The article is a polemic. It contains arguments justifying the thesis that the signaling decisions of the Constitutional Tribunal have no effect, either on law-making process or on the application of law. Consequently, a view has developed in the sciences of law that there is need to enhance that instrument. Another view is taken by the author who is in favor of its abolition, rather than strengthening.
