Systemy opieki długoterminowej najczęściej analizuje się w odniesieniu do trzech wymiarów: regulacji, finansowania i świadczenia usług. W tekście skupiono się na pierwszym z nich. Celem artykułu jest omówienie wybranych zagadnień dotyczących regulacji opieki długoterminowej wraz z przedstawieniem przykładów rozwiązań z zakresu polityki społecznej. W pierwszej części tekstu wskazano na rolę normalizacji w kontekście makro, tj. w odniesieniu do konstrukcji systemu opieki długoterminowej. W kolejnych częściach artykułu skupiono się na perspektywie mikro: omówiono podstawowe wyzwania regulacyjne dotyczące uprawnienia do świadczeń, wskazano na różne możliwości regulacji wykorzystania świadczeń przez osoby niesamodzielne oraz przedstawiono rolę normalizacji w kontekście jakości opieki formalnej. Ostatnia część artykułu dotyczy przepisów pracy opiekuńczej wykonywanej przez imigrantów. Głównym kryterium selekcji wątków w tekście była próba odniesienia poruszanych w artykule problemów do dyskusji na temat wyzwań dotyczących opieki długoterminowej w Polsce.

Long-term care systems are most often analyzed in relation to three dimensions: regulation, financing and provision of services. The text focuses on the first of them. The aim of the article is to discuss selected issues regarding the regulation of long-term care with the presentation of examples of solutions in the field of social policy. The first part of the text indicates the role of standardization in the macro-context, i.e. in relation to the construction of the long-term care system. The following parts of the article focus on the micro perspective: basic regulatory challenges regarding entitlement to benefi ts were discussed, different possibilities of regulating the use of services by dependent persons were discussed and the role of normalization in the context of the quality of formal care was presented. The last part of the article concerns the provisions of care work performed by immigrants. The main criterion for selection of threads in the text was an attempt to relate the problems discussed in the article to the discussion on the challenges of long--term care in Poland.
