Education for security serves to prepare citizens for appropriate behaviour and appropriate reactions in situations posing a threat to their health and life. At every step, we deal with many different threats that occur in all areas of human life. The main areas include social, public, professional, and educational sphere. The aim of the article is to present the role and significance of education for security in the context of the catalogue of threats to a person functioning in various areas of their life. The article consists of an introduction, the identification of the human space, a list of selected threats, and a summary.

Education is one of the basic ways of shaping security. Its level depends on values, attitudes and messages, people’s awareness as well as the skills necessary to prevent and deal with threats. Information activities in the field of counteracting threats should be supported by properly prepared education, especially for children and young people, which plays a special role in shaping safe behaviors and attitudes. Education for security of young people in Poland is an important and comprehensive undertaking involving state authorities, relevant services, organizations and the whole society. There is a conviction that only permanent and broad-based activities involving the whole society can bring the expected results, and thus raise the level of citizens’ awareness of security.

Edukacja stanowi jedną z podstawowych dróg kształtowania bezpieczeństwa, od jej poziomu zależą wartości, postawy oraz wiadomości, świadomość ludzi, a także umiejętności niezbędne do zapobiegania i radzenia sobie w sytuacji zagrożeń. Działania informacyjne w zakresie przeciwdziałania zagrożeniom powinny zostać poparte poprzez odpowiednio przygotowaną edukację zwłaszcza dzieci i młodzieży, odgrywającą szczególną rolę w kształtowaniu bezpiecznych zachowań i postaw. Edukacja dla bezpieczeństwa młodzieży w Polsce jest ważnym i kompleksowym przedsięwzięciem angażującym władze państwowe, odpowiednie służby, organizacje oraz całe społeczeństwo. Dominuje przeświadczenie, że tylko ustawiczne i zakrojone na szeroką skalę działania angażujące całe społeczeństwo mogą przynieść oczekiwane rezultaty, a więc podniesienie poziomu świadomości obywateli w zakresie bezpieczeństwa.

Publikacja stanowi zarys analizy współczesnego systemu edukacji dla bezpieczeństwa w Polsce. Skupiono się na teoretycznych założeniach dotyczących nauczania owej dziedziny, zarówno tego prowadzonego przez organy państwowe w ramach powszechnej edukacji podstawowej, jak i realizowanego przez organizacje pozarządowe, których odbiorcami są nie tylko dzieci i młodzież, ale również osoby dorosłe. Zmiany, jakie zaszły (i wciąż zachodzą) w oświacie, silnie oddziałują na faktyczny proces edukacji, co wymusza ciągłe analizowanie i kontrolowanie teoretycznych celów oraz praktycznych rozwiązań wraz z ich efektami. Niniejsze opracowanie jest próbą podsumowania przemian, które dokonały się na przestrzeni ostatniej dekady w edukacji dla bezpieczeństwa.

This publication constitutes the outline of an analysis of the modern education system for security in Poland. The focus is on theoretical assumptions concerning teaching of this domain, both provided by state organs as part of general primary education and conducted by non-governmental organizations, whose beneficiaries include not only children and youth but adults as well. The changes in education which have taken place, and still occur, influence the actual education process significantly. It induces constant analysis and the control of theoretical goals and practical solutions along with their effects. This study is an attempt at summarising the changes that have taken place in the field of education for security over the past decade

The starting point for a discussion on current issues in education for safety is the in-troduction of the most important definitions such as: safety, challenges, threats, education, ethics in safety. Then, contemporary threats to the state are presented according to the sub-ject criterion. Further on, a special emphasis is placed on the ethical dimension of education for security - based on universal values (pillars). It also includes practical solutions to nu-merous issues that impact the education system in Poland - divided into three cycles - which are supposed to lead to appropriate defensive, patriotic and civic attitudes.

Punktem wyjścia do rozważań o współczesnych zagadnieniach edukacji dla bezpieczeństwa jest przybliżenie najważniejszych definicji takich, jak: bezpieczeństwo, wyzwania, zagrożenia, edukacja, etyka w bezpieczeństwie. Następnie zaprezentowane są współczesne zagrożenia państwa według kryterium przedmiotowego. W dalszej kolejności został położony szczególny akcent na etyczny wymiar edukacji dla bezpieczeństwa – oparty na uniwersalnych wartościach (filarach). Zawarte są także praktyczne zagadnienia edukowania dla bezpieczeństwa w polskim systemie oświaty – ujęte w trzy cykle – mające doprowadzić do odpowiednich postaw obronnych, patriotycznych i obywatelskich.

The contemporary role of a teacher and a tutor is not limited to indirect influence on the knowledge-pupil plane, contemporary teachers are autonomous individuals who teach and educate with their style and manner. The mere presence of the teacher in the school environment reminds pupils of what they have to do and how to behave. It is not therefore irrelevant what kind of an idea of a teacher and a tutor is shaped in the pupils’ minds. The present education system imposes on teachers a variety of tasks connected with planning and organizing the education process including fulfilling different roles which, if performed appropriately, may contribute to the pupils’ educational success.

Understanding the need to shape a culture of information security is associated with the perception of society as a collective operating under conditions of permanent risk and uncertainty and the fluidity of life, in which, as Zygmunt Bauman writes, no structures maintain their shape and stable course for too long. The article refers to the need for education in the field of information security culture at the academic level, emphasizing in this education the importance of information culture and information competence. As an example of good practice in this area, classes were taught as part of the Information security in the public sector in master’s studies at the Institute of Safety and Citizenship Education of the Pedagogical University of Krakow. It was considered necessary to include content from this area in the study program, not only in the direction of national security, in order to support state actions aimed at shaping the resilience of the society to information attacks. University libraries can cooperate with didactic units in this area and implement some of the exercises themselves, eg. in the area of safe use of information resources and individual information management that provides the entity with the possibility of, among others, securing against manipulation in a liquid surveillance environment.

Rozumienie potrzeby kształtowania kultury bezpieczeństwa informacyjnego wiąże się z postrzeganiem społeczeństwa jako zbiorowości funkcjonującej w warunkach permanentnego ryzyka i niepewności oraz płynności życia, w którym – jak pisze Zygmunt Bauman – żadne struktury nie zachowują zbyt długo swojego kształtu i stabilnego kursu. W artykule odniesiono się do potrzeby kształcenia w zakresie kultury bezpieczeństwa informacyjnego na poziomie akademickim, akcentując w tej edukacji znaczenie kultury informacyjnej i kompetencji informacyjnych. Jako przykład dobrej praktyki w tym zakresie przywołano zajęcia realizowane w ramach specjalności Bezpieczeństwo informacyjne w sektorze publicznym na studiach magisterskich w Instytucie Bezpieczeństwa i Edukacji Obywatelskiej Uniwersytetu Pedagogicznego w Krakowie. Uznano za konieczne włączenie treści z tego obszaru do programu studiów nie tylko na kierunku bezpieczeństwo narodowe, aby w ten sposób wesprzeć działania państwa mające na celu kształtowanie odporności społeczeństwa na ataki informacyjne. Biblioteki uczelniane mogą w tym obszarze współpracować z jednostkami dydaktycznymi i same realizować część ćwiczeń, np. w zakresie bezpiecznego korzystania z zasobów informacyjnych oraz indywidualnego zarządzania informacją, które daje podmiotowi możliwość, między innymi zabezpieczenia się przed manipulacją w środowisku płynnej inwigilacji.

„Bezpieczeństwo” to pojęcie używane przez większość osób, niemniej jednak bez przymiot-nika jest kategorią teoretyczną, wielorako i wieloaspektowo rozumianą. Bezpieczeństwo to stan braku zagrożeń. Z punktu widzenia bezpieczeństwa państwa postrzeganego jako bezpieczeństwo jego poszczególnych obywateli istotnym elementem są cyfrowe kompetencje obywateli, które powinny stanowić podstawową zaporę przed zagrożeniami cyfrowymi. Kultura informacyjna – jej rozwijanie to z kolei jeden z głównych celów edukacji z zakresu szeroko rozumianej problematyki technologii informacyjno-komunikacyjnych, na wszystkich poziomach (etapach) kształcenia doby społeczeństwa informacyjnego. Przedstawiona w artykule analiza zagadnienia kultury informacyjnej jako komponentu bez-pieczeństwa obywateli, a tym samym bezpieczeństwa państwa stanowi fragment szerszych badań nt.: „Społeczne i kulturowe aspekty jakości bezpieczeństwa życia i pracy człowieka”.

“Safety” is a concept used by most people, but without an adjective it is a theoretical catego-ry, multiple and multi-aspect understood. Security is the state of no threats. From the point of view of the security of the state as the security of its individual citizens, an important element are the digital competences of citizens, which should constitute the basic barrier against digital threats. Information culture – its development is one of the main aims of education in the field of broadly understood issues of information and communication technologies, at all levels (stages) of educat-ing the day of the information society. The issues of culture presented in the analysis as elements of security, including the states of security, constitute a fragment of a broader research on: “Social and cultural aspects of the quality of life and human work safety”.

На основе теоретических соображений и анализа практических мероприятий, реализуемых в области формирования общественного сознания о безопасности, в статье делается попытка охарактеризовать образовательные учреждения, не- правительственные организации и силовые структуры, оказывающие наиболее существенное влияние на обсуждаемые вопросы. Цель статьи – представить процесс передачи знаний, формирования навыков и компетенций в области безопасности через институциональное образование и деятельность всех субъектов, участвующих в процессе формирования безопас- ности человека. В статье представлен современный и комплексный подход к реализации задач в сфере образования для безопасности, сущность сотрудничества формального и неформального образования и его роль в формировании общественного сознания о безопасности с учетом его междисциплинарности. Было отмечено, что условием построения сильной системы государственной безопасности является воспитание сознательного общества, готового реагировать на события с признаками кризиса.

Based on theoretical considerations and analyzing practical activities implemented in the area of shaping public awareness of security, the article attempts to characterize educational entities, non-governmental organizations and uniformed services that have the most significant impact on the issues discussed. The aim of the article is to present the process of transferring knowledge, shaping skills and competences in the area of security through institutional education and the activity of all entities operating in the process of shaping human security. The article presents a modern and comprehensive approach to the implementation of tasks in the field of education for security, the essence of cooperation between formal and non-formal education and its role in shaping the public awareness of security, taking into account its interdisciplinarity. It was pointed out that the condition for building a strong state security system is the education of an aware society, prepared to react to events with the features of a crisis.
