Grundwerte gelten als elementare Prinzipien menschlichen Zusammenlebens. Sie umfassen grundlegende Normen wie Freiheit, Solidarität, Demokratie, Rechtsstaatlichkeit, aber auch Achtung der Menschenrechte und der Menschenwürde. Auf den Grundwerten bauen die Grundrechte auf, die ursächlich von der Idee des Naturrechts geprägt sind. Denn die europäischen Grundrechte gehen zurück auf jene „Erklärung der Menschen- und Bürgerrechte“, die während der Französischen Revolution von 1789 die ationalversammlung des Dritten Standes unter der Losung „Freiheit, Gleichheit, Brüderlichkeit!“ verkündete.

The basic values, including the elementary principles of human co-existence concern such concepts as freedom, solidarity, democracy and the rule of law. In the present article, the author examines the question of the possibility and extent of implementation of laws concerning national minorities on the example of the Sorbian community in Germany (Lausitz region). Referring to the historical and contemporary conditions, it indicates the factors influencing the development of a model for safeguarding the rights, stressing the indispensability of actions both on the part of the state, as well as interested groups.

Podstawowe wartości obejmujące elementarne zasady ludzkiego współżycia dotyczą takich pojęć, jak wolność, solidarność, demokracja czy rządy prawa. Odnoszą się do poszanowania praw człowieka i godności ludzkiej. W prezentowanym artykule autor poddaje analizie kwestię możliwości i zakresu realizacji praw dotyczących mniejszości narodowej na przykładzie społeczności serbołużyckiej. Odwołując się do historycznych i współczesnych uwarunkowań, wskazuje na czynniki wpływające na kształtowanie się modelu zabezpieczenia praw, podkreślając nieodzowność działań zarówno ze strony państwowej, jak i zainteresowanej grupy.
