Brak dyscypliny fiskalnej w okresie ostatnich kilku dekad doprowadził do zaostrzenia problemów wynikających z nadmiernego nagromadzenia długu publicznego w wielu krajach. Globalny kryzys finansowy i ekonomiczny w latach 2008–2010 w większości krajów spowodował dodatkowo gwałtowne pogorszenie się wskaźników fiskalnych, a obowiązujące reguły fiskalne okazały się nieefektywne. Celem niniejszego opracowania jest przedstawienie roli rad fiskalnych jako niezależnych instytucji budżetowych uważanych obecnie za najbardziej innowacyjne i efektywne rozwiązanie prowadzące do ograniczenia ciężaru długu publicznego oraz promowania odpowiedzialności i przejrzystości fiskalnej. W opracowaniu zarysowano również przesłanki i uwarunkowania powołania rad fiskalnych w Polsce. Z przeprowadzonej analizy wynika, że rady fiskalne mogą stanowić efektywne uzupełnienie innych instytucji budżetowych, ponadto przyczynić się do zwiększenia skuteczności reguł fiskalnychustalonych w sposób numeryczny. Jednak, aby powołanie rady fiskalnej przyczyniło się do zwiększenia dyscypliny budżetowej, instytucja ta powinna posiadać ścisłą niezależność operacyjną i finansową od rządu oraz posiadać zagwarantowany przepisami prawnymi dostęp do wszystkich danych publicznych niezbędnych do oceny projektu budżetu oraz stanu finansów publicznych, przygotowywania niezależnych analiz i prognoz makroekonomicznych, formułowania rekomendacji dotyczących pożądanego charakteru polityki fiskalnej, a także możliwości oszacowania kosztów poszczególnych projektów rządowych czy też stopnia respektowania przez rząd reguł fiskalnych. Wybór typu niezależnych instytucji powinien być dostosowany do rodzaju problemów fiskalnych kraju oraz jego uwarunkowań politycznych włączając w to podstawy konstytucyjne, tradycje legislacyjne oraz zwyczaje polityczne. W warunkach strukturalnych uwarunkowań braku dyscypliny fiskalnej w Polsce, powołanie niezależnej rady fiskalnej przyniosłoby wiele korzyści, jednak efektywność działania tej instytucji będzie ściśle uzależniona od możliwości zapewnienia jej faktycznej niezależności operacyjnej i finansowej.

The lack of fiscal discipline over the last few decades has led to the exacerbation of the problems arising from the excessive accumulation of public debt in many countries. The global financial and economic crisis in 2008–2010 has caused further sharp deterioration in fiscal indicators and the existing fiscal rules have proven to be ineffective in most countries. The purpose of this paper is to present the role of fiscal councils as independent budget institutions currently considered the most innovative and effective solution designed to reduce the burden of public debt and to promote accountability and fiscal transparency. The paper also outlines the rationale and conditions of appointment of fiscal councils in Poland. The analysis shows that the fiscal council may be an effective complement to other budgetary institutions, moreover, it can increase the effectiveness of numerical fiscal rules. However, to ensure to that the appointment of a fiscal council has contributed to the strengthening of budgetary discipline, it should have strict operational and financial independence from the government and have guaranteed legal access to all public data necessary to assess the draft budget and the state of public finances, to prepare independent analysis and macroeconomic forecasts, to formulate recommendations on the desired character of fiscal policy, as well as the possibility of the assessment of the costs of government projects and monitoring compliance with fiscal rules. The choice of the type of independent institutions should depend on the type of fiscal problems of the country and its political system including the constitutional foundations, legislative traditions and political customs. Under conditions of the structural determinants of the lack of fiscal discipline in Poland, the establishment of an independent fiscal council would bring many benefits. However, the effectiveness of this institution will be closely dependent on the ability to assure it the real operational and financial independence from politics.

Celem artykułu jest ocena roli paktu stabilności i wzrostu w stabilizowaniu gospodarki w strefie euro przez zbadanie współzależności między przestrzeganiem jego reguł przez państwa członkowskie a antycyklicznym nastawieniem ich polityki fiskalnej w latach 1999–2015. W badaniach zastosowano statystykę opisową oraz analizę korelacji. Z przeprowadzonych badań wynikają następujące wnioski: stopień poszanowania reguł paktu stabilności i wzrostu przez państwa członkowskie jest niski, zwłaszcza w odniesieniu do wymogu dotyczącego osiągnięcia i utrzymania średniookresowego celu budżetowego; polityka fiskalna miała raczej charakter procykliczny aniżeli antycykliczny; istnieje dodatnia korelacja między przestrzeganiem numerycznych reguł paktu stabilności i wzrostu a antycyklicznym nastawieniem polityki fiskalnej.

The article assesses the role the Stability and Growth Pact (SGP) plays in stabilising the euro area economy. It examines the relationship between member states’ compliance with the rules of the Pact and their attitude to countercyclical fiscal policy in the years 1999–2015. The study used descriptive statistics and correlation analysis, and arrives at the following conclusions: the level of member state compliance with the rules of the SGP is low, particularly in relation to the requirement to achieve and maintain the medium-term budgetary objective; the fiscal stance was pro-cyclical more often than countercyclical; there is a positive correlation between the perception of the Pact’s numerical rules and the attitude of countercyclical fiscal policy.
