Article aims to present the technological innovation - Smart Grids in the process of maintaining Europ’s energy security, competitiveness of economy and environmental protection. Innovative intelligent networks are the solution to accelerate the liberalization process of the energy sector, and also to grow energy efficiency and savings in the consumption of electricity. Management of energy production and efficient planning of consumption will bring benefits for the economic development. Technology of smart grids will change in the future the structure of the supply of energy towards a decentralization system. This article consist of three main parts, the first concerns the analysis of energy policy in Europe with the most significant factors that shape this policy, the seconde part concerns the presentation of the smart grids solutions essence for electricity and the benefits generated by the process of implementing in the energy system. The third part is devoted to European and Polish projects in the subject of smart meters.

Artykuł podejmuje problem udziału społeczeństwa w podejmowaniu decyzji dotyczących kontrowersyjnych innowacji technologicznych na przykładzie poszukiwania gazu łupkowego w Polsce. Wychodząc z założeń społecznych studiów nad nauką i technologią, socjologii ryzyka i partycypacyjnego zarządzania technologią, autorzy przeprowadzają analizę pilotażowego programu dialogowo-partycypacyjnego dotyczącego planów poszukiwania i wydobycia gazu z łupków w gminie Mikołajki Pomorskie, przeprowadzonego w 2013 roku. Celem artykułu jest pokazanie, czy i jak teoria działa w praktyce: jak dalece możliwe jest wdrażanie udziału szerokich grup interesariuszy w procesach decyzyjnych dotyczących innowacyjnych technologicznych inwestycji. Przeprowadzona analiza pokazuje, że mimo rozwoju teoretycznego namysłu nad partycypacją „od informowania społeczeństwa do współdecydowania”, w praktyce społecznej, przy realizacji projektów partycypacyjnych może dochodzić do zatoczenia pętli – powrotu od partycypacji do informowania i konsultacji.

Using the example of shale gas exploration in Poland, the article brings up the problem of public participation in decision making on controversial energy innovations. Based on theoretical approaches from science and technology studies, sociology of risk and participatory technology governance, the authors present an analysis of a pilot dialogue programme on shale gas, conducted in a small community in North Poland, Mikołajki Pomorskie in 2013. The goal of the article is to study how the participatory approach works in social practice: to what degree is the inclusion of various stakeholders groups possible in decision making processes regarding innovative technological investments. The conducted analysis shows that although in the theory a shift from informing to making decision together has been made, participatory activities may in social practice make a loop and come back to “information and education” as main goals of communication with the public.
