The text of article has been inspired by protest of parents of disabled children, demand increasing of nursing benefit from government. The aims of analysis have been accounted for introduction the solution in the form of nursing benefit, his social and economic functions in perspectives both of the households and society or economy.

Przedmiot analizy stanowią uzasadnienie wprowadzenia w życie świadczenia, jego funkcje społeczne i ekonomiczne z perspektywy gospodarstwa domowego oraz społeczeństwa i gospodarki.

An article focuses on the policy of long-term care adressed to dissabled children and their informal carers. In fifi rst part author considers whether long-term care analysis should be used not only in case of the frail elderly people, but also disabled children and then considers why lots of scientififi c works and policy papers neglect the needs of children in the long-term context. In the second part author presents main institutions of public support for heaviliy disabled children and their parents. In that analysis the emphasis is put on the benefifi ts given to the families that care for the children themselves. Next, there are presented some projects of changes in long-term care. Those proposals show that children and edults demanding long-term care are often treated seperately in the reforms currently prepared. At the end, there is a conclusion and recomendations.

Artykuł poświęcony jest polityce w zakresie opieki długoterminowej wobec niepełnosprawnych dzieci i ich opiekunów. W pierwszej części autor pokazuje, że analiza opieki długoterminowej nie powinna być skoncentrowana wyłącznie na niedołężnych osobach starszych, ale także na niepełnosprawnych dzieciach. W drugiej części prezentuje główne instytucje i instrumenty publicznego wsparcia wobec głęboko niepełnosprawnych dzieci i ich rodziców. Szczególną uwagę położono na świadczenia kierowane do rodzin, które same opiekują się dziećmi. W artykule dokonano analizy projektu ustawy o pomocy osobom niesamodzielnym pod kątem tego, jak może poprawić sytuację dzieci niepełnosprawnych i ich opiekunów. Okazuje się, że w projekcie tym nie uwzględnia się niepełnosprawnych dzieci, co w opinii autora budzi wiele zastrzeżeń. Opracowanie kończy zbiór wniosków i rekomendacji.

Nowadays in many countries disability is a common phenomenon. Special significance is given to children’s disability. Raising a child with disabilities affects the entire family. Disability has a negative impact i.e. on material conditions of family. This article presents results of empirical research conducted on 100 families with disabled children. The main goal of the research was to identify the cost incurred by the families because of children’s disability and effectiveness of social policy for families with disabled children. The results suggest that in Poland social policy for families with disabled children is ineffective and the policymakers should provide a more effective support for children with disabilities.

W świetle współczesnych definicji niepełnosprawność to konsekwencje wrodzonych lub nabytych deficytów zdrowotnych. Konsekwencje te to ograniczenia funkcjonowania, działań oraz pełnienia zwyczajowych zadań i ról społecznych. Do regeneracji utraconych struktur, kompensacji stwierdzanych deficytów i adaptacji do życia w społeczeństwie konieczna jest rehabilitacja kompleksowa. Jej celem jest poprawa jakości życia – najpełniej, jak to jest możliwe, w jego wszystkich wymiarach. Proces rehabilitacji polega, między innymi, na wspieraniu osoby z niepełnosprawnością we wzmacnianiu jej zachowanego potencjału oraz udzielaniu pomocy w pokonywaniu barier i trudności w życiu społecznym. Do skutecznego procesu rehabilitacji konieczne jest rozpoznanie obiektywnie istniejących deficytów i wdrożenie adekwatnego wsparcia w kategoriach: emocjonalnych, duchowych, materialnych i innych. Właściwe zależności między dawcami a biorcami wsparcia wymagają nawiązania szczególnych relacji terapeutycznych i mogą decydować o powodzeniu rehabilitacji. W pracy dokonano opisu istoty i najczęściej wymienianych rodzajów wsparcia. Wskazano jego zakres i dawców. Na przykładzie relacji z badania rodzin z dzieckiem niepełnosprawnym ujawniono poważny deficyt wsparcia w rehabilitacji środowiskowej.

In the light of contemporary definitions, disability is a consequence of congenital or acquired health defects. These consequences are restrictions to functioning, actions and performing the usual tasks and social roles. For regeneration of those lost structures, compensation for ascertained deficiency and adaptation to living in society, a comprehensive rehabilitation is necessary. Its goal is to improve the quality of life the fullest, as it is possible and in all its dimensions. The process of rehabilitation is based, among others, on supporting person with disability in improving one’s preserved potential as well as helping in overcoming barriers and difficulties in social life. For effective rehabilitation process, it is necessary to objectively identify existing deficiency and to implement adequate support in emotional, spiritual, financial and other categories. Appropriate relationships between donors and recipients of this support require an establishment of special therapeutic relations and may determine the success of rehabilitation. In this paper, the nature and the most frequent types of support have been described and its scope and donors have also been indicated. Based on the report on studies of families with a disabled child, a serious deficit of the support in the environmental rehabilitation has been revealed.
