Innowacje w administracji publicznej

The article defines the concept of innovation in public organizations and classifies innovation due to different criteria. The author presents the obstacles in raising the innovation of public administration and finally makes the proposals for improvement actions. Analyses show that it is advisable to focus on design thinking and co-creation, it means active participation of citizens in public life, shaping the attitudes and proinnovation behavior among staff offices, as well as activities related to technology, such as improving the accessibility and quality of public e-services, improving the efficiency of digital office, data integration, and first of all to increase the availability and usage of public sector information, which is to ensure wide access to data.

W artykule definiowano pojęcie innowacji w organizacjach publicznych oraz dokonano klasyfikacji innowacji ze względu na różne kryteria. Omówiono przeszkody w podnoszeniu innowacyjności jednostek administracji publicznej, by ostatecznie przestawić propozycje działań usprawniających. Z przeprowadzonych analiz wynika, że wskazane jest nastawienie na myślenie projektowe i współtworzenie, tj. aktywny udział obywateli w życiu publicznym, kształtowanie postaw i zachowań proinnowacyjnych wśród kadry urzędów, a także działania związane z technologią, takie jak podnoszenie dostępności i jakości e-usług publicznych, poprawa cyfrowej efektywności urzędów, integracja danych, a przede wszystkim zwiększenie dostępności i wykorzystania informacji sektora publicznego, czyli zapewnienie szerokiego dostępu do danych.

The aim of this article is to present what chatbots are and where they can be applied. We described the chatbot Wincenty which promotes the Knowledge Engineering specialization offered by University of Economics in Katowice. We also presented our researches how students consider Wincenty. At the end we indicated advantages of using chatbots.

Elektroniczne usługi publiczne w Poznaniu – perspektywa 10 lat w Unii Europejskiej

The aim of the study is to analyze the development level of e-public services in Poznań, the development of which it was possible inter alia thanks to the European funds. Poznań’s situation in this field has been referred to the largest cities in Poland using EU funds for the development of e-government. In the first stage of the research the operational programs under which it was possible to co-finance the development of e-government were analysed. In the second stage there was an analysis of the absorption of EU funds by the studied cities in relation to other units of local government, and the third stage discusses projects from EU funds for the development of e-government in the studied cities. The last, fourth stage of the research includes the analysis of the development level of e-government measured by the development level of selected public e-services in 2011 and 2014, part of which is a consequence of used EU funds.

Celem pracy jest analiza poziomu rozwoju e-usług publicznych dostępnych w Poznaniu, których rozwój możliwy był m.in. dzięki środkom pochodzącym z funduszy europejskich. Sytuacja Poznania w tym zakresie została odniesiona do największych miast w Polsce wykorzystujących środki unijne na rozwój e-administracji. W pierwszym etapie postępowania badawczego przeanalizowano programy operacyjne, w ramach których istniała możliwość współfinansowania rozwoju e-administracji. W drugim etapie przeprowadzono analizę absorpcji środków unijnych przez badane miasta na tle innych jednostek samorządu lokalnego, a w trzecim – omówiono projekty realizowane ze środków unijnych na rozwój e-administracji w badanych miastach. Ostatni, czwarty etap postępowania badawczego obejmuje analizę poziomu rozwoju e-administracji mierzoną poziomem rozwoju wybranych e-usług publicznych w roku 2011 i 2014.
