The article briefl y reviews the concept of scientifi c consultancy services in the work of the Sejm. The author presents their organisation, legal basis for acquisition of expert reports and, generally, the role they play in the parliamentary decision-making process. Persons performing scientifi c consultancy services are answerable not only to those who employ them as experts, but also to the scientifi c world and society at large. Academic or research workers are always bound by ethical standards, disregarding the place where the consultancy is rendered. The purpose of appointment of experts is to provide support for the decision-maker (i.e. the legislative power) in resolving problems that are of vital interest to the nation. The Sejm has to benefi t from specialist knowledge as a result of complexity of modern life processes and a wide range of matters it has to address. Therefore, the participation of experts should ensure rationality of Sejm’s operation and minimise the risk of making wrong decisions in matters of public interest. The author presents proposals for improvement in the current practice of consultative services rendered to the Sejm along with amendments of legal provisions in this respect.

This article deals with activities carried out by experts in general. We study the structure of an expert report based on deductive reasoning. Using their professional knowledge experts deduce from known premises(evidence) conclusions as answers to certain questions. Basic attributes of expert reports include truthfulness(correctness) and verifiability.

The aim of the article is to provide a review of the standards regarding the work of experts performing examinations in order to elaborate opinions for the court, basing on an example of handwriting examiners. Our paper refers also to the admissibility of expert evidence in the light of rulings of US courts and the regulations on evidence. The article also makes references to the leading American and international organisations involved in the development of standards to improve the quality of handwriting comparative examinations. The question of attestation is related to this issue, as well, and certification of forensic laboratories, which is presented on the examples from American and Polish practice. In this respect, efforts are being made to harmonise and improve the quality of research to increase the value of expert evidence.

Celem artykułu jest przeglądowe ujęcie standardów dotyczących pracy ekspertów wykonujących badania w ramach opinii stanowiących dowód w procesie sądowym na przykładzie opinii pismoznawczej. Praca odnosi się również do kwestii dopuszczalności dowodu z opinii biegłego w świetle wyroków sądów amerykańskich i reguł dowodowych. W artykule wymieniono także czołowe amerykańskie oraz międzynarodowe organizacje zajmujące się opracowywaniem standardów mających poprawić jakość badań porównawczych pisma ręcznego. Z zagadnieniem tym łączy się również kwestia atestacji i certyfikacji laboratoriów kryminalistycznych, którą przedstawiono na przykładzie amerykańskiej i polskiej praktyki. W tym aspekcie dąży się do harmonizacji i poprawy jakości badań, aby zwiększyć wartość dowodu z opinii biegłego.
