This article aims to analyse the fundamental determinants, main subjects and instruments of the Estonian ethnic policy. We will investigate the impact of the Estonian ethnic policy and the Russian Federation’s policy on the attitudes of the Russian-speaking minority in Estonia. We will also attempt to evaluate the efficiency of the Estonian ethnic policy and consider the way it influences the relations between individual ethnic and national groups.

The aim of this article is an attempt to measure the efficiency of academic advancement in a regional conceptualization (division according to voivodships) in Polish higher education. In making this attempt a non-parametric DEA method has been used introducing three models: doctoral, doctoral-supplemental, and post-doctoral. Knowledge concerning academic advancement efficiency is significant in developing the economy of particular regions. On the other hand, the results may lead to knowledge, models and tools transfer from regions with higher levels of efficiency to those with low levels of efficiency (convergence efficiency).

Celem niniejszego artykułu jest próba zmierzenia efektywności awansu naukowego w ujęciu regionalnym (podział według województw) na podstawie polskiego szkolnictwa wyższego. Badanie poziomu efektywności awansu naukowego przeprowadzono przy wykorzystaniu nieparametrycznej metody DEA, dla której potrzeb zostały stworzone trzy modele: doktorski, doktorski-uzupełniający, profesorski. Wiedza dotycząca poziomu efektywności awansu naukowy ma istotne znaczenie w rozwoju gospodarki poszczególnych regionów. Z drugiej strony, wyniki badania mogą pozwolić przenieść wiedzę, narzędzia z regionów charakteryzujących się wyższymi poziomami efektywności do tych z niższym poziomem (efekt konwergencji).
