laboryzmu w starożytności oraz formuły wysokości kredytu, który zapewni stabilną wartość jednostki pieniężnej, należą do oryginalnych dokonań zawartych w tym opracowaniu.

The study presents a coherent economic system, other than monetarism. This system is distinguished by the recognition of work as the basis of economic theory, hence the name economics of labor or laborism. In this system, the money are created as debt for work or work receivables, not create them some authorized institutions. In this study are included partial results of discussions and studies previously published. The manifestations of the economics of labor in the antiq-uity and the establishment of the adequate credit, to ensure the stability of the monetary unit, belong to the original achievements contained in this document.
Rok 2015, podobnie jak wiele poprzednich lat, oznaczał dla polskiej polityki pieniężnej niską skuteczność stosowanych instrumentów w odniesieniu do stanu nierównowagi monetarnej oraz nikły pozytywny wpływ na procesy gospodarcze kraju. Realizowane w ostatnich kilku latach przez polski bank centralny najpierw zbędne zacieśnianie polityki pieniężnej a później jej mocno spóźnione, w dodatku symboliczne i rozciągnięte w czasie stopniowe luzowanie nie sprzyjały wspieraniu wzrostu gospodarczego oraz nie ułatwiały konsolidacji finansów publicznych i przyspieszenia procesu catching-up – konwergencji realnej z państwami rozwiniętymi. Inaczej niż wiodące banki centralne krajów rozwiniętych, które utrzymywały i utrzymują swe stopy procentowe poniżej stóp inflacji, kontynuując luźną politykę monetarną, polska Rada Polityki Pieniężnej prowadziła w ostatnich kwartałach politykę dodatnich realnych stóp procentowych, które od lipca 2013 roku wyraźnie rosną, w ostatnich 24 miesiącach także ze względu na utrzymującą się deflację. Zasadniczą przesłanką prowadzonej w Polsce twardej polityki monetarnej jest nie tyle rzekoma groźba przyszłej inflacji, ile kwestia prestiżu – próba zwiększenia wpływu na gospodarkę przez bank centralny – oraz obrona partykularnych interesów banków. Lata 2012-2015 to okres dalszej, stopniowej poprawy sytuacji na rynku międzybankowym w warunkach utrzymywania się nadpłynności sektora bankowego jako całości. Dla polskich finansów, w tym systemu pieniężnego, w okresie po globalnym kryzysie finansowo-gospodarczym i perturbacjach w strefie euro największe zagrożenie rysuje się nie ze strony czynników wewnętrznych, ale płynie z niestabilnej sytuacji zewnętrznej.

The year 2015 like previous ones meant for the Polish monetary policy low efficacy of applied instruments with regard to monetary disequilibrium and its minimal positive impact on country’s economic processes. The policy executed during a few last years by the National Bank of Poland firstly led to excessive monetary repression and then to its strongly belated easing, additionally quite symbolic and very protracted one. It stood in sharp opposition to the needs of fostering economic growth and of public finance consolidation as well as speeding up the process of catching-up – real convergence with the advanced economies. Otherwise than leading central banks in developed countries, which have kept their interest rates below prevailing low rates of inflation and followed loose monetary policy, during recent quarters the Polish MPC has conducted policy of positive real rates, which have been on the rise since July of 2013, during last 24 months also due to lasting deflation. The basic premise of restrictive monetary policy in Poland is not an alleged danger of future inflation, but the question of prestige – an attempt by the central bank to increase its influence over economy – as well as preservation of banks’ interests. The years 2012-2015 led to a further, gradual improvement of situation in the interbank market, however still under over-liquidity conditions of the whole banking sector. After the global financial and economic crisis and turbulences in the Eurozone, the greatest threat for Polish finances, including the monetary system, comes not from domestic factors but from unstable external environment.
