This article looks at the issues related to financing of the Polish central government’s tasks which by law are delegated to local government units. It first discusses some legal issues connected with responsibility for delegated tasks, as well as problems with underfinancing of these tasks. Next, it provides an overview of the scope of delegated tasks, and looks at financial analyses of special-purpose grants for delegated tasks, which depend on the type of the local government units and their location. The article concludes with the discussion of possible solutions to the problems raised.

Artykuł omawia problematykę wykonywania zadań w jednostkach samorządu terytorialnego na szczeblu gmin, powiatów i samorządowych województw. Przedstawia zakres zadań własnych i zleconych należących do działania gminy, powiatu i samorządu województwa oraz formy prawne i organizacyjno-prawne wykonywanych zadań. Zadania własne zawarte są w ustawie o samorządzie gminnym, ustawie o samorządzie powiatowym, ustawie o samorządzie województwa. Zadania zlecone z zakresu administracji rządowej wynikają z ustaw lub podpisanych porozumień.

The following article presents the problem of tasks performance in local government units at community, county and self-government province level. It presents the scope of own and delegated tasks in the above-mentioned units and organizational-legal form for performed tasks. The own tasks follow from provisions of appropriate resolutions or agreements.
