This article presents a case study of the Slovak feminist organisation ASPEKT, the oldest and one of the most significant advocates of gender equality in the region. While challenging the theoretical presumption that new media and digital technologies are detaching us from our historical and socio-political context and thereby leading to greater homogenisation, it focuses on the way in which the organisation approaches and makes sense of these new platforms and tools in relation to their specific history and political beliefs. It elaborate on topics such as the tension between the effort to remain creative and independent in times of increasing bureaucratisation of funding opportunities, or making full use of the potential of new online platforms yet staying true to one’s original standards and values. It aims to highlight the following: That even though digital technologies are a global phenomenon which – organisationally and symbolically speaking – transcend time and space, the way we approach digital technologies and new media, the meaning and potential we ascribe to them, is culturally and historically specific.

This article is devoted to the interpretation and implementation of digital technologies in the field of administrative services. The article analyzes the laws and by-laws that regulate the use of digital technologies in the field of administrative services. The problematic aspects of the legislative system development are suggested. The legal regulation of providing electronic services and the role of Administrative Service Centers in this process are investigated. The quality of provided digital services is one of the most important factors that will affect the effectiveness of change and build public confidence in local governments and public authorities. The article is devoted to perspective directions of work on introduction and use of information and telecommunication technologies in the sphere of administrative services. There is a need in legislative regulation and protection of e-identification tools.

This article presents the design, implementation and outcomes of AlpConnectar, a Swiss project that exploits technologies for digitally-supported language exchange (LE) in primary schools. Launched in 2013, the project involves three Swiss cantons where different languages are spoken (namely German, French and Italian) and respectively taught as foreign languages since the third grade of primary school. In the first section of the paper the linguistic composition of Switzerland is briefly presented and the current methodologies and approaches in foreign language teaching in the country are introduced. After a literature review of online LE practices, the AlpConnectar project is presented, along with a LE example to illustrate how it works. The final sections present the results of the project, based on data collected from both pupils and teachers. The results seem to suggest that while digital technologies offer significant benefits for LEs, they are no silver bullet, and their impact depends on a number of contextual variables.

Nowadays, the Internet has become one of the fundamental elements of functioning in society, also for pupils and students. Using the Internet requires specific skills related to obtaining and processing information. These are known as information literacy. They imply not only the ability to find the necessary information, but also to select reliable information that will meet the information needs of an individual. The article presents the results of research aimed at analyzing the process of using network information resources in the opinion of students. The results of the research made it possible to initially recognize and assess selected aspects of information competences in the studied group. Despite the perceived benefits and not imagining functioning without the Internet, the students showed a quite critical attitude in assessing the reliability of information obtained from the Internet.

The fourth industrial revolution (4IR) introduces significant changes in various areas of economic and social life. Many of them are perceived as groundbreaking and game-changing, which is a feature of every revolution. 4IR exerts a direct impact on economic and social life through the incredible development of ICT. The paper aims to present the scope of impact of these changes on logistics and supply chain management – areas of business management that are currently of great importance for competitiveness. The role of ICT in modern logistics and supply chain management was also shown, and selected specific technologies that considerably contribute to the deepening of digital transformation in these areas of activity were discussed. Attention was drawn to the complementarity of ICT solutions at the enterprise and the economy levels. The authors came up with a concept of an intelligent (digital) supply chain as a solution that satisfies the need to strengthen supply chain’s resilience and supports the implementation of environmental sustainability strategies in line with the development of the circular economy. The authors also discuss development directions of the so-called intelligent logistics and intelligent supply chains under the conditions of 4IR.

My question in this paper is whether digital technologies transform humanity and make politics impossible. Digital technologies, no doubt, are revolutionary. But I argue that what they have done in the Post-Cold War era are: (1) to further contract the spaces between politicians and the people; (2) transform actors from subjects to objects, such that we may in addition to social identities, talk about digital identities; (3) relocate the public sphere from squares to ilosphere where individuals are granted enormous expressive powers but at the same time become vulnerable to large scale manipulations; (4) and escalate the tools of politics. My argument will be that digital technologies in a subtle way are transforming humanity in the digital space and that this might have costly moral consequences not only in politics generally but specifically in liberal democracy. However, I will contend that this transformation of humanity does not make politics impossible; it only escalates it with troubling consequences like those we saw in the 2016 American presidential election.

Objectives: The current health emergency, linked to the Covid-19 pandemic, is bringing out strengths and weaknesses in the education and training system in all affected countries, one of these concerns the relationship between human rights and digital technological innovation. For this reason it is now necessary to rethink in the light of the tragic experience of Covid-19 new parameters of education and to orient the pedagogical perspective in an ethical-anthropological and legal dimension that pays attention to the person, his needs and not. Material and methods: Distance teaching is undoubtedly solving the underlying problems, as happened during the emergency period of Covid-19, but, by its very nature, it cannot successfully deal with the significant details of the intrinsic difficulties in teaching itself: first of all it requires the presence technical means and the ability to use them, albeit on loan, as underlined by the commitment of the Ministry of Education. Results: The digital divide between those who have the possibility to use online technology and those who do not have it is a source of indirect discrimination and this problem requires urgent measures because it seriously endangers the denial and therefore the enjoyment of the human rights of children, themselves, such as the right to study, education and to have equal educational opportunities. Conclusions: The empathic approach represents an essential condition in the educational relationship because the person who grows and who lives his maturation process needs trust, hope, love, and, knowing that he is esteemed, loved can, time, "love", bet on oneself and actively participate in the educational process to become better.

The article investigates the evolutionary development of the information space and traces the historical stages of growth of information security problems. This distribution is based on the technological evolution of the types of media, which allowed to divide it into several periods. The first period is associated with the invention of writing and the advent of encryption and concealment. The second period is characterized by the emergence of the first technical means of information processing and the ability to store and transmit messages using media such as electrical signals and electromagnetic fields. The third period is determined by the introduction of automated information processing systems and is measured by a period of more than 40 years. The role of the information sphere in modern conditions is substantiated, it is established that the information turns into a national political and strategic resource of the states and acts as a criterion of maturity and development of the political system. The urgency of defining cybersecurity as one of the main components of the security policy of the Ukrainian state is emphasized.

New technologies are, in the world of advancing processes of globalization, scientific and technical revolution, one of the most important indicators for designing many areas of social life. The useage of information technology has initiated many social phenomena generating many previously unknown concepts, threats, and in response, new areas of expert and research interest. One of them is cyber security, which focuses on building national, European or international policies to secure the functioning of information systems. The aim of this paper is to analyze and evaluate cyber security from the perspective of a user of new technologies. The applied research method will be a synthetic and analytical analysis of domestic and foreign literature in the field of new technologies and cyber security.

The article highlights the attempt to interpret the concept of digital logistics, which in most scientific papers is considered not as a separate concept, but as a set of technologies that allow digitalization of logistics. The main goal of the study is to review key technologies that allow us to talk about the digital transformation of logistics and its digitalization. In particular, the methods and advantages of using technologies such as the Internet of Things, RFID technology, wireless sensor networks (WSN), which are used in an integrated manner and make it possibleto track the movement of goods and apply smart management; digital duplicates that simulate real objects, in particular, warehouses in digital format; autopilot cars, drones, which minimize human participation in the processes of delivery and transportation; blockchain, Big Data, Data Lakes, artificial intelligence, which together allow to form arrays of information and make conclusions and forecasts based on them, which allow optimizing logistics processes; 3D printing, which makes it possible to replace the delivery of components with their production on-site as needed. Technology such as digital logistics platforms that can be used to optimize procurement and transportation of goods is singled out. Research methodology: analysis and synthesis for preliminary analysis with the formulation of problems, definition of goals, system approach for definition of structural connections between elements of digital technology of logistics.

The area is attracting increasing attention because of both the general trend of the growing importance which digital technologies play in the present society, as well as the ways companies are using digital technologies to improve their competitive advantage. As a result, digital transformation is a subject of a growing number of papers, research, and managerial publications. The main aim of this work is to propose and validate a method to measure the phenomenon and its role in companies’ strategies, and to gather information on strategic directions for digital transformation in enterprises. This paper presents an overview of the literature discussion on digital transformation. A method to study directions of digital transformation in enterprises is demonstrated. It is based on the content analysis methodology and is used to study a choice-based sample of companies listed on the Warsaw Stock Exchange. The research carried out offers preliminary evidence supporting the conclusion that digital transformation is a phenomenon which can be measured with the content analysis framework. The findings also outline strategic directions for digital transformation and shed light on possible variables influencing the process.

The paper focuses on the digital platform being the driving force of development of the access economy impacting on supply chain business model reconfiguration. First, the main accelerators of the sharing and access economies were described and compared with the characteristics of supply chain architecture. Then, different solutions of the platform business model impacting on supply chain reconfiguration are analysed. Next the results of a pilot study are presented to illustrate how supply chain managers understand the role of digital technologies and platforms. The paper is based mainly on a literature review and partially on the results of a pilot study conducted at the end of 2018 among 120 supply chain managers using the CATI methodology. Digital platforms can be used to improve supply chain competitiveness in several ways – starting from access to logistics services using the outsourcing model, through the additional solution of the supply chain business model portfolio widening the range of distribution channels, up to the digital supply chain solution being a platform connecting the whole ecosystem of supply chain stakeholders. The paper has a conceptual character, and the proposed solutions are still at the early stage of implementation in practice. Therefore, the undertaken topic should be a subject of further studies.

The aim of the article is to draw attention to the complexity and complicated process of conscious and responsible use of digital infosphere resources. The text presents selected threats related to the functioning of young Internet users in the world of digital information. In the article I develop the thesis that the source of the indicated difficulties and threats is the low level of information literacy, resulting, among others from an insufficient process of preparing students for conscious, reflective use of electronic media and co-creation of their content. I also point to the importance of digital wisdom understood as the prudent use of digital media in the process of obtaining, processing and creating information.

The article presents selected aspects of the process of cognitive functioning of the users of contemporary technologies and the Internet, with special consideration of the negative effects of being immersed in the digital culture. The introduction synthetically characterizes the digital world, focusing on the most active users of the virtual space. In the body of the text, the author analyzes the negative effects of an individual’s functioning in the Internet space, especially those related to the change in the way of information acquisition and processing. The conclusions refer to implementing educational postulates connected with helping students develop the culture of behavior in the virtual space, involving as major elements the ability to distance oneself from digital media, to engage in deep reflection, and to organize and sort the acquired information. These skills are treated as crucial, ensuring the rational use of digital technologies. Focusing educational activities on the formation of youths’ media competence offers them an opportunity of fuller intellectual development, the sense of security in the context of expansion of the media, and active participation in the information society by structuring the available information and the knowledge constructed on its basis.

The first two decades of the 21st century witnessed the emergence of technical and technological solutions that have enabled digital transformations in the global economy. Registration of unstructured data and bringing them together into large datasets have enriched the cognitive process comprising traditional generation of human knowledge and the digital transformation of data into information and then into industrial knowledge. As a result, we obtain augmented knowledge. Yet, robots and bots (i.e., a device which, unlike a robot, is not connected with mechanisms and other peripheral devices) fuelled by technologies collectively referred to as artificial intelligence, primarily by the machine learning technology, are not able to develop wisdom. That is because robots and bots operate only within two dimensions: perception and context, while a human being has his/her autonomous and subjectively defined axiological system, which shapes his/her capacity to make value judgements and generate wisdom. This system is the third dimension in the aquarium with the glass front wall and the remaining three walls carved in stone. It provides stability ensured by a solid foundation of an axiological system that is thousands of years old and has been approved by the entire global community. Subjectivity of value judgements made by individuals and social groups produces a great variety of assessments of available knowledge. That is evidenced, inter alia, by decisions about the use of nuclear energy or decisions regulating free access to personal data and interfering with private life.

The article assesses the quality of the educational process carried out in the dimension of the use of new media. The author argues that the modern school still uses too many analog methods, offering education not adapted to the expectations of students who are part of the digital native generation. Theoretical analysis is supplemented by the results of studies from national and international reports on the level of teachers’ media competence. The text proposes solutions that reinforce the idea of digital teaching and some of the benefits resulting from its implementation.

DOI: https://doi.org/10.14746/ikps.2018.23.07 The article touches upon the issue of influence of modern digital media on the attitudes of recipients/ broadcasters (digital communicators) related to their creative activities. The first indication applies to the fact that the development of digital technologies introduces a new digital order of communication (from the primary order, through the secondary and hybrid order, to the digital order), which in turn provides communicators with a broad spectrum of new methods and tools of communication 0 including tools permitting creative activities. Second of all, it is noted that despite the mentioned rich offer of digital tools and the promotion of creative attitudes, digital media, in particular global social media, are dominated by attitudesof re-production related both to common re-distribution of existing content (sharing, copying and pasting, etc.), and even limiting creativity entirely (likes, tags). The remarks made are compared to opinions of digital media researchers and neurobiologists indicating on the one hand the weakening/ dissolution of the reception of content by digital media (the negative effect of multi-tasking), and on the other hand, the supersaturation of emotions related to the reception of content (negative influence of computer games). In conclusion, attention is turned to the necessity of establishing in contemporary communicators (on all levels of education) of digital communication competences, in particular the promotion of creative attitudesrelated to these competences.

In this paper we focus on the opportunity scanning part of the entrepreneurial process and examine whether digitally oriented entrepreneurs vary in terms of information seeking and utilization, skills and experience and motivation compared to non-digitally oriented ones. In order to do so we conducted 52 semi-structured interviews in new business ventures from Greece, equally divided between the two groups mentioned above. The results indicate that although there are significant differences in terms of information seeking and utilization, entrepreneurs of both kinds pose similar skills and experience and have relevant motivation regarding the opportunity scanning process. To this end we believe that further research should be done regarding the entrepreneurial process to examine the impact of digital technologies and set the foundation to factors that can improve the success of new venture creation through utilization of digital tools.

W niniejszym artykule skupiamy się na prześledzeniu części procesu przedsiębiorczego oraz na zbadaniu, czy przedsiębiorcy zorientowani na technologie cyfrowe różnią się od tych, którzy nie są cyfrowo ukierunkowani. Analizie podlegały sposoby poszukiwania informacji i ich wykorzystanie, umiejętności i doświadczenia oraz motywacja. W tym celu przeprowadziliśmy 52 częściowo ustrukturyzowane wywiady w nowych greckich przedsiębiorstwach, wyłonionych równomiernie z grup o przeciwnym podejściu do wykorzystywania technologii. Wyniki wskazują, że chociaż istnieją znaczne różnice w zakresie wyszukiwania i wykorzystania informacji, zarówno przedsiębiorcy ukierunkowani na technologię, jak i ci niechętnie ją stosujący mają podobne umiejętności i doświadczenia oraz odpowiednią motywację do badania i wykorzystywania możliwości. Wierzymy, że należy przeprowadzić dalsze badania dotyczące procesu przedsiębiorczego, aby zbadać wpływ technologii cyfrowych i stworzyć fundament dla czynników, które mogą zapewnić sukces w tworzeniu nowych przedsięwzięć z wykorzystaniem narzędzi cyfrowych.

Estonia, since regained its independence in the beginning of 90., invests systematically in education and information technology. Thanks to the forward-thinking society and governments, Estonia is recognized as avant-garde of countries using digital technologies in public sphere as well as in everyday life, what permanently changed the society. The article identifies the factors behind Estonian success in implementing new technologies in public and private spheres.
