The article is a review of issues connected with business ethics and corporate social responsibility (CSR) in the last 20 years. Two decades have passed since the Sixth Polish Philosophical Congress took place in Toruń, where-for the first time in the history of Polish philosophical conventions-business ethics was recognized as a philosophical sub-discipline. It manifested itself in a special subsection of the Congress devoted to the topic, which was also kept at the next congress meetings. The paper is not a full review and most likely is not free from subjectivism. This is partly due to the fact that the subject matter falls within the scope of the philosophy of practicality-as the author interprets and refers to the philosophical system of Tadeusz Kotarbiński.

Setting up public administration which operates effectively and taking over responsibilities, both crucial on the point of view of the democracy indicators, requires great effort from all social stake holders in setting up and maintaining a public service organization. This notion implies the setting in function of the instruments and procedures that prevent undesirable behavior and provide encouragement of good behavior among operators of those services. While doing this, communication as a main component of the public service, calls for structure and control. Ethics or standards of behavior in the public sector are important political and public issues for every country, which is always held as a fundamental prerequisite for “good behavior” (good governance). The Code of ethics by which are expressed the values and standards in the civil service is one of the ethical elements of infrastructure. It enhances the function of orientation (giving instructions for action and behavior), and aims: respect for the law, respect for individuals, personal and professional integrity and efficiency in managing public resources, reinforcing the role and importance that the communication strategies and tools have. Professional association helps to develop judgment and of the necessary skills to enable white collar workers to apply communication strategy and tools and ethical principles in real circumstances. Objective progress can help create an environment where the white collar workers are willing to face and resolve communication problems and ethical disputes, they can even develop essential skills for effective communication and ethical analysis. The mechanisms of awareness about mission and processes of the public service, orientation and internal consulting in the civil service should be available to help white collar workers to apply basic communication and ethical standards in the workplace. Improvements in the legal framework is necessary for the proper functioning of public service, namely: to gain and maintain public confidence.

Celem opracowania jest dokonanie oceny poziomu rozwoju obszaru zarządzania realizowanego na poziomie urzędu gminy określonego jako „Etyka i zapobieganie zjawiskom korupcji:, rozpatrywanego z perspektywy infrastruktury etycznej organizacji. Realizacja tego celu wymagała wykorzystania metodyki analizy instytucjonalnej. Służy ona do zdobycia wiedzy o rozwoju określonej organizacji w celu zaprojektowania zmian, czy usprawnień jej funkcjonowania. Wyniki badań własnych pokazują, że poziom rozwoju tego obszaru zarządzania w gminach na Podkarpaciu jest niski, tylko dla połowy gmin osiągając stadium 3. Infrastruktura etyczna stosowana przez badane urzędy gmin w większości ogranicza się do posiadania kodeksu etyki, który jest zbiorem bardziej lub mniej kompletnych standardów odnoszących się do zachowań urzędników i radnych, promuje bezstronność i zapobieganie konfliktowi interesów oraz wspiera przejrzystość realizowanych zadań.

The aim of the study is assessment of development level of the management area implemented at the municipal office defined as ‘Ethics and corruption prevention’, considered from the perspective of ethical infrastructure of the organization. Achieving this aim required the usage of institutional analysis methodology. It is used to gain knowledge about the development of a particular organization in order to design changes or improvements to its functioning. Research results show that the development level of this mangement area in Podkarpacie is low, only half of the municipalities reached the third stage. Ethical infrastructure used by the surveyed municipal offices is mainly resticted only to possessing a code of ethics, which is a collection of more or less complete standards fopr officials and councilors behawior. It promotes impartiality and avoidance of conflicts of interests as well as tasks transparency.

The article presents a complex model of formal and informal sources of academic ethics in Poland. The author analyzes three models: 1) the model of integrity and credibility, 2) the model of ethical infrastructure and 3) the model of social responsibility. However, we are assuming that this model is a complex system, because it consists of various kinds of sources of academic ethics standards, both legal and moral sources. These three models, however, do not appear in Poland in pure form. Rather, it was a case of evolution in which the next model contained elements of the earlier model. The process of gradual erosion of the classical model (integrity and credibility of science) is the result of a strong influence of external conditions, mainly postulates of social responsibility of science and increase of effectiveness of scientific research.

Artykuł stanowi prezentację kompleksowego modelu formalnych i nieformalnych źródeł etyki akademickiej w Polsce. W tej kwestii autor analizuje trzy modele: 1) model integralności i wiarygodności; 2) model infrastruktury etycznej oraz 3) model społecznej odpowiedzialności nauki. Przy czym zawsze zakładamy, iż dany model stanowi system złożony, tj. składa się z rodzajowo różnych standardów etyki akademickiej, zarówno norm prawnych, jak i norm moralnych. Wskazane trzy modele nie ujawniają się jednak w Polsce w swojej czystej postaci. Raczej w procesie rozwoju stanowią one efekt pewnej ewolucji, ponieważ każdy kolejny model zawiera elementy modelu wcześniejszego. Proces stopniowej erozji modelu klasycznego (integralności i wiarygodności nauki) stanowi rezultat silnych obecnie ocen zewnętrznych, jak np. postulatu społecznej odpowiedzialności nauki oraz postulatu wzrostu efektywności prowadzenia badań naukowych.
