Relations between Russia and the European Union are particularly important in the sphere of the production, transmission and use of energy resources as it is in this field where Russia possesses its key strategic assets, and the European Union heavily relies on supplies of oil and natural gas from this country. Russia wants to be perceived as a superpower by the European Union countries and believes that having such a status will contribute to its further progress. In order to accomplish this goal it should take advantage of its superior position in the field of power industry. In the past, both in the times of czarism and the Soviet Union, Imperial Russia built its status as a world power primarily by using its military potential to expand its territory. We compare this tradition to Russia’s present attitude, the latter is undoubtedly less dangerous and it may become the basis for mutually advantageous cooperation.

In 2015, an estimated 1.2 billion people, or 16% of the global population, did not have access to electricity. At the same time, solid waste generation rates have risen fast, reaching 30 million tons in 1980, 200 million tons today, and projected to exceed over 11 million tons per day by 2100. The waste from cities alone is already enough to fill a line of trash trucks 5,000 kilometers long every day. Solutions therefore must be found, with Waste to Energy (WtE) conversion a strong contender, which presently represents a $29 billion industry globally. By use of cluster sampling, a sample of 361 individuals was surveyed by use of a 63-item, 7-level, Likert type agreement scale questionnaire on the study’s four constructs. A confirmatory factor analysis was run prior to the structural equation model, with analysis undertaken by use of LISREL 9.1. All causal factors in the model were shown to have a positive influence on the creation of shared value (CSV) of the waste management power plant and the local community, with 68% of the variance of the factor affecting CSV (R2). Ranked in importance, the three latent variables were government policy (GP), the waste management power plant (WMPP), and community participation (CP), with a total score of 0.83, 0.37 and 0.36, respectively.

A paper entitled Energy resources of post-soviet Central Asia: reserves, production, energy policy covers topics that refer to production and transport of the petrol and natural gas through the so called “Asian five” states. Turkmenistan, Kazakhstan and Uzbekistan are over-regional leaders in the production of petroleum and natural gas. New natural resources reserves has been also discovered in Tajikistan and Kirgizstan. The post-soviet states of Central Asia are making an effort to raise their shares in the global petrol market however their abilities are limited by the Russian Federation`s position in the global market, corruption and nepotism. Only the overcoming of this negative tendencies might lead to positive change of the perception, as the region countries will be perceived as a key players in the petroleum and natural gas export.

Туркменистан, Узбекистан, Казахстан – это надрегиональные лидеры в производстве нефти и природного газа. Новые залежи энергетического сырья открыли также в Киргизии и Таджикистане. Постсоветские страны Средней Азии стараются последо- вательно увеличивать свое участие в глобальном топливном рынке. Их воз- можности однако ограничиваются позицией, которую занимает на мировом рынке топливо Российскую Федерация, низким уровнем безопасности, чрез- мерной коррупцией и непотизмом. Только преодоление этих отрицательных тенденций может привести к позитивным изменениям в восприятии этих государств как ключевых нефтяных экспортеров нефти и природного газа.

Их возмож- ности однако ущемлены позицией занимать на глобальном рынке горючее Российскую Федерацией, низким уровнем безопасности, чрезмерную кор- рупцией и непотизмом. Только преодолеть этих отрицательных тенденций может принести за плечами выгодное изменение во воспринимании этих го- сударств ключевых нефтяных экспортеров и земляного газа.
