Process of population aging implicates the necessity of changes in the pension system. The main challenge for the welfare state is to guarantee appropriate level of live for increasing number of old people. In this situation basic task for public institutions is to build such construction of old age security system that would be able to face this challenge.

The text discusses some of the challenges of social policy in the context of increasing demographic aging. Based on assumptions that in the unavoidable silver economy the growing population of seniors must be seen as valuable social capital- the major optimising its instruments have been pointed. They included: social security system and financing the retirement pensions, target funds, the development of social services, aid and medical care infrastructure- all solutions assessed against the respecting the European market economy rules, social justice, lifelong learning and active ageing.

Celem opracowania jest prezentacja koncepcji optymalnego środowiska mieszkaniowego dla osób starszych. Temat ten wydaje się być szczególnie aktualny w obliczu problemu starości demograficznej, jak i tendencji demograficznych warunkujących obecny i przyszły kształt zasobów mieszkaniowych dla seniorów. Opracowanie stanowi studium przypadku - w pracy omówiono przykład kompleksu mieszkaniowego Weidevogelhof w Holandii, którego innowacyjne rozwiązania architektoniczne, infrastrukturalne i społeczne wpisują się w koncepcję środowiska przyjaznego seniorom.

The aim of the paper is to outline the problem of the optimal housing environment for the elderly. The issue appears to be critically essential in the context of demographic aging in Europe and other demographic trends determining the current and future shape of senior housing. The paper discusses the characteristics of and focuses on the model example, i.e. a housing complex Weidevogelhof in the Netherlands whose innovative architectural, infrastructural and social solutions fit into the concept of "senior-friendly environment".

Zgodnie z prognozami demograficznymi postępujące zjawisko starzenia się społeczeństwa wymusi szereg zmian na rynku mieszkaniowym. Coraz częściej podejmuje się różnego rodzaju dyskusje na tematy związane z zapewnieniem odpowiedniej opieki osobom starszym oraz dopasowaniem oferty mieszkaniowej do preferencji i oczekiwań seniorów, jak również na tematy związane z decyzjami dotyczącymi ewentualnej zmiany warunków mieszkaniowych i wyboru nowego miejsca zamieszkania. Artykuł wpisuje się w nurt tej dyskusji, jego celem jest bowiem przedstawienie sytuacji mieszkaniowej osób starszych. W tym celu wykorzystano badania kwestionariuszowe na temat sytuacji mieszkaniowej przeprowadzone wśród seniorów. Uzyskane rezultaty badań świadczą o tym, że seniorzy pragną jak najdłużej pozostawać w swoich domach, korzystając z opieki ze strony opiekunów formalnych bądź nieformalnych. Ponadto stosunkowo młodsze grupy seniorów cechuje większa otwartość na osiedla mieszkaniowe przeznaczone dla seniorów oraz mieszkanie z innymi ludźmi w zamian za opiekę, zaś seniorzy mieszkający samodzielnie w większym stopniu akceptują zamieszkiwanie w domu spokojnej starości – prywatnym lub państwowym.

According to experts, continuous population aging will bring about numerous changes on the housing market. There is widening discussion on the provision of adequate care for the elderly, matching housing to seniors’ preferences and expectations, and decisions related to the prospective changes of their housing conditions and the choice of a new home. The paper contributes to the debate, showing the housing situation of older people. In order to achieve the aim, a questionnaire survey was conducted among senior citizens examining their housing situation. The research findings show that seniors want to age in place as long as possible with the assistance of formal or informal helpers. Moreover, younger groups of seniors tend to be more open to living in senior housing estates as well as for co-housing in exchange for help. Seniors that live independently would rather move into a nursing home, either private or public.
