Employee appraisal and adequate evaluation of job posistions is a key-part of personal management, and if is applied well, then has a high influence over whole firm development and every single employee. The evaluation consists of two important components, namely material and immaterial component. Mostly is in the primary focus these material part, but the same high account position, in optimum case, has the immaterial part. In worker appraisement is necessary to accentuate, beside financial rewards and profit, also the possibility of self - fulfillment, proper and motivative environment, social certainty or also prestigious participation in some decision-making process. All evaluation results may lead in improvement of human resource management and stimulation of efficiency.

Artykuł zawiera przedstawienie procedury i instrumentarium ocen okresowych pracowników. Poprawnie realizowana procedura oceny pracowników ma istotne znaczenie dla samych pracowników oraz dla zatrudniających ich przedsiębiorstw. System ocen powinien wspierać rozwój zawodowy pracowników i motywować ich do osiągania lepszych wyników pracy.

The staff assessment becomes an indispensable branch of a personnel policy for majority of companies. The system of staff assessment will be successful provided that a proper preparation of the right tools will be done, which will respect specific business activities of a company. Proper carrying out of the assessment procedure is absolutely vital to both an individual employee and the whole company. The system of assessment should be conducive to open information policy, and should strengthen the staff motivation.

Celem artykułu jest ocena dostosowania systemu ocen pracowniczych w administracji samorządowej do potrzeb, wymagań i specyfiki pracy urzędów gminnych, czyli jakości narzędzia kadrowego, jakim jest system ocen. Szczególną uwagę zwrócono na zakres opisu kryteriów oceny oraz procedury oceniania. Ustawa z 2008 r. o pracownikach samorządowych przekazała prezydentom, burmistrzom i wójtom uprawnienia do samodzielnego tworzenia i wykorzystania systemu ocen pracowniczych, zgodnie z potrzebami urzędów. Różne badania, w tym Instytutu Pracy i Spraw Socjalnych (IPiSS), pokazały jednak, że urzędy nie skorzystały z tego. W dalszym ciągu stosuje się zasady i procedury określone w rozporządzeniu Rady Ministrów (RM) z 2007 r., które formalnie przestały obowiązywać od 2008 r. Oznacza to, że niezależnie od wielkości i rodzaju urzędu (miejski, wiejski), a więc jego specyfiki, systemy ocen są identyczne, podobny jest też zakres ich zastosowania.

The aim of this paper is to evaluate the extent to which the employee appraisal system applied in local government administration meets the needs, requirements, and job specifics of gmina [municipality] offices—the quality of a personnel tool such as the performance appraisal system. Special attention has been applied to the scope of employee appraisal criteria as well as appraisal procedures. The Act of 2008 on Territorial Local Government Workers provided mayors and village managers with powers to create and utilize employee performance appraisal systems in line with the needs of their offices. Research, including that conducted by the Institute of Labor and Social Studies, demonstrates that these offices have not taken advantage of this. They continue to apply principles and procedures as defined in the Directive of the Council of Ministers of 2007 that ceased being binding as of 2008. The result is that regardless of size and type of office (town or rural), hence its specifics, the appraisal system is identical as is the case of its range of application.
