The author analyses the relationship between regional disparities and economic efficiency. He also examines the efficiency of regional policy tools in the context of regional disproportions and economic efficiency. In the first part of the paper, the author discusses the main areas of controversy concerned with the regional distribution of business activity and its influence on economic growth. Then, using a graphic model to present the theory of endogenous growth and the New Economic Geography-and additionally considering social capital-Gajewski analyzes the economic effects of interregional transfers, subsidies for enterprises, investment in transport infrastructure and innovation policy. The author concludes that regional policy measures designed to support the regional diffusion of innovation and reduce its costs are the most effective instrument of regional policy, from the perspective of economic efficiency and the need to level out regional differences. Subsidies to enterprises seem to be the least beneficial, if not harmful, regional policy tool, Gajewski says. His research findings indicate that the use of various other regional policy instruments leads to an “equity-efficiency tradeoff,” or a conflict between economic and social objectives.

The effect of globalization is not only an improvement of living conditions in developing countries, but also a widening of development disparities and economic inequalities between countries of the rich North and the poor South. The Fair Trade can be considered as a response to emerging problems of development. Therefore, it can be perceived as a form of assistance directed to the marginalized producers in the Global South by enabling them to manufacture, sell and distribute goods to markets in developed countries. This is an alternative to the existing formula of international trade; whose aim is to help producers in the South by integrating them into the current trading system under certain conditions. The idea is to create a new business relationship between producer and consumer, where the production and consumption are bound together in a new supply chain and where the economic benefits are distributed more fairly. It means that the prices of Fair Trade products are set at a level that would ensure a steady income to the producer and would lead to raising their living standards and prosperity. The ethical aspects of the Fair Trade system are clear. The problem is whether the Fair Trade standards can be used on a wider scale in the global economy, whereas there is an evident clash of certain ethical values with market economy rules based on maximizing profits and increasing efficiency.

Ostatnie trzy dekady w Europie upłynęły pod znakiem wzmożonych działań integracyjnych. Jednak zróżnicowany religijnie, kulturowo i ekonomicznie Półwysep Bałkański doświadczył również zjawiska dezintegracji. Wpłynęło to na tempo rozwoju gospodarek oraz dysproporcje w rozwoju społeczno-gospodarczym tego regionu. Celem badania omówionego w artykule jest prześledzenie występowania konwergencji regionalnej oraz określenie poziomu zróżnicowania rozwoju społeczno-gospodarczego krajów Półwyspu Bałkańskiego. Badanie przeprowadzono na podstawie danych zaczerpniętych z World Bank Open Data za okres 2000– 2019, przy wykorzystaniu analizy taksonomicznej. Analizie poddano względny rozkład PKB capita (ceny stałe w USD z 2010 r.) na poziomie kraju. Konwergencja sigma została oceniona przy użyciu współczynnika zmienności realnego PKB per capita. Obecność beta-konwergencji zweryfikowano za pomocą technik modelowania ekonometrycznego, a konkretnie analizy regresji liniowej. Do porównawczej oceny dynamiki zmian poziomu rozwoju społeczno-gospodarczego poszczególnych krajów i do ich klasyfikacji wykorzystano taksonomiczną metodę rozwoju Hellwiga. Z badania wynika, że kraje Półwyspu Bałkańskiego wykazują znaczne zróżnicowanie pod względem rozwoju społeczno-gospodarczego. Wydaje się, że obserwowana w tym regionie bezwzględna beta-konwergencja jest wynikiem znacznej recesji panującej w Grecji.

The last three decades in Europe have been marked by increased integration efforts. However, the religiously, culturally, and economically diverse Balkan Peninsula has in addition to that experienced disintegration. It affected the pace of development of economies and the disparities in the socio-economic development in the region. The aim of the study is to investigate the occurrence of regional convergence and to determine the level of disparity in the socio-economic development of the countries of the Balkan Peninsula. The study was conducted by means of taxonomic analysis, using data for the period of 2000–2019 drawn from the World Bank Open Data. The analysis focused on the relative distribution of GDP per capita (constant prices in USD in 2010) at country level. Sigma-convergence was assessed using the coefficient of variation of real GDP per capita. The presence of beta-convergence was verified using econometric modelling techniques, and more specifically, the linear regression analysis. Hellwig’s taxonomic method of development was used for comparative assessment of the dynamics of changes in the level of socio-economic development of individual countries and for their classification. The study shows that there is considerable diversity among the countries of the Balkan Peninsula in terms of their socio-economic development. It seems that the absolute betaconvergence observed in the region is caused by significant recession in Greece.
