Sustainable development should be viewed in the context of environmental, social and economic order. The objective of the present study has been to evaluate to what extent the development occurring in the Province of Warmia and Mazury is sustainable in terms of the environment, society and economy, and to suggest some improvements to the evaluation method applied so far. The theoretical, empirical and competence research was conducted in 2006-2010. The empirical part of the research was performed in 2008-2009, based on the data of 2007 obtained from the Regional Data Bank. Applying the comparative indicator method, 70 indicators were developed of opposite preference orientation. It has been suggested that the area covered by forests, waters, etc., i.e. the land where people cannot be settled, should be omitted from calculations of the population density indicator. Furthermore, the forest cover indicator in the present study was used without making a distinction between private and public woodlands. The author's analysis of the social and economic order has demonstrated that the local society is poor, which entails low comfort of living and underfinanced health care and education. The evaluation of environmental order has yielded more positive results.

Conducting integrated measures within the framework of sustainable development requires an objective identification of the needs for their implementation based on the results of multifaceted analyses of many complex, interrelated factors reflecting the state of the natural environment and the economic and demographic situation. The increasing functionality of Geographic Information Systems (GIS), has made GIS databases a tool supporting the implementation of sustainable development activities. The aim of the study was to recognise the spatial variability of the level of environmental governance in the south-west region of Poland. Methods of research on multidimensional data mining techniques and geo-spatial analyses were applied, resulting in a theoretical model describing the regularities in the relationships between the analysed indicators of environmental governance. The level of environmental governance was most strongly determined by indicators concerning climate change and biodiversity.

Environmental resources are part of national wealth, they are determinants of local and regional development located on the level of elements influencing the quality of life of the inhabitants as well as the vitality of the region. In response to global challenges related to environmental resources, separate environmental policies are created, implemented and linked to other development policies. The aim of this article is to identify the diversity of environmental resource management in Polish voivodeships. The time scope of the research covers 2004 and 2019, and the spatial scope is 16 provinces. Four areas of environmental governance were identified in the research procedure: (1) water resources and waste management, (2) land use and biodiversity, (3) energy, and (4) air and climate protection, within which their differentiation was measured. The proposed TOPSIS method allowed for a linear ordering of the provinces in each domain. The general assumption is that there has been progress in the level of environmental resource management within each domain. The proposed research method in combination with the ordering within typological classes revealed in many cases a stable level of management in the indicated areas, which did not undergo any significant changes in the years studied. The implementation of the research objective made it possible to see a diversified approach to the management of environmental resources in the voivodships, which may be considered a favourable phenomenon. This may indicate a diversified approach to environmental issues and balancing the scale of management.

Zasoby środowiskowe stanowią część bogactwa narodowego, są uwarunkowaniem rozwoju lokalnego i regionalnego, umiejscawianym na płaszczyźnie elementów wpływających na jakości życia mieszkańców oraz ożywienie regionu. W odpowiedzi na globalne wyzwania związane z zasobami środowiskowymi tworzone są odrębne polityki środowiskowe, wdrażane i powiązane z innymi politykami rozwojowymi. Celem artykułu jest identyfikacja zróżnicowania gospodarowania zasobami środowiskowymi w polskich województwach. Zakres czasowy badań obejmuje 2004 i 2019 r., a zakres przestrzenny 16 województw. W postępowaniu badawczym wyodrębniono cztery dziedziny ładu środowiskowego: (1) zasoby wody i gospodarka odpadami, (2) użytkowanie gruntów i bioróżnorodność, (3) energia oraz (4) ochrona powietrza i klimatu, w ramach których dokonano pomiaru ich zróżnicowania. Zaproponowana metoda TOPSIS umożliwiła liniowe uporządkowanie województw w każdej dziedzinie. W ogólnym założeniu można przyjąć, że nastąpił progres w poziomie gospodarowania zasobami środowiskowymi w obrębie każdej z dziedzin. Zaproponowana metoda badawcza w połączeniu z uporządkowaniem w ramach klas typologicznych ujawniła w wielu przypadkach stabilny poziom gospodarowania we wskazanych obszarach, który nie uległ wyraźnym zmianom w badanych latach. Realizacja założonego celu badawczego pozwoliła dostrzec zróżnicowane podejście w gospodarowaniu zasobami środowiskowymi w województwach, co można uznać za zjawisko korzystne. Świadczyć to może o zdywersyfikowanym podejściu do kwestii środowiskowych i równoważenia skali gospodarowania.
