Demograficzne aspekty samostanowienia narodu na przykładzie współczesnej Walii

Demographic problems and their consequences have been analyzed in many different ways, from different points of view. Their conditions and mutual relations have been taken into account as well, even though the interest in population problems in capitalist societies results from the fairly prosaic reasons. Dealing with them means increasing costs. Under certain conditions, however, non-economic benefits can, or at least should, become more important than economic losses. The case of Wales seems to confirm this thesis. The basis for a prosperous and strong nation is its proper demographic condition invaluable from the perspective of competing with other nation – in this case with English one. The purpose of this article is to present the demographic situation of Wales, identify the most important of its demographic problems, as well as the actions taken by the Welsh Government in this regard.

Problemy demograficzne i ich konsekwencje analizowane były do tej pory na wiele różnych sposobów i przy uwzględnieniu różnych punktów widzenia. Badano ich wzajemne relacje i uwarunkowania, mimo iż zainteresowanie problemami demograficznymi w społeczeństwach kapitalistycznych wynikało i nadal wynika z dość prozaicznych powodów. Radzenie sobie z nimi wymaga bowiem ponoszenia coraz to większych kosztów. W określonych warunkach jednak pozaekonomiczne korzyści mogą, a przynajmniej powinny, stać się ważniejsze od gospodarczych strat. Przypadek tytułowej Walii zdaje się potwierdzać tą tezę. Podstawą dobrze prosperującego i silnego narodu jest jego odpowiednia kondycja demograficzna, bezcenna z perspektywy rywalizacji z innym narodem. Celem artykułu jest zaprezentowanie sytuacji demograficznej Walii, zidentyfikowanie najważniejszych jej problemów demograficznych, a także wskazanie działań podejmowanych przez rząd walijski w tym zakresie.

These days, demographic problems – especially population growth and its non-military aspect of security belong to the one of the most crucial problems in relation with the global problems of humankind. The problem of the world population belongs to one of the current key global problems of humankind. The fastening increase of the world population is a serious problem of the contemporary world. This problem’s gravity was realized by humankind at the beginning of the 60-ties of the 20th century, whereupon demographic development has achieved a great significance since then. The term- population problem- has thus become a subject for many scientific discussions. The population influenced and still influences the functioning of society, therefore great attention to demographic processes was paid in the past and is still being paid even nowadays.

The aim of the article is to present the importance of social security and to show the role it plays in shaping the national security of the Republic of Poland. The publication also shows the social and psychosocial risks posed by modern pathologies. This also addresses the threat posed by demographic problems. The data of the Central Statistical Office and materials published in this matter were analyzed. Social threats and their impact on state security have been shown. In addition, the most important challenges facing Poland are discussed in order to ensure the safe existence of citizens. The author points out the possible consequences and risk of the threats presented here for the country

Celem artykułu jest przedstawienie znaczenia bezpieczeństwa społecznego oraz pokazanie roli, jaką odgrywa ono w kształtowaniu bezpieczeństwa narodowego Rzeczypospolitej Polskiej. Publikacja pokazuje również zagrożenia społeczne i psychospołeczne wywoływane przez współczesne patologie. Omówiono tu także zagrożenie powstałe w wyniku problemów demograficznych. Przeanalizowano dane Głównego Urzędu Statystycznego i materiały opublikowane w tej sprawie. Ukazano zagrożenia społeczne i ich wpływ na bezpieczeństwo państwa. Ponadto omówiono najważ- niejsze wyzwania stojące przed Polską w celu zapewnienia bezpiecznej egzystencji obywateli. Autor wskazuje na możliwe konsekwencje i ryzyko przedstawionych tu zagrożeń dla kraju.

Celem badawczym artykułu jest identyfikacja głównych wyzwań lokalnej polityki edu- kacyjnej w kontekście zmian, jakie niosą za sobą problemy demograficzne. Rozważania koncentrują się na analizie wpływu faktycznych i prognozowanych zmian demograficznych na liczbę uczniów i placówek edukacyjnych. Wyzwania identyfikowane są przede wszystkim w sferze finansowania edukacji, gdzie zauważalny jest wzrost wydatków przy zmniejszającej się liczbie uczniów. Prowadzi to do postępującego osłabienia efektywności ekonomicznej i przekłada się na wyzwania w sferze organizacji oświaty, m.in. ustalania sieci szkół czy zatrudniania nauczycieli. Empiryczną podstawę analiz stanowią dane i prognozy GUS, wyniki badań „Zarządzanie oświatą w gminach” oraz wyniki badań własnych, przeprowadzonych na terenie Dolnego Śląska.

The objective of this paper is to identify main challenges of local education policy in the face of changes resulting from demographic problems. The discussion analyses the influence that the factual and forecasted demographic changes has on the number of students and education institutions. Especially in the field of financing education, in which the growth of expenses has been recorded despite of a decreasing number of students, these challenges have been identified. It results in a progressive weakening of economic effectiveness, which then creates new challenges in organising education, i.e. the establishment of school networks or the employment of teachers. The data and forecasts of the Statistical Office of the Polish Republic, research results in Management of Education in Municipalities as well as the results of own research, conducted throughout LowerSilesia, provide the empirical basis of the analysis.

Imigracja uważana jest za jeden ze sposobów łagodzenia konsekwencji problemów demograficznych. Celem niniejszego tekstu jest odpowiedź na pytanie, jak działania w obszarze polityki rynku pracy mogą wykorzystać potencjał uchodźców oraz osób ubiegających się o ochronę międzynarodową. Jak pokazują liczne badania, uchodźcy napotykają różne problemy oraz bariery związane z podejmowaniem aktywności zawodowej. Z danych Eurostatu wynika, że potrzeba ok. 10 lat, żeby osoby te osiągnęły zbliżony poziom zatrudnienia do ludności kraju przyjmującego. Pojawia się zatem pytanie, czy masowy napływ uchodźców w 2015 r. z Syrii, Afganistanu i Iraku może być szansą dla rynków pracy państw członkowskich zmagających się z deficytami pracowników. Przykład działań niemieckich pokazuje, że skala problemów wynikających ze zmian demograficznych jest tak intensywna, że wszystkie kategorie cudzoziemców stanowią cenny zasób na rynku pracy. Potrzeba jednak skoordynowanych działań prowadzących do skutecznej efektywnej integracji ekonomicznej z krajem przyjmującym.

Immigration is considered to be one of the ways to mitigate the consequences of demographic problems. The purpose of this paper is to answer the question as to whether refugees, as a special category of immigrants, may diminish the emerging problems in the labor markets of the European Union. As shown by numerous studies, people under international protection face various problems and barriers when undertaking economic activity. According to the survey by Eurostat, it takes about 10 years for these people to reach a level of employment similar to the host country’s population (native-born). The question therefore arises whether the massive infl ux of refugees in 2015 from Syria, Afghanistan and Iraq may be an opportunity for the labor markets of Member States struggling with employee defi cits. The example of German activities shows that the scale of the problems resulting from demographic change is so intense that all categories of foreigners constitute valuable resources within the labor market. However coordinated actions are necessary ones leading to the effi cient and eff ective economic integration within the host country.
