Theoretical background: Employee development is particularly important in the context of ongoing internal changes and the external environment.Purpose of the article: The understanding of what the professional development of employees in an organization is, what instruments support professional development and what challenges for the development of employees of enterprise economy 4.0 brings for the SME sector.Research methods: The article uses a quantitative approach. The survey was conducted on a sample of 101 firms from Poland. Data were collected through a questionnaire.Main findings: In the surveyed enterprises, predominates a typical approach to the issue of professional development of employees and there is no need for a radical departure from classic solutions in favor of using other (innovative) instruments of professional development.

W artykule przedstawiono cechy gospodarki 4.0, które są kojarzone z rozwojem tzw. nowotworowego etapu kapitalizmu, i które mają wpływ na kierunki ewolucji europejskich stosunków przemysłowych. Z tego rozległego obszaru badawczego wybrano te elementy przeobrażeń kojarzonych z gospodarką 4.0, które podważają bądź unieważniają zastane ‘reżimy’ wypracowane dotąd w ramach określonych ‘spraw’, w tym także w ramach spraw publicznych, stosunków przemysłowych oraz dialogu społecznego.

Research background: In the era of the digital revolution, the Internet, automation and robotisation, new industrial relations and dynamic interactions among different stakeholders are giving rise to new opportunities and challenges. The changes associated with the enforcement of the ?Industry 4.0? concept require adaptation to these developments at different levels of the economy and society in order to support digital transformation. Purpose of the article: The aim of this paper is to measure and assess the impact of digital transformation on European countries (EU). The comparative analysis of technological development in EU countries includes three dimensions: the digitalisation of society (Society 4.0), the ability of the economy to face the challenges of technological development (Economy 4.0), as well as the exploitation of ICT in companies (Companies 4.0). Methods: The empirical section of the article was built on a two-stage analytical approach: (a) cluster analysis methods to assess differences and similarities between EU countries (Hierarchical Cluster and K-Means Cluster) and (b) the multi-criteria decision-making method (TOPSIS) to rank countries according to the adopted evaluation criteria. For the purposes of this analysis, data from the Eurostat database have been applied. Findings & value added: The results of this analysis demonstrate the impact of technological transformation on the economy and society in EU countries grouped according to a similar level of development, such as countries with high, medium and low performance. This has contributed to indicating the cohesion in technological development achieved by each country group and to recognising the digitalisation gap between EU Member States. The novelty of this study consists in applying the multi-stage, multi-criteria analysis based on cluster analysis and the TOPSIS method, as well as the comparative analysis of the impact of technological developments on the societies and economies of EU countries. This paper extends similar studies by focusing on the application of a broad range of indicators regarding a holistic perspective including three dimensions: societies, economies and companies. The results provide valuable insights into evaluating the technological progress in European countries.
Economy 4.0 will be based on a labour market of people who have both technological Economy 4.0 will be based on a labor market of people who have both technological and professional competences. This means that the role of human capital as a launching technology factor will increase, and people who can function in the cyber-physical world will become the most sought-after employees. In this context, it becomes important to reflect on the expected competences of people who are active on the labor market, especially those who will co-create the new economy. These individuals are the young generation who will enter the labor market, and their decisions will affect social and economic processes. The article is based on the results of empirical research carried out as part of the project “New Generation in the New Economy”. The project aims to develop a methodology for cyclical assessment of the economic preparedness of youth for technological revolutions. The research team have developed tools that successfully simulate future challenges which the young generation will face while choosing their career paths. The results presented in this study are based on the task entitled “Self-organization of work and planning activities”. The task is structured according to the idea that realization of plans is possible only when an individual can put them into practice, facilitating economic and social success. The results of the study have shown that students, while remaining in the current education system, have not acquired the analyzed competences at a sufficient level.

W gospodarce 4.0 wzrośnie rola kapitału ludzkiego jako czynnika uruchamiającego technologie, a osoby umiejące funkcjonować w cyberfizycznym świecie staną się najbardziej poszukiwanymi pracownikami. Od kompetencji przyszłych pracowników zależeć będą procesy społeczne i gospodarcze. W ramach projektu Nowe pokolenie w Nowej Gospodarce przygotowano osiem zadań symulujących wyzwania, wobec których stanie młode pokolenie, dokonując wyboru ścieżki kariery. Prezentowane w opracowaniu wyniki badań empirycznych są oparte na jednym z nich, pt. Samoorganizacja pracy i planowanie działań. Miało ono na celu sprawdzenie, czy badana młodzież nabyła kompetencję samoorganizacja pracy i planowanie działań pozwalającą na sprawną realizację planów, co jest warunkiem osiągania sukcesów ekonomicznych i społecznych. Opracowana przez autorkę metodologia badania inspirowana jest metodą assesment center, którą dostosowano do badania młodego pokolenia w omawianym zakresie. Celem artykułu jest diagnoza kompetencji samoorganizacja pracy i planowanie działań na podstawie wyników badań przeprowadzonych wśród młodzieży szkół średnich oraz wskazanie, na ile badana kompetencja jest im właściwa. Z badań wynika, że uczniowie pozostający w obecnym systemie edukacji nie nabyli analizowanej kompetencji w wystarczającym zakresie.
The use of digital technologies plays an increasingly important role in the daily lives of all European citizens, regardless of their age, place of residence, gender or health. The article aims to determine whether there has been a change in the level of pensioners’ digital capability in European countries during the COVID-19 pandemic. The article uses data on 14,788 respondents from the SHARE 50+ Corona Survey 2. Changes in the level of digitization were analyzed using classification trees and on the variables related to the acquisition of new technological skills, such as: searching for information on public services, financial management, and buying or selling items or services online. The obtained results indicate that the pensioners’ digital capability during the COVID-19 pandemic increased in the younger age groups, between the ages of 50 and 70, as well as among retirees living in Greece. The change in the level of digitization is related to a greater extent to the frequency of making purchases via internet than to other variables.

Zastosowanie technologii cyfrowych odgrywa coraz większą rolę w codziennym życiu wszystkich mieszkańców Europy niezależnie od ich wieku, miejsca zamieszkania, płci czy stanu zdrowia. Celem artykułu jest przedstawienie zmiany poziomu cyfryzacji emerytów w krajach europejskich w czasie pandemii COVID-19.W artykule wykorzystano dane dotyczące 14 788 respondentów z badania panelowego SHARE 50+ Corona Survey 2. Dokonano analizy zmian w zakresie poziomu cyfryzacji, wykorzystując drzewa klasyfikacyjne oraz zmienne dotyczące nabywania nowych umiejętności technologicznych, takich jak: wyszukiwanie informacji dotyczących usług publicznych, zarządzanie finansami oraz kupowanie lub sprzedaż przedmiotów lub usług online. Uzyskane wyniki wskazują, że poziom cyfryzacji emerytów w czasie pandemii COVID-19 podniósł się w grupach osób młodszych wiekowo, między 50. a 70. rokiem życia, a także wśród emerytów mieszkających w Grecji. Zmiana poziomu cyfryzacji w większym zakresie dotyczyła częstotliwości dokonywania zakupów przez Internet niż pozostałych zmiennych.
The purpose of this article is defining the cognitive competences (cognitive, character-related and social), which in our opinion managers should have under conditions of the fourth industrial revolution (economy 4.0). We pay particular attention to the function of innovation marketer, that is, a specialist whose role is acting as an agent between the sphere of business and the sphere of science (research and development). This relation conditioning the innovativeness of companies to a large extent determines the success of the economy 4.0 project.

Szczególną uwagę poświęcamy postaci marketera innowacji, a więc specjaliście, którego rolą jest pośredniczenie między sferą biznesu a sferą nauki (badań i rozwoju). Od tej relacji, warunkującej innowacyjność przedsiębiorstw, w znacznym stopniu zależy sukces projektu gospodarki 4.0
Współczesne podmioty gospodarcze wchodzą w epokę nowej rewolucji przemysłowej. Wyznacznikiem epoki jest pełna cyfryzacja i automatyzacja procesów pracy. Przygotowanie do sprostania nowym wyzwaniom wymaga środków i odpowiednio wykwalifikowanych pracowników. Niezbędna jest więc zmiana w systemie przygotowania i doskonalenia zawodowego, umożliwiająca przygotowanie pracownika do pełnienia nowej roli zawodowej w „Gospodarce 4.0”.

A modern business operator is entering the new industrial revolution era. New challanges requires adequate solutions and highly qualifed workers which are capable of meeting new market requirements. It is necessary to change the method of advanced vocational training and preparing employees to serve a new role as proffesionals in the foruth-generation industry.
This article starts with a presentation of the conditions and a definition of the dimensions that affect the choice of management methods. Next, the author attempts the particularization of a method to solve the research problem through proposing a detailed procedure of selecting management methods for a specific stage of economic development. The next part of the paper tries to define the application of management methods for a specific stage of the development of the economy currently featuring economy 4.0. The thesis is assumed that for each stage of economic development it is vital to evaluate and prioritize management methods, and example solutions of the research problem for economy 4.0 are presented. The final part of the paper discusses the directions of perfecting management methods within the limits of the perspectives for further development of the economy, for example towards achieving the character of economy 5.0.

Niniejszy artykuł rozpoczyna prezentacja uwarunkowań oraz określenie wymiarów wpływających na dobór metod zarządzania. Następnie autor dokonuje próby uszczegółowienia sposobu rozwiązania problemu badawczego przez zaproponowanie szczegółowej procedury doboru metod zarządzania. W kolejnej części publikacji podjęta zostaje próba określenia zastosowania metod zarządzania dla konkretnej fazy rozwoju gospodarki, jakim aktualnie jest gospodarka 4.0. Autor przyjmuje tezę, że dla każdej fazy rozwoju gospodarki konieczne jest wartościowanie i hierarchizowanie metod zarządzania, oraz prezentuje przykładowe rozwiązanie tego problemu badawczego dla gospodarki 4.0. W końcowej części artykułu omówione zostały kierunki doskonalenia metod zarządzania w warunkach uwzględnienia perspektyw dalszego rozwoju gospodarki – na przykład osiągnięcia charakteru gospodarki 5.0.
The article presents selected issues related to the digital transformation of Poland from the perspective of local government. It poses the following questions: How should we understand the digital transformation in general and the digital transformation of local government? Why should local government choose this path for transformation and what impact does it have? The article uses the method of analysis and criticism of the literature.The conclusions drawn from the research are as follows: the digital transformation of local government is the entirety of the changes taking place in it in terms of the services, processes, resources, organizational culture and competences using digital technologies. The purpose of these changes is to improve the quality of life and achieve the goals of sustainable development. Each local government unit must enter the path of digital transformation. It is an objective of necessity resulting mainly from social needs (expectations) for which the local government has been appointed. These needs can be divided into several categories. Residents require easier shopping and handling of administrative matters, as well as access to information and efficient communication. They also report the need for improving the conditions of work, maintaining employment, and accessing professional development. The expectation of reduced social inequalities remains valid. Residents and entrepreneurs expect Internet access and free mobility, and the latter also require support in optimizing business processes. In the conditions of developing the digital economy, we also expect the creation of an efficient system of warnings about threats and ensuring safety on the Internet. All aspects cause changes in the economy and the financing of local government. These mainly concern its functions and scope of performed tasks, the how social needs are satisfied and the tools used.

Przedmiotem artykułu są wybrane zagadnienia związane z transformacją cyfrową Polski widziane przez pryzmat samorządu terytorialnego. Jego celem jest odpowiedź na pytania: Jak należy rozumieć transformację cyfrową w ogóle i transformację cyfrową samorządu terytorialnego? Dlaczego samorząd terytorialny powinien wejść na drogę tej transformacji i jaki ma ona na niego wpływ? W artykule zastosowano metodę analizy i krytyki piśmiennictwa. Wnioski wypływające z badań są następujące: transformacja cyfrowa samorządu terytorialne go jest to całokształt zachodzących w nim przemian dotyczących usług, procesów, zasobów, kultury organizacyjnej oraz kompetencji wykorzystujących technologie cyfrowe. Celem tych przemian jest poprawa jakości życia i realizacja celów zrównoważonego rozwoju. Każda jednostka samorządu terytorialnego musi wejść na ścieżkę transformacji cyfrowej. Jest ona obiektywną koniecznością wynikającą przede wszystkim z potrzeb (oczekiwań) społecznych, do zaspokajania których samorząd został powołany. Potrzeby te można podzielić na kilka kategorii. Mieszkańcy oczekują ułatwień w dokonywaniu zakupów i załatwianiu spraw administracyjnych oraz dostępu do informacji i sprawnej komunikacji. Zgłaszają też potrzebę poprawy warunków pracy, utrzymania zatrudnienia, dostępu do rozwoju zawodowego. W dalszym ciągu aktualne jest również oczekiwanie zmniejszania nierówności społecznych. Mieszkańcy i przedsiębiorcy oczekują zapewnienia dostępu do Internetu i swobodnej mobilności, a ci ostatni także wsparcia w zakresie optymalizacji procesów biznesowych. W warunkach rozwoju gospodarki cyfrowej oczekujemy też stworzenia sprawnego systemu ostrzegania o zagrożeniach i zapewnienia bezpieczeństwa w Internecie. To wszystko powoduje, że następują zmiany w gospodarce i finansach samorządu terytorialnego. Dotyczą one przede wszystkim jego funkcji i zakresu wykonywanych zadań, sposobów zaspokajania potrzeb społecznych oraz wykorzystywanych narzędzi.
