Artykuł przedstawia problematykę procesów etnopolitycznych (polityzacji etniczności, mobilizacji etnopolitycznej mniejszości narodowych i etnicznych) w państwach Europy Wschodniej. Autorka analizując aktywność społeczno-polityczną oraz udział mniejszości narodowych i etnicznych w organach władzy Republiki Białorusi, Republiki Mołdawii, Ukrainy dochodzi do wniosku, że procesy te wpływają na bezpieczeństwo państw subregionu. Szczególne znaczenie dla bezpieczeństwa państw mają te zorganizowane aktywności, które zgłaszają działania separatystyczne. W przypadku Republiki Białorusi problem ten nie występuje, natomiast w Republice Mołdawii (Gagauzja i Naddniestrze) i na Ukrainie (Donbas, Zakarpacie) ma realny wymiar. Tendencje separatystyczne poszczególnych grup etnicznych stanowią istotny element w kształtowaniu polityki bezpieczeństwa państwa. Stają się również przestrzenią, w której konieczna jest reakcja władz państwowych, w tym dotycząca nie tylko bezpieczeństwa, ale także umiejętnego zarządzania procesami etnopolitycznymi w państwie.

The following article discusses ethnopolitical processes (politicization of ethnicity and ethnopolitical mobilization of national and ethnic minorities) in Eastern European countries. The author analyses social and political activity of national and ethnic minorities, as well as their representation in state authorities of the Republic of Belarus, Republic of Moldova and Ukraine, and concludes that those processes affect the national security of the countries that make up the sub-region. Particular threat to national security is posed by organized separatist actions. In case of the Republic of Belarus, the problem is not observed, but in the Republic of Moldova (Gagauzia, Transnistria) and Ukraine (Donbas, Carpathian Ruthenia) it is a very serious issue. Separatist tendencies of various ethnic groups have a significant impact on the national security policy. They also call for intervention by state authorities, not only in connection with security issues, but also in relation to appropriate management of ethnopolitical processes within the country.

The author focuses on basic rules of communication, which organize the relationship between the sender and the recipient. She notices that, according to these rules, the responsibility for a correct relationship between the majority group and minority groups, rests on both of them. One of the tasks for the minority groups is effective self-creation which should encourage to learn, improve knowledge and neutralize negative stereotypes. It should also equip the recipient with tools that promote a particular group in both worlds – the real and the virtual. The considerations made by the author are theoretical in nature, but are supported by observations concerning the practical implementation of the presuppositions. The author verifes the theory saying that well-implemented assumptions of imagology can help build the positive image of the minority groups in Poland.

Autorka zwraca uwagę na dwie podstawowe reguły komunikologiczne, organizujące relacje między nadawcą a odbiorcą – wzajemności i zwrotności. Zauważa, że zgodnie z nimi odpowiedzialność za poprawne relacje między grupą dominującą a grupami mniejszościowymi spoczywa na wszystkich uczestnikach komunikacji. Do zadań mniejszości należy fortunna autokreacja, która powinna zachęcać do poznawania, pogłębiania wiedzy, neutralizowania negatywnych stereotypów, powinna także wyposażać odbiorcę w narzędzia promujące daną grupę w obu światach – realnym i wirtualnym. Rozważania mają charakter teoretyczny, choć poparte są spostrzeżeniami, dotyczącymi praktycznej realizacji przedstawionych założeń. Autorka weryfikuje teorię, głoszącą, że dobrze realizowane założenia imagologii mogą pomóc w zbudowaniu fortunnego wizerunku polskich mniejszości.

Celem artykułu jest analiza relacji między polityką a tożsamością. Ukazano ten problem w dwóch wymiarach. Pierwszy obejmuje problematykę związaną z uwikłaniem czy używaniem kategorii tożsamości w formalno-prawnym kontekście w sferze stosunków etnicznych w Polsce. Drugi zaś dotyczy procesów identyfkacyjnych, pojawiających się na styku polityczności i tożsamości. W związku z tym rozważano dwa główne problemy: jakiej koncepcji tożsamości wymaga polityczny dyskurs oraz co dzieje się z tożsamością w momencie jej upolitycznienia.

The aim of this article is to analyze relations between two phenomena – politics and identity. These issues are discussed in the context of two aspects. Firstly, the attention is focused on the way how the notion of identity is used or enmeshed in the legal aspect of ethnic relations in Poland. Secondly, identifcation processes are reconsidered as being the result of the permeation of political and identity dimension. Therefore, two main questions are posed: what kind of conceptualization of the notion of “identity” is needed in the context of political discourse and what “happens to identity” at the moment of its politicisation.
