The study discusses problems related to identifying degraded areas and the area targeted for revitalisation in relation to the local government units (cities, municipalities, regions). The core part of the study presents an example of the typology of factors and crisis phenomena in a social, economic, spatial-functional, environmental and technical perspective. The delimitation procedure, based on the application of indicators describing the concentration of phenomena in the system of municipal urban units was discussed. Next the area targeted for revitalisation was characterised as part of the identified degraded areas. This was followed by characterising the degraded areas based on the conducted survey studies. In both cases the delimitation procedure is covered by a civic control scheme. Within the framework of general conclusions it can be adopted that the described procedures or similar ones are most frequently applied in relation to Polish local government units

Rewitalizacja to reakcja na stan kryzysowy obejmujący dany obszar. Jest kompleksowym działaniem, spójnym i wielowątkowym. Jej działanie usytuowane jest w różnych sferach i musi bazować na zasadzie współpracy różnych partnerów. Ustawa o rewitalizacji daje samorządom narzędzia do przeprowadzenia kompleksowej rewitalizacji i stawia przed nimi konkretne zadania. Do najważniejszych należy partycypacja społeczna. Miasta w Polsce stanowią regularna sieć pokrywającą całe terytorium państwa. Znaczącą większość spośród tych miast stanowią miasta małe oraz średnie. Mają one duże walory i potencjał. Jednak w wielu wypadkach, są one ukryte pod warstwą zaniedbań, które doprowadziły obszary tych miast do sytuacji kryzysowych, w których nie są już zdolne do samoregeneracji i potrzebują pomocy. Małe i średnie miasta mają też większe problemy związane z pozyskaniem środków finansowych. Problem stanowią także braki kadrowe oraz merytoryczne i często potrzebują pomocy z zewnątrz. Umiejętnie skonstruowane kompleksowe gminne programy rewitalizacji, zbudowane w oparciu o wytyczne ustawy mogą stanowić narzędzie ratujące i dynamizujące procesy rozwojowe całego miasta.

Revitalization is a reaction to a crisis state covering a specific area. It is a comprehensive, consistent and multithreaded operation. Its operation is situated in various spheres and must be based on the principle of cooperation of various partners. The revitalization act gives local governments tools to carry out comprehensive revitalization and sets specific tasks for them. Among the most important among them is social participation. Cities in Poland constitute a regular network covering entire territory of the state. The majority of these cities are small and medium-sized cities. They have great values and potential. However, in many cases, they are hidden under a layer of neglect that led the areas of these cities to crisis situations in which they are no longer capable of self-healing and they need help. Small and medium-sized cities also have bigger problems related to obtaining financial resources than large urban centers. The problem is also shortages of personnel and substantive and often they need external help. Skilfully constructed comprehensive communal revitalization programs, built on the basis of the guidelines of the Act, can be a saving tool and dynamize the development processes of the entire city.
